    Recently, China officially announced

    Accession to WTO

    The completion of the commitments indicates that China has successfully passed the buffer period of docking with the world trade rules, and has built one of the most open markets in the world, and the image of a responsible big country has also been fully demonstrated.


    For more than 8 years, China's efforts to open up the market and promote multilateral trading systems have been recognized by most of the parties.

    At present, the average tariff level in China has dropped to 9.8% from 15.3% before the WTO accession.


    In manufacturing, non-tariff measures are cancelled according to schedule.

    Among the more than 160 sectors, banking, communications, insurance and securities are gradually liberalized.

    Moreover, China has made new commitments during the Doha Round negotiations to cut tariffs on agricultural and industrial products by about 30%, and further open 11 sectors in the service sector.

    In 2006, 2008 and June this year, China successfully passed the WTO trade policy review for the three time in a row.

    It can be said that China has fully integrated into the global market system.

    The big countries often use China's commitment to solve all kinds of difficulties in China, leading to the twists and turns in bilateral trade environment.

    Since the accession to the WTO, the United States, the European Union, Japan and Russia have made use of the "special safeguard measures" to initiate investigation procedures for Chinese textiles and clothing, tires, and steel pipes.

    In accordance with the WTO rules, China has made restrictive provisions on the export of non renewable national strategic resources such as bauxite, coke, rare earth and other industrial raw materials, and has also been described as a violation of WTO commitments by some countries.

    Whether or not to recognize China's "full market economy status" has become a card repeatedly played by some countries.


    China's opposition to such abuses is very clear. The Chinese government and enterprises have learned to skillfully use the existing dispute settlement mechanism of WTO to counter them so as to safeguard their legitimate rights and interests.


    China has gradually matured in the process of fulfilling its commitments, forming a win-win relationship with WTO.

    It is precisely because of China's accession and serious performance that the developing countries' position in the global trade pattern has risen, the representativeness of WTO has been strengthened, and the imbalance of internal structure has been greatly corrected.


    However, the two rounds of Doha Round negotiations, which were almost simultaneously launched with China's accession to the WTO, were still blocked after the resumption in 2009.

    To break the deadlock in various fields, China has submitted more than 100 proposals.

    When the US subprime mortgage crisis triggered financial turmoil, the European sovereign debt crisis was entangled, and the global economic situation worsened, China did not adopt protectionist actions contrary to the spirit of free trade advocated by the WTO, such as Europe and the United States, thus creating a relatively good external environment for negotiations.


    To sum up, the promise of WTO accession marks that China has completed the pformation of its role from the new members of the multilateral trading system to the builders, which will help to increase the voice of the developing countries in building up the rules and regulations, and push forward the reform process of WTO and other international economic cooperation institutions so as to form an international economic and trade order that embodies fairness, fairness and rationality.
