1. State supervision and spot checks on product quality

In 2013, the quality inspection system conscientiously implemented the central strategic plan for expanding domestic demand, developing the real economy, ensuring and improving people's livelihood, and organized supervision and spot checks on the quality of products in 5 major areas, namely, consumer goods, building decoration materials, food, industry and agricultural production. The quality inspection system sampled 169007 batches of products produced by 135591 enterprises throughout the year and found 14050 batches of substandard products. Among them, AQSIQ has organized 139 national supervision and spot checks on product quality, covering 30 provinces, autonomous regions and municipalities directly under the central government, involving 17020 batches of products produced by 16021 enterprises, and the failure rate of spot checks is 11.1%. The unqualified products found by spot checks and their production enterprises have been dealt with according to the relevant laws and regulations according to the relevant laws and regulations according to the relevant laws and regulations of the relevant provinces (autonomous regions and municipalities).

1. baby stroller. The 118 batches of products produced by 118 enterprises in 7 provinces (cities) were examined, including 5 categories of children's bicycles, children's tricycles, child trolleys, baby walkers, and other toy vehicles. The number of enterprises surveyed was about 1/4 of the total number of 3C certified enterprises in the country. 124 items, including mechanical and physical properties, combustion properties, migration of specific elements, product signs and instructions for use, were examined. Among them, 10 batches of children's tricycles were all eligible for spot checks; 44 batches of children's bicycles, 4 batches of products did not indicate the age of application in the label; 14 batches of children's carts, 1 batches of products were not eligible for dynamic durability test; 8 batches of baby walkers, 1 batches of products did not meet the standard requirements, the 1 batches of products were not eligible for dynamic strength; 42 batches of other toy vehicles, 1 batches of electric baby stroller products could reach a dangerous sharp end.

2. children's shoes. The 159 batches of products produced by 158 enterprises in 7 provinces (cities) were inspected, and 22 items including appearance, hazardous substances, safety and physical properties were inspected. Spot checks include 57 batches of products. Children's leather shoes , 82 batches of children's travel shoes, 6 batches of leather sandals and 14 batches of children's rubber shoes, the product pass rate of 64.9%, 93.9%, 100% and 92.9% respectively. After inspection, the physical safety performance items of the products being inspected are all qualified; there are 13 batches of products that are not qualified in appearance; in the limit items of hazardous substances, 1 batches of products are free of formaldehyde exceeding the standard, 4 batches of products are not qualified for six valent chromium in leather products; in terms of physical performance items, there are 1 times of inferior wall and peel peel strength of products failed, 3 batches of products wear resistance is not qualified, and 7 batches of products outsole hardness is not qualified.

3. knitted underwear. A sample of 120 batches of products produced by 120 enterprises in 8 provinces (cities) was conducted. 10 items including formaldehyde content, pH value, decomposable carcinogenic aromatic amine dye, fiber content, color fastness to water, acid fastness to perspiration, alkali fastness to perspiration, color fastness to dry friction, color fastness to washing and holding rate were tested. After examination, 8 items, including formaldehyde content, decomposable carcinogenic aromatic amine dye, color fastness and heat preservation rate, all met the standard requirements. The main quality problems found in spot checks were 1 batches of products whose pH value exceeded the standard permitted scope; the contents of fiber components in the 11 batches of products were not qualified, and the fiber components measured were not in conformity with the names of the express names, or the deviation between the measured value and the indicated value of the fiber content exceeded the standard permitted scope.

4. plug and socket for household and similar purposes. A sample of 80 batches of products produced by 80 enterprises in 5 provinces (cities) was inspected, and 13 items including marking, grounding measures, insulation resistance and electrical strength, temperature rise, extremely hot resistance, fire resistance and leakage resistance of insulation materials were inspected. After inspection, the following 8 items, including grounding measures, fixed socket structure, moisture resistance, insulation resistance and electrical strength, temperature rise, bending test, creepage distance, electrical clearance and distance through sealant, insulation resistance, heat resistance, fire resistance and leakage resistance, all meet the standard requirements. Spot checks found that 13 batches of products failed, and the unqualified items involved the inspection of signs and dimensions, the structure of plugs and mobile sockets, the force needed to pull out plugs, and the heat resistance.

5. safety helmet. A sample of 80 batches of products produced by 80 enterprises in 10 provinces (cities) was selected, and the number of spot checks of enterprises accounted for about 23% of the total number of enterprises that have obtained industrial production licenses. The 12 items, including vertical spacing, impact absorption properties (high temperature, low temperature, immersion), puncture resistance (high temperature, low temperature, immersion), antistatic performance, electrical insulation, lateral rigidity, flame retardancy and low temperature resistance, were examined. Among them, the general safety helmet has been checked by 65 batches, 5 batches of products failed, 15 special batches of special helmets were tested, and 1 batches of products failed. The unqualified items involved high temperature, low temperature and immersion impact absorption properties, and low temperature and immersion resistance.

6. safety net. A sample of 58 batches of products produced by 58 enterprises in 7 provinces (cities) was selected, and the number of spot checks of enterprises accounted for about 23% of the total number of enterprises that have obtained industrial production licenses. Spot checks include two kinds of products, namely safety flat net and dense mesh type safety net. The key items are 7 items, such as impact resistance, flame retardant performance, breaking strength of rope, breaking strength of rope, breaking distance, length of tether, length of rib and so on, and 8 items of penetration resistance, impact resistance, flame retardancy, breaking strength, breaking elongation, trapezoidal tearing strength, opening buckle strength, tether breaking strength, tensile strength of joints and so on. After examination, all the 12 batches of safe flat nets were qualified. The 46 batches of the safety net of the 46 batches of samples were disqualified, among which 5 batches were unqualified, among which 2 batches of products were below the national standard requirements for breaking strength and elongation, and the flame-retardant properties of the 3 batches of products were not qualified.
