However, with the establishment of market economy and the gradual improvement of laws and regulations, administrative examination and approval have become obstacles to economic development in some aspects, and even become the hardest hit areas for power rent seeking.

But Zhao Xiaotong also admitted that "parallel approval" is not easy to implement. The difficulty lies in the larger independence between departments, and the difficulty of integration.

Although he tried to minimize the discretionary power of administrative law enforcement officers, the Tangshan City government also pointed out in the conference paper that this work "has no ready mode to follow" and can only "pilot start".

In addition, the intermediary organizations and trade associations participating in the administrative examination and approval will also be centrally cleaned up and reorganized.

These "brokers" appearing in the name of companies, associations or individuals are active forces in the dark operation of administrative examination and approval.
