The textile industry is a traditional pillar industry, an important livelihood industry and an internationally competitive industry in China.

Even during the financial turmoil in 2008, China's exports of textiles and clothing still amounted to 189 billion 600 million US dollars, accounting for 1/3 of the international market share, far exceeding other countries.

About 80% of the total textile economy in China is contributed by China's textile industrial cluster economy.

Chen Shujin, vice chairman of the China Textile Industry Association and director of the industrial cluster Working Committee, told the reporter of textile and clothing weekly.

Coupled with the ten batch of licensing industry clusters, there are 175 industrial clusters listed in the pilot area of industrial cluster development during the 11th Five-Year.

Overcoming blindness

From sensibility to rationality

In the past, when it comes to industrial clusters, it is often used to describe "tens of thousands of households", "thousands of troops" and "everywhere blossom".

Indeed, the formation of many clusters has spontaneity and blindness, not only lacks long-term planning, but also short-term plans are hard to find, and is in a state of free development.

But in recent years, the situation has been greatly improved, especially in the formulation of the "11th Five-Year plan" period, "planning ahead" has been accepted by the vast number of cluster areas.

Today, the developed clustered areas can rely on their own strength to work out a more realistic and long-term development plan, while the less powerful clustered areas employ state, provincial and provincial associations, institutions of higher learning, planning and design institutes to help develop development plans.

For example, the Liaoyuan Hosiery Industry, when constructing the Northeast hosiery textile industrial park in early 2005, insisted on the high starting point planning and design. The Jiangsu Textile Design Institute, which was proposed by the China Knitting Industry Association and has the third grade qualification, was planned and designed to ensure the sustainable and healthy development of the Liaoyuan socks industry textile industry.

The Northeast hosiery park has become one of the fastest growing and best growing industrial parks in the knitting industry in China. In only three years, it has completed all the targets of the five year development plan.

Vigorously build public service platform

The concept of public service platform has gradually been accepted in China these years.

Since the Textile Industry Association launched the pilot project in 2002, Du Yuzhou, President of the China Textile Industry Association, has proposed to build an industrial innovation public service platform in the cluster area, which integrates product development, quality inspection, personnel training, information management, electronic commerce and modern logistics. It has personally taken the Xiqiao town of Nanhai District, Foshan, Guangdong as a pilot project.

In December 3, 2004, the China Textile Industry Association held an industrial innovation public service platform construction site with more than 1400 participants to be promoted in Xiqiao.

Since then, there has been an endless stream of industrial clusters to learn from Xiqiao.

The leaders of the national development and Reform Commission also visited the public service platform of Xiqiao town and gave a high degree of affirmation.

This work has also been strongly supported by the relevant departments of the state. In 2006, the Ministry of Finance allocated funds to support the construction of the public service platform in dozens of textile cluster areas, and the relevant departments such as the Reform Commission, the Ministry of industry, the Ministry of science and technology, etc. all these years have allocated special funds to support the construction of public service platforms in textile and other industrial cluster areas.

Elimination of backwardness

Actively adopt advanced technology and equipment

In recent years, the contribution rate of technological progress to the development of industrial economy has reached a consensus in the industry. Each cluster has accelerated the pace of eliminating backward technology and equipment, increased investment, and actively introduced advanced technology and equipment, so that the technological level of enterprises has been significantly improved, and the production efficiency, product quality and new product development ability have been improved.

Zhejiang Shaoxing county has invested heavily in technological progress, and now owns 41 thousand and 900 sets of shuttleless looms, accounting for about 1/6 of the whole country, of which imports account for more than 80%, shuttling free rate is generally over 90%, and chemical fiber, printing and dyeing, clothing and other industries have imported more than 20 thousand sets of advanced equipment.

Shandong Zouping textile industry vigorously implement technical pformation, actively apply new technologies and new equipment, upgrade traditional industries, make the proportion of shuttleless cloth to 70%, 100% without yarn to yarn ratio, 70% without coiling ratio, 85% of combed yarn.

Guangdong Dalang town encourages enterprises to introduce computerized flat knitting machines instead of traditional mechanical flat knitting machines for digital design and digital production to improve production efficiency and product quality. The number of computerized flat knitting machines has increased from less than 1000 units in 2005 to 6122 units in 2009.

Each computer flat knitting machine is equivalent to the work efficiency of 6~8 skilled workers.

Speed up construction of Parks

Concern for advanced cluster form

Textile industrial clusters have planned and built industrial parks in succession, and a large number of enterprises have entered the park development, and the environment has improved significantly.

Through the overall planning of the park, the public supporting facilities and public service platforms have been perfected. The industrial structure of the clusters has been optimized and perfected, and the development ability of the cluster enterprises has been promoted in an all-round way.

The Haining warp knitting industrial park in Zhejiang increased from 3.2 square kilometers in 2005 to 5 square kilometers at the end of 2009, and the number of enterprises in the park increased from 180 to 367. From raw materials, weaving to deep processing and finished products, the industrial chain structure was complete, and the output of warp knitted products accounted for more than 20% of the total industry in the country. It has become the largest base for warp knitting production, processing and sales in the country.

The park has also established a warp knitting industry promotion center, which integrates information center, R & D headquarters, testing center and design center, and forms ten service platforms to provide more professional and comprehensive services for enterprises.

Zhengzhou Zhongyuan District has built a "Zhengzhou Textile Industrial Park" with a total planning area of 13 square kilometers, which is divided into five districts and two centers, namely, textile printing and dyeing production area, garment processing area, textile machinery manufacturing area, product display and sales logistics area, production and living service area, and national cotton and textile clothing product quality supervision and inspection center, and central China Textile Information Center.

At present, 3 square kilometers have been developed, 28 enterprises have been settled, and a total investment of 5 billion yuan has been achieved.

Energy saving and emission reduction is a hot topic of social concern in recent years, and it is also one of the core issues related to the healthy development of industry.

The vast textile industrial clusters have taken measures to speed up energy conservation and emission reduction.

Shaoxing county has actively implemented energy conservation and consumption reduction projects, eliminated backward printing and dyeing capacity, and focused on the clean production of energy and water enterprises. At present, 133 enterprises have passed the cleaner production inspection and acceptance. More than half of the printing and dyeing enterprises have adopted various waste heat recycling technologies, and more than 90% printing and dyeing enterprise dyed cylinders have implemented frequency conversion and electricity saving pformation. Most of the 197 printing and dyeing enterprises have adopted the waste heat recycling technology, and nearly 100 printing and dyeing enterprises have implemented the reclaimed water reuse project, and actively carry out the recycling of dyeing and printing enterprises' condensate water to thermoelectric enterprises.

The county has formed 900 thousand tons of sewage treatment capacity, many foreign counterparts visited these facilities, deeply commended.

Changshou City Mei Li Zhen attaches great importance to energy saving technology pformation. Since 2007, energy audit has been carried out in key textile enterprises such as printing and dyeing, dyed weaving, chemical fiber and warp knitting.

In the early days of cluster development, many enterprises are unwilling to invest in R & D because they do not have independent R & D capability. Shaoxing textile enterprises start with the application of CAD technology, and widely use the information technology.
