Gao Yong: How To Better Promote Energy Conservation And Emission Reduction And Resource Conservation In Textile Industry
In 2011, under the guidance of the development goals and main tasks of the Twelfth Five Year Plan for national economic and social development, the textile industry successively promulgated the two programmatic documents of the textile industry "12th Five-Year" development plan and the "textile power platform (2011~2020)".
It clearly stated the "12th Five-Year" period.
Textile industry
The development goal of energy conservation and emission reduction and recycling of resources: energy consumption per unit of industrial added value is 20% lower than that in 2010, the intensity of industrial carbon dioxide emission is 20% lower than that in 2010, the water consumption per unit of industrial added value is 30% lower than that in 2010, and the emission of major pollutants is 10% lower than that in 2010.
The textile fiber recycling system has been preliminarily established, and the total amount of textile fibers has reached about 8 million tons.
To achieve this goal, we will carry out the task of "energy saving and emission reduction and recycling of resources in textile industry to a new level" during the "12th Five-Year" period. Today, we will convene a national conference on energy conservation and emission reduction in the textile industry.
The main task of the conference is to sum up the achievements of the previous stage of energy conservation and emission reduction, analyze the current situation of energy saving and emission reduction in the industry, and, based on the summary of the existing work, study the work ideas and measures of the "12th Five-Year" industry's energy conservation and emission reduction and comprehensive utilization, and make arrangements for the next stage of work.
Now, I would like to make four points.
1. During the "11th Five-Year" period, the textile industry achieved good results in energy conservation and emission reduction, and the real situation of the comprehensive utilization of renewable resources was gradually clear.
1, during the "11th Five-Year" period, the energy efficiency of the textile industry was obvious.
The energy consumption of the textile industry is mainly concentrated in the consumption of coal and electricity, accounting for about 90% of the total consumption of coal and electricity.
During the period of "11th Five-Year", China is in the period of rapid development of economic development and improvement of people's livelihood. Energy consumption is constantly increasing. Under the increasing scale of production, textile enterprises continue to improve their automation level through equipment pformation and technological innovation, and adopt energy conservation measures such as waste heat reuse, shortened process and energy-saving equipment in the production process. By the end of 11th Five-Year, the total energy consumption of textile industry has begun to show a downward trend. In 2008, the total energy consumption of textile industry has reached the maximum value of 85 million 703 thousand tons. In the following two years, the total energy consumption has continued to decline, and by 2010, the total energy consumption of the textile industry has dropped to 83 million 395 thousand and 600 tons.
At the same time, the proportion of total energy consumption in the textile industry accounts for the total annual total industrial energy consumption, which has decreased from 4.46% in 2006 to 3.94% in 2010.
The energy consumption of seven types of products, including polyester (staple fiber, filament), viscose (staple fiber, filament), yarn (line), cloth, and ten thousand meters of printing and dyeing fabrics, has been decreasing year by year.

Output increased year by year, but the unit energy consumption of main products decreased to varying degrees. Among them, the ratio of consumption per unit of cloth, printing and dyeing, viscose (filament) was the largest, which was 43.29%, 28.97% and 27.51% respectively compared with 2006.
By 2010, the energy consumption per unit gross domestic product (that is, 10000 yuan added value of standard coal consumption), as one of the national binding targets of 11th Five-Year, has dropped to 0.652 tons / million yuan, which has dropped by 50.22% over the end of fifteen and overfulfilled the target set by 20% of the state.
2, during the "11th Five-Year" period, the textile industry made some progress in environmental protection.
Environmental protection in textile industry is mainly embodied in minimizing emissions of pollutants from waste water, waste gas and solid waste in production process. CODCr, ammonia nitrogen, sulfur dioxide, nitrogen oxides and solid waste are the main indicators for assessment.
During the "11th Five-Year" period, the scale of the textile industry continued to expand, and the total emissions of CODCr and ammonia nitrogen in the textile industry declined very much. By 2010, the total amount of CODCr emission reached 438 thousand and 800 tons, and the total ammonia nitrogen emission reached 37 thousand and 400 tons.
However, with the increasing awareness of environmental protection in textile enterprises and the increasing environmental protection efforts, textile enterprises have begun to actively replace technology, reduce technology or carry out terminal treatment during the "11th Five-Year" period. Therefore, during the "11th Five-Year" period, the removal of these two major pollutants increased significantly, and the removal amount of CODCr increased from 1 million 226 thousand and 500 tons at the end of fifteen to 1 million 795 thousand and 300 tons in 2010, and the removal rate of ammonia nitrogen increased from 13 thousand and 600 tons at the end of fifteen to 37 thousand and 400 tons in 2010.
During the "11th Five-Year" period, good results were achieved in the treatment of waste gas from the textile industry, and the indicators such as sulfur dioxide, nitrogen oxides and soot removal were good.
During the "11th Five-Year" period, the sulphur dioxide emissions from the textile industry dropped from 455 thousand and 900 tons in 2006 to 365 thousand and 300 tons in 2010, with an average annual decline of 3.1%. Meanwhile, the total sulfur dioxide removal rate showed an overall upward trend, indicating a good trend of sulfur dioxide reduction in the textile industry.
Nitrogen oxides emissions showed a general downward trend.
During the "11th Five-Year" period, the nitrogen oxide emissions from the textile industry dropped from 254 thousand and 300 tons in 2006 to 214 thousand tons in 2010, with an average annual decline of 3.4%. Due to the less application of denitrification devices during 11th Five-Year, the total nitrogen oxides removal rate decreased generally from 36 thousand and 500 tons in 2006 to 5 thousand tons in 2010.
Soot is one of the main sources of PM10. During the "11th Five-Year" period, the emissions from the textile industry decreased from 137 thousand and 300 tons in 2006 to 130 thousand and 200 tons in 2010, with an average annual decline of 0.7%.
During the "11th Five-Year" period, the ratio of dust removal to emissions in the textile industry has been above 13, indicating that the textile industry has always been a good smoot removal operation.
During the "11th Five-Year" period, the comprehensive utilization rate of solid waste in textile industry reached over 94%, which is at a good level compared with other industries.
3, the scale of the comprehensive utilization of the textile industry's renewable resources has been expanding, and a separate industrial chain has been formed.
The comprehensive utilization of renewable resources is of great significance for building a complete industrial circular economy system and alleviating the shortage of resources.
Over the past thirty years, the scale of the comprehensive utilization of China's textile industry has gradually expanded. Among them, polyester bottles and waste textiles are the largest two types of renewable resources utilized by the textile industry.
By 2010, China's regenerated polyester industry has developed into a scale industry of over 7 million tons per year and output exceeding 5 million tons / year.
In 2011, the total amount of renewable resources used in the recycled polyester industry has reached 5 million 470 thousand tons of bottle flakes, and the PET bottles account for about 9% of the social stock.
In the comprehensive utilization of waste textiles, field research conducted by China Textile Industry Federation and China Resources Comprehensive Utilization Association and General Logistics Department Quartermaster Equipment Research Institute from 2010 to 2012 showed that the recycling and reprocessing of waste textiles in China has formed an objective industrial chain across the country.
In 2011, the total amount of waste textiles entering reprocessing reached 3 million 380 thousand tons, accounting for about 14% of the annual social stock.
During the "11th Five-Year" period, the recycled polyester industry has been listed as one of the industries that focus on developing circular economy. At present, it has formed a good, standardized and orderly production, operation and sales mode, and has also formed a relatively obvious industrial comparative advantage. The industrial status has changed from "supplement" to "substitution".
In 2011, the recycled polyester industry imported 1 million 670 thousand tons of bottles, made and recovered 2 million 800 thousand tons of bottles, and digested and reused 300 thousand tons of industrial waste silk and 1 million tons of waste polyester textiles.
The added value of recycled polyester products has been increasing continuously. The average price of products in 2011 reached 11660 yuan / ton, and the gross profit margin was around 25.8%.
With the development of industry, the regenerated polyester industry has gradually formed industrial agglomeration, such as the production of polyester staple fiber filling materials in Cixi area of Zhejiang Province, Guangdong Puning special white cotton type recycled polyester staple fiber, and so on.
The waste textile industry chain exists objectively, and its scale is bigger and bigger.
Entering the "12th Five-Year", with the development of large-scale research activities, this potential industry gradually emerged: research shows that the waste textile recycling industry has the characteristics of spontaneous formation, semi underground trading, small scale of enterprises, and low value-added of most finished products.
In the recycling link, some cities, such as Shanghai and Guangzhou, are dominated by the government, and recycling waste textiles from the professional recycling companies to the residents. More places are folk behavior, such as Beijing, Tianjin and other places engaged in the recovery of waste textiles personnel in more than 2000 people, the gradual acquisition, and finally concentrated in the hands of a few individuals.
In the recycling process, these waste textiles are used for papermaking, foam, or after loosening, directly back to spinning or weaving, or making nonwovens, and for export to Africa and other places. In Hebei, Shandong, Zhejiang, Jiangsu and other places, there are scraps of textile processing and gathering. Zhejiang Cangnan handles millions of tons of textile waste every year. There are more than 2000 textile enterprises specializing in reprocessing fibers, and the industrial output value exceeds 15 billion yuan.
After re-use of finished products into the sales link, they are gradually absorbed by the market and mixed into the "legitimate" products to enter the production and life again.
Two. The situation and tasks faced by the textile industry in 12th Five-Year to carry out energy saving and emission reduction and comprehensive utilization of renewable resources.
1, China's pformation of the mode of economic development and the positive response to climate change put forward new requirements for energy conservation, emission reduction and comprehensive utilization of the textile industry.
The outline of the Twelfth Five Year Plan for national economic and social development clearly states that during the "12th Five-Year" period, economic and social development must take scientific development as the theme and change the mode of economic development as the main line. It emphasizes the importance of resource-saving and environment-friendly society as an important way to speed up the pformation of the economic development mode. It puts forward resource and energy conservation and environmental protection binding targets, and makes specific plans in dealing with global climate change, strengthening resource conservation and management, developing circular economy, and protecting the ecological environment.
The 12th Five-Year plan clearly defined energy consumption per unit GDP, water consumption per unit of industrial added value and total discharge of major pollutants as a binding index. At the same time, it increased carbon dioxide emissions per unit of gross domestic product and increased nitrogen oxides and ammonia nitrogen indicators in total emissions of major pollutants.
Ministries and commissions such as the Ministry of industry and commerce gradually identified key indicators to measure the effectiveness of pformation of development mode.
For textile industry, these constraint indicators include energy consumption index, environmental protection index and comprehensive utilization index of resources.
Energy consumption indicators include: by 2015, the energy consumption per unit of GDP in China has dropped by 16% compared with 2010. The total energy consumption in the textile industry has been reduced to 13 million 238 thousand and 500 tons of standard coal. The energy consumption per unit of industrial added value has dropped by 20%; the comprehensive energy consumption of main products such as 10000 meter dyed cloth, tons of yarn and Vanmib has decreased by 8%, and the comprehensive energy consumption of viscose fiber (filament) has dropped by 5%.
Emission reduction targets include: by 2015, the total reduction of chemical oxygen demand (CODCr) will not be less than 8% compared with that in 2010; the total reduction of ammonia nitrogen should not be less than 10%; the total amount of sulfur dioxide emissions will not drop below 8% in 2010; the total nitrogen oxides (NOX) emissions will not drop below 10%; the repetition rate of water consumption in printing and dyeing industry will reach 25%; the repetition rate of water used in textile, clothing, shoes and caps will reach 41.15%; the reuse rate of chemical fiber manufacturing wastewater will reach 70%, and the air-conditioned water and cooling water will remain at a high level of 95%.
The index of comprehensive utilization of resources includes: the comprehensive utilization rate of industrial solid waste is over 72%, and the textile fiber recycling system has been initially established, and the total amount of textile fiber has reached 8 million tons.

2, energy conservation and emission reduction is an urgent requirement for the textile industry to accelerate its pformation and development mode and achieve sustainable development.
From the past 30 years of development, the extensive development mode is still a prominent problem facing the development of the textile industry. Growth is mainly supported by material resources consumption, and the phenomenon of re extension and light connotation is still widespread.
In 2010, the water intake in the textile industry increased from 27.78 million tons in 2005 to 36.22 million tons, ranking fifth in 39 industrial sectors and third in wastewater discharge.
In addition, there is still a big gap between the energy consumption of the main product units in the textile industry and the international advanced level.
The comprehensive utilization rate of renewable resources remains low.
According to the production cost structure of industrial enterprises, the proportion of energy resources consumed by enterprises is more than 70%.
Since the beginning of this year, the market demand of domestic and foreign markets has been significantly weakened due to the macroeconomic impact. The slowdown in the textile industry's economic growth is still continuing, and the overall operation situation is grim.
The total textile industry achieved a total industrial output value of 3 trillion and 146 billion 713 million yuan, an increase of 10.93% over the same period last year, a slowdown of 18.8 percentage points over the same period last year, and a two increase in domestic sales. The retail sales of clothing shoes and hats and needle textiles increased by 17% percentage points over the same period last year, and the export situation was severe. In 2012 July - July, China exported a total of US $five of exports of textiles and clothing, a decrease of the same period last year. The growth rate slowed down compared with the same period last year. Mainly reflected in five aspects: first, the overall decline in production growth, from 1 to July in 2012, the scale of 36 thousand and 800 households nationwide.
Facing the increasingly arduous and complicated internal and external situations such as insufficient market demand, unstable raw material prices, increasing international competition pressure, rising labor cost and other factors, the increasingly difficult and complicated internal and external situation of the industrial chain's upstream and downstream benefits, changing the extensive growth mode and taking the road of new industrialization are a strategic task for the textile industry in the long term.
One of the core requirements of the new industrialization road is to solve the constraints of resources and environment in industrial development. The essential connotation is to accelerate the establishment of an industrial structure and mode of production with resource saving and environmental friendliness.
It can be said that energy conservation and emission reduction and comprehensive utilization of resources have become one of the main directions of the pformation of the textile industry in the coming period.
3, the main difficulties faced by the textile industry in energy conservation and emission reduction and comprehensive utilization of resources.

Some achievements have been made in energy conservation and emission reduction, but there is still a big gap between them.
Because the scale of the industry is huge and has always been expanding, the total energy consumption and pollutant emissions in the textile industry are hard to drop.
During the "11th Five-Year" period, the total energy consumption of the textile industry increased by 6.87% in 2010 than in 2006, of which 7.33% of the textile industry energy consumption increased, and 19.85% of the energy consumption of textile, clothing, footwear and hat manufacturing industry increased by 24.76%.
During the "11th Five-Year" period, the textile industry's water consumption and water intake and wastewater discharge increased. The water consumption increased from 85.53 million tons in 2006 to 94.63 million tons in 2010, and the rate of repeated water consumption dropped from 63.46% in 2006 to 61.73% in 2010. The total CODCr emissions of the main pollutants in the wastewater decreased slightly, but far from achieving the target of 10% reduction in 11th Five-Year.
The deepening and refinement of energy conservation and emission reduction and comprehensive utilization of resources also need strong support from technological progress in the industry.
The textile industry is a large water user. Under the condition that it is difficult to control the total water consumption, increasing the rate of repeated water consumption can effectively reduce the intake of fresh water. However, due to the technical level, the quality of water in the production and processing of textile products is still very high, and the recovery of waste water is mostly used in the auxiliary links rather than the production links. Therefore, the increase of the output of products directly leads to the increase of new water consumption and the difficulty of improving the repeated water consumption rate.
In the field of comprehensive utilization of resources, research and development of key technologies has become a bottleneck for the effective utilization of renewable resources.
Taking polyester fiber as an example, since 1964, polyester was born, and by 2010, it has produced 2.1 million tons of polyester, including 1.85 billion tons of polyester, and accumulated 40 million tons of polyester per year during the "12th Five-Year" period. By 2015, the total social stocks of these polymers were nearly 4 billion tons. Most of them were in the form of "textiles or clothing". Because of the process of spinning, weaving, dyeing and finishing, and designing garments, textiles had complex components and many accessories.
If we can solve the problem of recycling solid waste, we can partly solve the problem of resources and reduce environmental burden on the one hand.
It should be said that without the progress and support of technology, the comprehensive utilization of waste textiles is difficult to carry out on a large scale, and at the same time, it gives the opportunity for the development of small processing stalls not to be standardized.
Energy conservation, emission reduction and comprehensive utilization are a systematic project, which requires the industry and the whole community to reach a consensus and push forward together.
At present, there is still a big gap between enterprises' recognition of the importance of sustainable development. Most enterprises, especially small and medium-sized enterprises, have extensive management, resource consumption and waste emissions have not yet been on-line monitored. They are still in the state of hand written. The incomplete and inaccurate data directly lead to inadequate management, and the average profit margins of textile enterprises are generally low.
In addition, the scale of the sustainable development project of a single textile enterprise is small, and the chance of obtaining state support is relatively small. The industry is basically in the situation of independent struggle and self-reliance seeking development, which greatly affects the speed of sustainable development of the industry.
Energy conservation, emission reduction and comprehensive utilization of resources are close to public welfare undertakings. However, there are a lot of manpower and material resources and funds to invest in publicity and promotion of relevant advanced technologies, standards, evaluation system, cleaner production evaluation, training of professional energy managers, and the introduction of contract energy management. In order to improve this system project, the whole industry and even all kinds of social resources need to be fully involved and vigorously supported.
Three, improve the relevant organizations, coordinate all resources, vigorously promote the textile industry energy conservation and emission reduction, comprehensive utilization of resources to carry out in-depth work.
In July 2011, the China Textile Industry Federation established the "environmental protection and resource conservation promotion committee" (hereinafter referred to as the "Environmental Protection Committee"), which is headed by Yang Donghui, vice president of the former Federation of industry, director of the Industry Federation and economic research center of the Federation of industries.

In view of the characteristics of the textile industry, the top-level coordination mechanism of environmental protection and resource conservation is formed, and the industry's energy conservation and emission reduction, resource conservation and comprehensive utilization are extensively carried out in the whole industry, so as to promote self-discipline in the industry.
Since the establishment of the "China Environmental Protection Commission", with the concern and support of leaders and professional associations at all levels, China Textile Industry Federation has initially formed a service oriented platform for energy saving and emission reduction in the whole industry.
1, the organizational structure of the "Environmental Protection Committee" has been gradually improved, and the team of experts and technical alliances have been initially established.
The Committee has set up three branches, namely, the expert committee, the technology alliance and the entrepreneur Committee. After more than a year's efforts, the Committee has absorbed more than 20 experts including energy experts, sewage treatment experts, cleaner production experts, comprehensive utilization experts in resources and specialized technical experts. These experts have begun to play an active role in government consultation and enterprise evaluation.
The energy saving and emission reduction technology alliance will also be formally established at this conference. The technical alliance enterprises participating in the contract will mainly focus on energy saving and emission reduction technology and equipment enterprises. The main technical equipment conforms to the 35 advanced and practical technical requirements popularized in the "textile industry sustainable development outline". These enterprises are willing to invest their energy and funds to help the textile enterprises to carry out energy conservation and emission reduction work under the unified deployment of the "Environmental Protection Committee".
In August 2012, the China Textile Federation ("China Environmental Protection Commission") and the China Resources Comprehensive Utilization Association and the General Military Research Institute jointly launched the "strategic alliance of technological innovation for the comprehensive utilization of waste textiles in China". The establishment of this alliance marked the emergence of China's waste textile industry and became a new field for the government to attach importance to, participate in the enterprises, provide technical support for the professional bodies, and "manage together".
Finally, with the development of the relevant work of the "Environmental Protection Committee" and the increasing participation of the enterprises, the Committee of entrepreneurs will also be established in time. Entrepreneurs can participate in the activities of the "Environmental Protection Committee" in their personal capacity, give full play to their personal wisdom and provide enterprise experience, and offer suggestions for the development of the "Environmental Protection Committee".
2, the industry resource and environment overall situation analysis report came out.
To carry out basic research and research work on energy saving, emission reduction and comprehensive utilization of resources in the industry, and provide analysis reports regularly, is one of the main service contents of the "Environmental Protection Committee" for the industry. The analysis report is a main method to understand the overall status of the industry's resources and environment, to grasp the development trend of the industry, and also an important basis for formulating relevant policies for energy conservation and emission reduction in the industry.
The research report will be divided into three parts: energy consumption, environmental protection and comprehensive utilization of renewable resources. The report quotes the National Bureau of statistics, Environmental Yearbook, association research data, combined with the regulatory indicators of national ministries and commissions, and describes the overall status of the industry's resources and environment for the first time, and subdivides the key areas of energy conservation and emission reduction in the industry.

3, give full play to the bridge between the government and industry and enterprises, accomplish a large number of government consultation work.
Sustainable development, the comprehensive utilization policy of waste textiles, the method of carbon accounting for textile products and so on. Among them, the core content of the 12th Five-Year "circular economy planning research" of the textile industry has been adopted by the national "12th Five-Year" circular economy plan, which is about to be released at the end of the year. "The Policy Argumentation on the implementation of comprehensive utilization of waste textiles in China" is also being completed by the "Environmental Protection Committee". It has become an important reference for the relevant ministries and commissions of the country to carry out the next work. The carbon accounting research project has calculated the carbon consumption of two specific products of cotton yarn, knitted and printed fabrics, and determined the calculation boundary of the single product carbon accounting. The completion of this subject has provided some textile product calculation elements for China's carbon accounting standards, and is the first time in the industry. Based on the evaluation standards of polyester, spandex and nylon production, and the evaluation standard of cleaner production level of dyeing and finishing industry, the standards of water quota for wool spinning and the technical specification for advanced treatment and reuse of textile wastewater were developed.
4, business consulting and service activities have been launched in an all-round way and achieved good results.
The first batch of energy saving and emission reduction demonstration enterprises and experimental bases were established.
In the first half of 2012, under the unified deployment of the China Textile Industry Federation "Environmental Protection Committee", the "textile industry energy saving and emission reduction technology application demonstration enterprise" was officially launched. From March to June, the Organizing Committee of the China Textile Industry Federation environmental protection and resource conservation promotion committee organized a preliminary screening of the evaluation data, and identified 24 enterprises to conduct on-the-spot research.
Through field investigation, the expert group has verified the specific conditions of the application of energy saving and emission reduction and circular economy technology in the enterprises, and has clarified the technical characteristics of the "demonstration enterprise" and the real effect of energy conservation and emission reduction, and resource conservation. Finally, 14 enterprises, such as cheerful home textiles, were selected to be the "application demonstration enterprise of energy saving and emission reduction technology in the spinning and weaving industry". Fuyuan Group, Fuyuan company, is the first "high value utilization test base for waste textiles" in the industry.
The development of this activity has established a working mode for comprehensively grasping the basic situation of energy saving and emission reduction and comprehensive utilization of resources in textile enterprises during the "12th Five-Year" period. By establishing and publicizing energy-saving and emission reduction and recycling economy excellent enterprises, we have fully created a good atmosphere to encourage enterprises to actively apply advanced and applicable technologies.
Carry out "textile industry enterprise energy saving and emission reduction million free clinic activities".
In the first half of 2012, the team of the "Technical Committee of the Environmental Protection Commission" and the relevant experts set up energy saving diagnosis activities for cheerful home textile enterprises, and put forward proposals for optimizing the equipment matching and strengthening energy management, and providing technical support services.
This activity has been carried out in excellent enterprises. Next, Wuxi cotton, Jiangsu Dasheng and Anhui Hua Mao enterprises will also carry out free diagnostic activities.
During the "12th Five-Year" period, the total capacity of enterprises participating in voluntary consultation activities is estimated to be around millions of spindles.
We should organize the whole society to make full use of the resources of financial institutions and research institutes to support enterprises in energy conservation and emission reduction.
Because government support is hard to fall on the head of small and medium-sized enterprises, mining social resources can partly improve the enthusiasm of SMEs to invest in energy conservation and emission reduction.

Four, further do a good job of energy saving, emission reduction and comprehensive utilization of resources.
During the "12th Five-Year" period, the task of energy conservation and emission reduction and comprehensive utilization of textile industry is very arduous, and the whole industry should be prepared for long-term and arduous struggle.
The China Federation of textile industry will further improve its system and mechanism on the basis of its existing work. In view of the current situation of the industry, it will continuously promote the technological progress and energy conservation management of enterprises and industries, promote the resource conservation and comprehensive utilization of the textile industry, and take energy conservation and emission reduction and resource conservation as an important starting point to promote the textile industry to optimize its industrial structure and pform its development mode.
1, strengthen the role of the service platform of the "Environmental Protection Committee", and create a "joint fleet" for the whole industry to save energy and reduce emissions and make comprehensive use of resources.
At present, the "Environmental Protection Committee" has played a good role in the bridge between the industry and the government, the window function of the publicity industry achievements, and the platform for attracting related resources outside the industry, and has achieved good results in the promotion and application of advanced and applicable technology.
However, if we want to extend the work of energy saving and emission reduction to every corner of the industry and achieve the relevant goals of "12th Five-Year", we need a lot of in-depth and meticulous work, such as cleaner production and energy consumption benchmarking work, enterprise energy management system construction, energy management personnel training and so on. These work in particular need the support and cooperation of professional associations.
The "Environmental Protection Committee" needs to further improve its organizational structure and working system, coordinate all resources, closely unite various professional associations and related institutions, closely link the external resources of the "Environmental Protection Committee" with the real needs of the industry, and give full play to the role of the platform, so as to build the "Environmental Protection Committee" into a "joint warship" for the whole industry to save energy and reduce emissions.
2, always promote the technological progress of enterprises and industries as one of the priorities.
Today's Congress will commend the first batch of 15 energy saving and emission reduction demonstration enterprises and experimental bases. This is a matter to celebrate.
At this stage, the application and promotion of energy saving and emission reduction advanced and applicable technologies is still one of the most effective means for the textile industry to carry out energy conservation and emission reduction.
For a long time, promoting technological progress and promoting advanced technology is still the focus of our work.
During the "12th Five-Year" period, the "Environmental Protection Committee" will continue to carry out the selection and publicity work of "energy saving and emission reduction demonstration enterprises" around 35 sustainable development advanced and applicable technologies, and set up a typical example of energy conservation and emission reduction for enterprises.
3, vigorously expand the comprehensive utilization of renewable resources related work, expand the textile industry to develop a new path of circular economy.
On the basis of the existing work, we continue to jointly carry out the comprehensive utilization of waste textiles jointly with the China Resources Comprehensive Utilization Association and the general Quartermaster Research Institute, give full play to their respective characteristics and advantages, strengthen the deep cooperation between industry, University and Research Institute, and promote the sunshine, specialization, agglomeration and high-value development of the comprehensive utilization of waste textiles.
The focus of the textile industry is to give full play to the scale and standardization of the utilization and strength of renewable resources by the enterprises in the textile industry. The reprocessing link is constantly digested and integrated into the field of large industries. At the same time, relevant standards and tests for comprehensive utilization of renewable resources are constantly improved.
4, do a solid job in basic research, and further play a bridge between the government and enterprises.
The basic research on energy conservation, emission reduction and comprehensive utilization is the main method and basic work to understand the industry's sustainable development trend and to develop the circular economy decision. "The environmental protection committee" should persist in this as a long-term work and strive to be timely and accurate. The report should reflect the main problems and influencing factors of energy saving and emission reduction in the industry through macroscopic data and enterprise samples, and put forward effective countermeasures.
At the same time, we should further improve the relevant standards for energy conservation and emission reduction and the major issues related to the development of the industry, and promptly report to the relevant government departments the real situation and demands of the textile industry, eliminate misunderstandings as much as possible, and strive for the support of preferential policies.
