The State Council Revised The Provisional Regulations On Resource Tax: Increasing The Ad Valorem Rate.

Premier Wen Jiabao chaired a State Council executive meeting on 21 th, discussing the adoption of the "12th Five-Year plan" for production safety, and deploying complete and advanced waste products.

The conference fully affirmed the positive progress and obvious achievements made in the work safety production during the "11th Five-Year" period, and focused on the severe situation and challenges faced by the "12th Five-Year" period.

At present, China is still in the special period of production safety accidents prone to happen in the rapid development of industrialization and urbanization. The total amount of safety accidents is still large, the incidence of occupational diseases is high, and the industrial layout and structure of some high-risk industries are unreasonable.

The meeting stressed that the formulation and implementation of the "12th Five-Year plan" for safety production must firmly establish the concept of science, safety and sustainable development, take safety production as the top priority of government work, adhere to the principle of "safety first, prevention first and comprehensive management", fully implement the main responsibility of enterprises, supervision responsibilities of departments and territorial management responsibilities, effectively protect the safety of people's lives and property, and promote social harmony and stability.

First, we must improve the recycling network.

The meeting decided to set up an inter ministerial coordination mechanism led by the Ministry of Commerce and the relevant departments to guide the construction of waste commodity recycling system.
