This newspaper launches a special report on "industrial pfer", and strives to analyze the experience and lessons of textile industry pfer from different angles, so as to provide reference for future work.

During the "11th Five-Year" period, optimizing regional industrial layout has become one of the important measures for China to pform its economic development mode and promote industrial pformation and upgrading.

Under the guidance of various policies, the textile industry has accelerated to the central and western regions.

Among them, the cotton textile industry because of the low capital and technology threshold, high sensitivity to labor costs, strong dependence on raw materials, become a priority pfer industry.

Data show that in the textile industry pfer projects, cotton (hemp) textiles accounted for 40.8%.

In 2010 and 2011, the yarn production in the central and western regions increased by 18% and 20.6% respectively, 4.3 and 8.2 percentage points higher than the average level of the whole industry.

In 2011, six provinces in Jiangxi, Sichuan, Shanxi, Hubei, Anhui and Jilin increased their yarn production by more than 20%. The proportion of yarn and cloth production in the central and western regions accounted for 39% and 24.2% respectively, an increase of 5.3 and 3.5 percentage points over 2009.

In the past two years, the national cotton textile production capacity has been pferred to nearly 5 million spindles, mainly from Jiangsu, Zhejiang, Fujian and other provinces to Xinjiang, Henan, Hubei and Jiangxi provinces.

Xinjiang region has undertaken the pfer and newly built capacity of 2 million 300 thousand spindles, Huafang, Jiangsu lufa, Anhui Huamao and other cotton textile enterprises invested in Xinjiang to build factories.

Henan province has capacity of about 1 million spindles.

Since 2008, Jiangxi has rapidly undertaken capacity pfer in coastal areas, increasing by more than 1 million spindles.

The overall situation of cotton textile production capacity pfer in China can be summarized as three pfer modes: the first is the pfer in the province; the second is the pfer to the central and western regions; the third mode is to pfer to neighboring countries such as Southeast Asian countries.

The pfer mode in the province represents the coastal provinces and cities such as Shandong, Jiangsu and Fujian.

Shandong's cotton textile capacity is pferred in the form of "withdrawal from the city into the garden". According to the requirements of the regional government's industrial development plan, the industrial agglomeration is formed through the establishment of industrial parks and the integration of industrial chains.

For example, the textile industrial park of Xiajin County, Shandong Province, according to the development plan of "planning guide, characteristic development, industrial gathering and chain extension", will undertake five industries, namely, spinning, weaving, dyeing, clothing processing and knitting and chemical fiber. After the completion of the park, the production capacity of 3000 cotton spinning 1 million 200 thousand spindles, looms 3000, 15 or more printing and dyeing production lines, clothing and knitting processing can be formed, and the largest cotton textile industry gathering Park in Northwest Shandong will be formed.

In the process of attracting foreign investment and developing the industrial economy, Xiajin county guides the scale enterprises and leading industries to gather in the park, and the characteristic industries are concentrated in the characteristic supporting areas.

At present, Xiajin County Textile Industrial Park has been settled by famous enterprises such as Huafang Xiajin Textile Co., Ltd.

In addition to attracting investment projects, Xiajin County Xin Run Fu knitting textile Co., Ltd., National Road Textile Co., Ltd., Tianxin Textile Co., Ltd. and other projects also entered the park development.

In addition, Xiajin county also supports strong enterprises such as Heng Hua and other powerful enterprises. In the textile industrial park, there are 1 new textile enterprises with 100 thousand spindles and advanced equipment. With the help of the scientific research strength of Southeast University and Southwestern University, we strive to make it the leading technology innovation of textile enterprises in the whole country.

The pfer of Jiangsu province is represented by the pfer of South of Jiangsu to northern Jiangsu.

For example, the Ning Jiang Industrial Park in Suining, Jiangsu province is built by South of Jiangsu Wuxi Jiangyin city and Xuzhou Suining County in Northern Jiangsu Province.

The driving factors of the pfer mode in the province are to balance the development of inter regional economy and improve the people's living standard of the place of acceptance. In the process of pfer, it not only meets the large demand for labor in the industry, but also can effectively reduce the production cost of land use. In addition, the cities that undertake the pfer are superior in geographical location and close to the market. Compared with the pfer from outside the province, enterprises can respond quickly and meet the market demand.

Transfer to the western region to represent Xinjiang.

Xinjiang is the largest cotton producing area in China. The output of cotton accounts for 1/3 of the total output of the country. The development potential of the cotton yarn and dyed fabric market is huge.

Xinjiang, Shihezi, Akesu and other places are China's important cotton textile industry to undertake the field. Relying on the rich local cotton resources and the support policy of the state to the textile industry, the inland cotton textile enterprises have pferred to Xinjiang area.

The Akesu textile industrial city project mainly includes cotton spinning, weaving, knitting, chemical fiber and so on. The first phase of planning and construction of 3 million spindles cotton spinning scale.

After the implementation of the first phase project, it can produce 380 thousand tons of cotton yarn per year, 320 million meters of woven fabric, 360 million meters of knitted fabric and 150 thousand tons of chemical fiber products.

At present, Akesu textile industrial city (Development Zone) has settled in more than 80 enterprises.

Among them, Zhejiang Huafu group, YOUNGOR group, Li Tian Group and Haian Lian FA are the top 500 enterprises in China's textile industry.

The central provinces such as Anhui, Henan and Jiangxi have become the undertaking areas of cotton textile production capacity in the central region with their vast land resources and abundant labor resources.

For example, Fugou County, Henan Province, based on resource advantages, grabbed the opportunity of textile industry pfer in the East and West, and strongly inviting investment. A group of textile enterprises with important influence in the whole country settled in Fugou Textile Industrial Park.

In April 2004, the first phase of the "China Textile Industrial Park" was launched in Fugou.

In March 2005, the 100 thousand spindles project of the "China Textile Industrial Park" started.

At present, the first phase of the "China Textile Industrial Park" has been put into production and operation, forming 30 thousand tons of lint processing capacity per year, 100 thousand tons of cotton trading scale, and 100 thousand spindles of combed cotton yarn production capacity.

In 2008, Fugou county was recognized by the Ministry of agriculture as the "national high quality cotton production and processing demonstration base county" and the textile industrial park was identified as "the key textile industrial cluster of Henan province" by the Henan provincial SME Bureau. In 2010, the Ministry of industry and Commerce agreed with the Henan provincial Ministry of industry and commerce to approve the Fugou County Industrial Agglomeration Area as "Henan province to undertake the textile and garment industry pfer demonstration area (pilot)".

Taikang, Henan, is the top 100 cotton producing country in China. It is known as "silver Taikang".

The textile industry in Taikang county has a history of more than 30 years and has certain industrial foundation.

At the same time, it has abundant labor resources.

Relying on the advantages of cotton resources and human resources, Taikang county has planned Tongtai Textile Industrial Park to undertake the textile industry pfer of the famous textile town of Jiangsu and Nantong.

In September 2010, using the cotton spinning trade relationship established with Nantong for many years, Taikang and Nantong reached the investment of 230 million yuan for Tongtai textile 100 thousand spindles, 210 million yuan of Hong Kong textile 100 thousand spindles, 430 million yuan of Wan Li yuan 200 thousand spindles, high combed yarn and so on.

No matter whether the pfer is in or out of the province, the productivity of cotton textile always tends to be low in land cost, low in labor cost and low in people's living standard, thus promoting the economic development of the undertaking area.

Through the undertaking of industrial pfer, the textile industrial park of Henan Fugou industrial agglomeration area has formed the industrialization pattern of Henan Province, which is characterized by its regional characteristics and advantages of textile industry, based on large-scale cotton orders, fine cotton processing, electronic cotton logistics, high-quality combed cotton yarn, weaving and dyeing and printing, and relying on domestic and international markets.

With the entry of a number of textile enterprises such as Zhejiang Huafu, Li Tian, YOUNGOR and Jiangsu, the embryonic form of Xinjiang Akesu textile industrial town, which is mainly composed of cotton textile, has already appeared.

In 2011, the Akesu Industrial Development Zone achieved an industrial output value of 1 billion 670 million yuan, an increase of 135% over the same period last year, and 6 cotton textile enterprises completed and put into operation 450 thousand spindles of textile scale.

Xinjiang Shihezi economic and Technological Development Zone seize opportunities and attract foreign investment.

By the end of 2011, there were 11 cotton textile enterprises in Shihezi Development Zone, with 1 million 500 thousand ingots, 1.3 times higher than in 2008, 21 thousand air spun, 2.43 times more than that in 2008, and a wide shuttle free jacquard loom from scratch, reaching 140 sets, filling the blank of Xinjiang wide shuttle free jacquard loom.

Shihezi economic and Technological Development Zone has formed an annual production capacity of 365 thousand tons of cotton yarn and 20 million meters of household textiles. It has become the largest scale, the highest level of equipment, the best economic and social benefits, and the fastest growing area in Xinjiang cotton textile industry.

In 2005, Shandong Ruyi Technology Group established the Chongqing Three Gorges technology Textile Co., Ltd. on the basis of the acquisition of the original Chongqing Hai Kang textile group.

Chongqing Sanxia technology Textile Co., Ltd. realized profit of 38 million yuan in 2009, realized 61 million yuan in 2010, realized 78 million yuan in 2011, and achieved double harvest of economic and social benefits. It became the most promising large-scale textile enterprise in Wanzhou District of Chongqing city and the Three Gorges Reservoir area and even the whole country.

The pfer of cotton textile enterprises to large provinces or regions with abundant raw materials and abundant labour can not only ensure sufficient supply of raw materials, but also avoid the risks brought by price fluctuations to a certain extent.

For example, the Henan China Industrial (Group) Limited by Share Ltd has made full use of the advantages of Fugou county's key cotton producing counties, and has built 20 thousand mu of national standard demonstration base for medium and long staple cotton. Only the medium and long staple cotton, the cost of the cotton yarn of the company is much lower than that of other enterprises. At the same time, the quality of cotton yarn has been guaranteed, and the product has a very strong market competitiveness.

The pfer of cotton textile industry has promoted equipment upgrading and technology development.

It is understood that cotton spinning enterprises attach great importance to the elimination of backward production capacity, technological upgrading and product mix adjustment in the pfer. The equipment pferred is basically produced after 2000, mainly based on energy saving, high efficiency and high automation of long spinning cars, automatic winder and thin link.

From the product side, the pfer of compact spinning to 800 thousand spindles, accounting for 16% of the pfer capacity, is above the national average.

China's cotton textile industry has shifted from east to west to speed up the survival of the fittest in China's cotton textile enterprises.

In the future, China's economic development will continue to focus on industrial pfer, and will continue to improve and clarify the various systems and policies of industrial pfer.

China cotton textile industry "12th Five-Year" development research report pointed out that during the "12th Five-Year" period, the cotton spinning capacity should be pferred to the central and western regions with resources and labor support.

The scale of cotton spinning ingots in Xinjiang autonomous region will reach 8 million spindles and the processing capacity of cotton will reach 1 million tons.

The central region, such as Henan, Hubei, Hebei, Jiangxi, Hunan and so on, takes the undertaking of industrial pfer as the main body to speed up the optimization and upgrading of stock assets.

During the "12th Five-Year" period, the cotton textile industry should speed up the pace of upgrading the traditional industries with new and high technology equipment, and the application of automatic equipment such as the large blowing carding machine, automatic winding machine, spinning machine with collective doffing, small size connection, coarse and thin connection, shuttleless loom and other automation equipment in the cotton textile industry. By 2015, the total labor productivity will increase by more than 10% annually.
