The General Office Of The National Development And Reform Commission Recommends The Current Environmental Protection Equipment (Products) Encouraged By The State To Be Recommended.

All provinces, autonomous regions, municipalities directly under the central government and cities under separate planning, Xinjiang development and Reform Commission, economic and Trade Commission, economic and Trade Commission, relevant departments of the State Council, relevant trade associations and related enterprises:

In accordance with the requirements of the State Council on the issuance of the comprehensive work plan for energy saving and emission reduction ([2007]15), in order to meet the current needs of energy conservation and emission reduction, I am going to revise the catalogue of the environmental protection industry equipment (products) currently encouraged by the state (Revised in 2007) (hereinafter referred to as the "encouragement catalogue").

The relevant matters are hereby notified as follows:

Recommendation scope

This revision work is based on the previous implementation of the "encourage catalogue", combined with the characteristics of the development of China's environmental protection industry and the environmental protection market, readjusting and compiling the National Development Catalogue encouraged.

The recommended scope is as follows:

(1) equipment for water pollution control;

(two) equipment for air pollution control;

(three) solid waste treatment equipment;

(four) noise control equipment;

(five) environmental monitoring instruments;

(six) energy saving and renewable energy utilization equipment;

(seven) comprehensive utilization of resources and clean production equipment;

(eight) environmental protection materials and chemicals.

The recommender considers that the products that are necessary to be retained in the directory of encouragement (2007 Revision) may continue to be declared and explain the reasons for reservations.

Two. Recommendation principles

(1) meet the current and future needs of China's energy saving and emission reduction market, and have broad prospects for development.

(two) having a high technical content to fill the gaps in domestic technology, can promote the structural optimization and upgrading of the environmental protection industry, and improve the economic efficiency of enterprises.

(three) priority should be given to encouraging the development of equipment, waste gas treatment and energy saving equipment combined with pollution control and resource recycling, environmental protection equipment that can be adapted to more stringent emission standards, technical equipment for reducing and controlling greenhouse gas emissions, and heavy environmental protection equipment and products urgently needed in the process of urbanization.

(four) supply capacity is lagging behind, and improving its supply capability is conducive to meeting the current demand for energy saving and emission reduction equipment and products.

(five) meet the requirements of environmental protection, the effect is obvious, and have reliable operation practice products.

Three, recommendation requirements (see Table 1).

(1) name and specification of environmental protection equipment (products);

(two) main technical indicators and parameters;

(three) the development, production and use of the product;

(four) the reasons for encouraging development at present;

(five) the scope of application of equipment (products).

Four. Declaration requirements

(1) please recommend the environmental protection equipment and products according to the actual situation of the local and our units and recommend the environmental protection equipment and products according to the recommended principles and requirements. The online declaration will be completed as of August 30, 2008, and two copies of written materials will be submitted to the resource saving and environmental protection division and the China Resources Comprehensive Utilization Association respectively.

Subsequently, we will organize relevant departments and experts to conduct research and demonstration on the recommended equipment (products).
