    Shanghai City Government's Public Rental Housing Is Not Limited To Household Registration.

    In June 3rd, the Shanghai municipal government held a news briefing to announce the first draft of the city's opinions on the development of public rental housing. Within 10 days from June 4th, the draft will be formally publicized to the public and solicit opinions from all sectors of society and the public. After revision and improvement, the draft will be promulgated and implemented in a timely manner.     Improvement of residential stability


    "Vigorously developing public rental housing is an important measure for Shanghai to establish and improve the housing security system." Shanghai housing security and Housing Authority said.


    Previously, in view of different types of housing poor residents, Shanghai has established housing security policies such as low rent housing, affordable housing and resettlement housing. Among them, low rent housing for low-income housing difficulties families with household registration in Shanghai, affordable housing for low-income families with low household income in Shanghai household registration, and resettlement housing mainly for low-income families in the old district transformation.


    As a new housing security policy, public rental housing expands the coverage of housing security from the urban household registration population in Shanghai to the permanent resident population with basically stable work, mainly for young workers with stage living difficulties, imported talents and migrant workers in Shanghai. "After the establishment of this policy, Shanghai will basically form a multi-level, multi-channel, systematic housing security system. At the same time, it will also play a positive role in improving the management level of permanent residents and promoting the healthy development of the housing rental market."


    Since the reform and opening up, the housing rental market in Shanghai has developed rapidly and has become an important part of the real estate market, effectively solving the housing problem of the general public. However, there is a structural contradiction between supply and demand in the rental market. At the same time, the rental market is still dominated by natural persons, and there are few operating agencies engaged in Housing leasing. The rental of public rental housing is to meet the requirements of "basic residence and phased residence".     According to the people of Shanghai Housing Authority, public rental housing is raised by various channels, and in recent years, we have concentrated on building and raising a number of suitable small and medium-sized apartment rental housing. At present, there are several main channels: combined with the construction of old urban areas, large-scale municipal construction, large residential communities and so on, the site is set up separately. "In order to achieve sustainable development of public rental housing, the government will make certain investments in land and capital, and give necessary policy support in terms of Taxation, investment and financing, construction standards, public utilities charges, household registration management and so on. "Lessees of public rental housing can enjoy corresponding supporting policies in terms of landing, enrollment and other aspects." The Housing Authority said.


       Application for no income standard


    The lease is not more than 5 years.


    According to the regulations, the target of applying for public rental housing can be family or single person. But there must be 4 conditions at the same time: first, there is a permanent residence in Shanghai or a residence permit in Shanghai. The two is the labor or work contract which has signed a certain number of years with the Shanghai employment unit. The three is that there is no self owned housing in Shanghai or the floor area per capita is less than 15 square meters. Four, they did not enjoy other housing security policies in Shanghai when they applied. "Taking into account the wide range of public rental housing involved in the city, the income gap is large, so the application conditions do not set the standard of income." The Housing Authority explained.


    The applicant mainly applies to the operation organization of the place where the work unit is located, or it can also submit it to the operation institution of the place where Shanghai's domicile is located.


    The public rental housing service information platform of the whole city will be established in Shanghai and district (county) to form a complete information network system for housing rental service in the whole city. According to the situation of housing supply and other conditions, the waiting list supply system can be implemented.
