The New Labor Law Has Forced The Taiwan Shoe Industry To Evacuate In Large Quantities From Dongguan.
Taiwanese businessmen, who have always been considered to have the habit of "living by water", should abandon Dongguan or the layout of pformation? In January 1st, with the implementation of the new labor contract law and the seven new policies of tax and environmental protection, and with the pressure of "dual pformation" pushed by Dongguan, Dongguan Taiwanese businessmen are suffering from fire: more than 500 people from Dongguan have moved out of Dongguan.
At the same time, Taiwan enterprises closed down and closed down in recent two years.
Some researchers have pointed out that there is very little time left for Taiwanese businessmen in Dongguan to be so anxious. If they can not keep pace with the pace of Dongguan and the mainland, they will be eliminated.
In the face of its huge survival crisis, Dongguan Taiwanese businessmen, who are always considered to have the habit of "weeds by water", should abandon Dongguan completely or actively carry out self-help pformation layout?
Domestic demand + RMB appreciation + inflation will become the darling of the capital market in 2008.
[phenomenon] Taiwan enterprises have repeatedly closed off. Since last October, Dongguan's shoes, furniture and other traditional enterprises have rarely seen a large number of withdrawal.
According to statistics, in the first three quarters of 2007, about 1000 shoe factories and related enterprises in Guangdong had been closed or moved out.
Most of these shoe factories are run by Taiwanese businessmen.
"According to our situation, more than 500 enterprises in Dongguan have moved out of Dongguan.
Over the past two years, there have been some closing failures of Taiwan enterprises, especially in recent months.
Recently, reporters and Dongguan Taiwan Association, a meeting cadre, talked about Dongguan's industrial upgrading.
According to a reporter's investigation, the association's personage is not empty.
Influenced by many factors at home and abroad, the traditional enterprises such as shoemaking, furniture, hardware and other traditional enterprises in Dongguan have seen a large number of retreats in the past few years since October last year.
Information from the Asian Footwear Association shows that in the first three quarters of 2007, about 1000 shoe factories and related enterprises in Guangdong had been closed or moved out.
An industry insider in Houjie said that Dongguan, known as the world shoe center, has no fewer than hundreds of shoe factories that are closed or moved out.
Most of these shoe factories are run by Taiwanese businessmen.
It is not just small and medium-sized enterprises without foundation.
In December 30th last year, the Dongguan footwear company often paid about 40000000 yuan of compensation to its employees. This factory, which had nearly 20 years of shoemaking experience and over 4000 employees, was officially closed.
And not long ago, a Taiwanese furniture business in Qiaotou town of Dongguan collapsed, and the boss owed about 8000000 yuan in wages to run away.
According to a survey, Dongguan enterprises closed down and retreated restlessly, and the electronic and information industries such as Shilong, Shijie and other cities became less responsive.
However, as the town of shoe making, furniture and other traditional industries, there are many fluctuations in Houjie, Daling mountain and other town streets.
However, this argument is not absolute.
Last June 8th, a Taiwanese capital factory named Ye Sheng went bankrupt in Fenggang town. It owed more than 100 suppliers and estimated the balance to reach four or five billion. Taiwan boss ran back to Taiwan.
According to the reporter's investigation, this factory is the Taiwan chick technology production factory, and the chick technology parent company is the second largest manufacturer of the mouse and keyboard industry in the world.
Even the famous Dongguan enterprises in Shijie Town, Yaxin electronics factory, had a financial crisis last year.
"Almost every industry in Dongguan is facing such a crisis, but the traditional industry itself is more vulnerable to many factors at home and abroad."
Lao Yang, a Taiwanese businessman who runs a beverage business in Dongguan, said that such factors as processing trade policy adjustment, export tax rebate reduction, RMB appreciation, labor cost increase, raw material price increase, and the implementation of the labor contract law and so on have almost forced all enterprises in Dongguan to rely solely on the labor force to struggle to survive.
What Lao Yang feels is the pressure of the macro environment at home and abroad.
Only in terms of Dongguan, Dongguan, which is mainly a processing trade oriented enterprise, has resolutely proposed the goal of dual economic and social pformation, and intends to take the initiative to eliminate enterprises that fail to meet Dongguan's requirements.
Recently, an official of the Dongguan municipal government said in an interview with the media that some low value-added enterprises could be pferred to other places because of the cost and other issues. As some enterprises in Hongkong and Taiwan moved to Dongguan, Dongguan was in the period of pformation and upgrading.
[perplexity] is the right choice to leave?
A Taiwanese businessman in Changping lamented that many small and medium-sized Taiwanese businessmen were unable to move on, and faced the confusion of leaving and leaving.
Some large scale Taiwanese enterprises with "preconceived" accumulation of original capital have relatively taken the initiative. They prefer to set up plant operations outside Dongguan as "layout".
Taiwanese enterprises have always been considered to have the nomadic character of "grass by water", where they move to wherever the cost is low.
In recent years, many Taiwanese businessmen have begun to move to inland cities.
Yang, a Taiwanese businessman who has moved away from Dongguan, said that in inland cities, including environmental protection, land, tax preferences and labor contract law, it is not a problem.
Some inland cities to Dongguan "nesting Phoenix" or "attracting Phoenix to build nests" enthusiastically investment, stimulated Dongguan Taiwanese businessmen's restless mentality.
"We are the first Taiwanese businessmen to land in Dongguan in 1990. In recent years, we have estimated that 70% of the Taiwanese businessmen have moved away from Dongguan in the first place."
Taiwanese businessmen in Wangjie, who export women's shoes in thick street, said.
"Generally speaking, these traditional enterprises generally move to places like Jiangxi, Hunan or Guangxi, and some of them move to Vietnam, Thailand and other places."
According to Wang's Taiwanese businessmen, with the implementation of the labor contract law, the trend of closing or relocation of enterprises will peak before and after the Spring Festival this year.
A Taiwanese businessman with dozens of employees in Changping laments that many small and medium-sized Taiwanese businessmen are unable to move after all.
I hope to come to Dongguan for gold rush. Now it is like a repeat of history. In the past, because of the high wages in Taiwan, the cost has increased, and the West has moved inland.
The Taiwanese businessman is puzzled by the choice of going and staying.
"Is relocation the best choice?"
Wang Shiwen, deputy general manager of Chuncai, the oldest Taiwanese businessman in Qingxi Town, said that customers and satellite factories have formed an industrial chain, and the corporate brand has also become one with Dongguan. In general, customers are used to coming here, the factory is gone, and people feel that you have failed.
Some large scale Taiwanese enterprises that have accumulated original capital through preconceived capital occupy relatively active advantages.
They are more willing to call their factory operations outside Dongguan "layout".
"As Asian optics (known as the world's largest mirror grinding mill)" has seen six years ago, the mainland government's policies are becoming more and more stringent for enterprises, and the layout of the South China Peninsula is ahead of schedule. Now the output of this area has contributed to the group.
Lai Yiren, chairman of Asian optics, said.
But he also thinks that in the past, the local government's investment was large and small, but it was both good and bad.
Today, the practice of picking and dressing may trigger a wave of relocation of Taiwanese businessmen.
A number of interviews with Taiwanese businessmen in Dongguan admitted that Dongguan and even China in the pformation attempt to force enterprises to keep pace with this series of new laws and policies of good quality and bad quality.
Despite all kinds of pressure and challenges, some large Taiwanese enterprises are quite cautious about whether to move out of Dongguan.
As early as 1991, Zhang Hanwen, President of the National Association of investment and business associations of Taiwan and President of Qiao Ji group, took a fancy to the unique geographical location of Dongguan and a series of supportive policies of the local government.
After years of development, Fuhua has now become a large factory with 7 production lines, 2000 employees and 150 thousand pairs of shoes per month.
Zhang Hanwen is a staunch supporter of Dongguan.
He said he would never want to move out of Dongguan.
To this end, he chose to seek breakthroughs in the traditional shoemaking industry.
"Fu Hua produces electrician shoes with excellent insulation performance; field shoes are very strong, even nails are not worn out, and they are very light.
These are the results of applying new technologies. "
Zhang Hanwen said.
Transformation is not the ultimate solution to the problem.
To seize the last opportunity to attack China's 1 billion 300 million domestic market is the next big dream of Dongguan Taiwanese businessmen.
A person familiar with the history of Taiwanese businessmen in Dongguan calls for this.
In the early stage, Taiwan international investment and footwear factory, Xing international, has made a leap in the threshold of industrial upgrading. Last year, the company completed the listing and listing of Hongkong, raising HK $2 billion 882 million, and launched a comprehensive effort to attack the mainland's domestic market in.
"The temptation of the mainland's domestic market space has attracted a certain strength of Taiwan funded shoe-making enterprises to pform their own brands and focus on the domestic market."
Dongguan Taiwan Association as a vice president level cadre further analysis of the reasons behind such a practice.
The practice of Taiwan enterprises' prosperity is not an isolated incident.
Since 1999, Xu Fu Chi has expanded its mainland market. Now it has been successfully made by a processing trade enterprise which relies on foreign orders, and has become a well-known enterprise in the mainland consumer market. Its headquarters is located in Dongguan.
The urgent desire for pformation and upgrading of many Taiwan enterprises is confirmed by statistical data.
Professor Chen Mingzhang, chairman of the Taiwan Knowledge Economy Association, has conducted a survey on the pressure of Taiwanese industrial pformation.
The survey shows that over 85% of Taiwanese businessmen in Dongguan, Shenzhen and other regions feel the pressure of industrial pformation.
The survey shows that the most important requirements for Taiwanese industrial pformation and upgrading are: training of pformation talents, knowledge management, pformation of business models, establishment of brand and property financing, etc.
However, the rapid development of Dongguan has also led to problems such as shortage of land, energy and environmental pollution.
The leadership of the Dongguan municipal government assessed the situation and put forward the development strategy of urban industrial pformation and upgrading in a timely manner, and promoted the pformation from primary cities to high level cities. "Dongguan manufacturing" also had to move towards "Dongguan creation".
During this process, some Taiwanese businessmen in Dongguan worry about whether they will encounter marginalized difficulties because of the rise of domestic enterprises.
This worry is obviously redundant.
How to help Dongguan's Taiwan enterprises upgrading has long been included in the important agenda of the Dongguan government.
An official of the Dongguan municipal government said that over the years, the Dongguan government has introduced policies to help promote the upgrading and pformation of foreign-funded enterprises.
In view of the situation of Taiwanese businessmen, the government has worked closely with the Dongguan Taiwan Businessmen Association to set up a functional committee to promote the upgrading and pformation of Taiwan funded enterprises, helping to promote the upgrading and pformation of Taiwan funded enterprises.
At the same time, a series of related preferential policies are also being launched.
Ye Chunrong, the new president of the Dongguan Taiwan Cooperation Association, affirmed the government's practice: "the Dongguan municipal government has clearly put forward a special policy to cooperate with Dongguan Taiwan cooperation to assist Taiwanese enterprises in pformation and upgrading."
He said, "the city must be upgraded. Our enterprises must also upgrade. The three major jobs of Taiwanese children's schools, Taiwan businessmen's building and Taiwan businessmen's hospital have been completed in the hands of several former presidents. The investment environment of Dongguan and the living function of Taiwanese businessmen have been basically constructed. Therefore, the eighth session of the work of our business is to help Taiwanese enterprises pform and upgrade."
"Although the pformation and upgrading of the industry is difficult and intangible, it may take a few years to be effective. But with production, government and learning as our solid backing, we should borrow the full support of finance, train talented people, integrate all resources, and Taiwan businessmen in Dongguan still take root in Dongguan's sustainable operation."
This is the speech of President Ye Chunrong when he assumed office.
This clear view is the negation of some Dongguan Taiwan enterprises' relocation practices.
Links Dongguan Taiwanese businessmen to Guangdong 1/3 mainland Taiwan businessmen, most densely located in Jiangsu Kunshan and Guangdong Dongguan.
The first Taiwanese businessman settled in Humen town in 1988.
Data show that Dongguan has more than 5600 Taiwan funded enterprises, and Taiwan funded enterprises invest more than 4 billion US dollars, accounting for 1/3. of the proportion of foreign investment in the city. It is undeniable that a large number of Taiwanese enterprises have been pouring in, making this once barren agricultural county become one of the most important cities in the world.
People say: Taiwanese businessman 1/3 in Guangdong
