From the perspective of the distribution of patent licensing area, patent licensing is still gathering momentum. According to the amount of patent possession per million population (excluding Hong Kong, Macao and Taiwan), the eastern region is 7.7, with 1.8 in the central region, 1.6 in the western region and 2.8 in the northeast, and 3.3 targets in the national "12th Five-Year plan" plan have been achieved ahead of schedule in 8 provinces, including Beijing, Shanghai and Tianjin. Among them, the number of invention patents per 10000 people in Beijing is 41.29, and Shanghai is 20.32, much higher than that in other regions.

From the perspective of authorized subjects, the main position of intellectual property rights in Chinese enterprises is stable. In 2013, 79 thousand authorized patents were granted to Chinese enterprises, accounting for 54.9% of the total domestic product, up 0.2 percentage points from the previous year. Some preferential policies should be tilted to them.
