EU Market Will Ban Six Price Chromium Exceeding Standard Leather Products.
< p > March 26, 2014, the official communique of the European Union published the European Commission's regulation No. 301/2014 to restrict the production and import of certain types of "a" target= "_blank" href= "http://www.91se91.com/" > leather < /a > products in the EU.
According to the regulation, leather articles that can be directly contacted with the skin contain six valent chromium exceeding the minimum limit, which is restricted to the EU market (measures become effective after the 1 year pition period).
< /p >
More than two years ago, Denmark recommended to the European Chemicals authority (P) that measures should be implemented throughout the EU to limit "direct and long-term or repeated leather contact with skin".
However, in the legislative process, the authorities abandoned the term "direct and long-term or repeated".
The restrictive measures include < a target= "_blank" href= "http://www.91se91.com/" > shoes < /a > category and jacket / other coat, gloves, strap and other wrist strap, wrist strap or bracelet, trousers, a target= "_blank" href= "http://www.91se91.com/" > hat "no", "Harness" and "dog belt".
< /p >
< p > in fact, no detailed list of products has been provided in the new legislation.
Therefore, restrictive measures cover any leather articles and articles containing leather parts, and consumers or workers will directly contact the skin when they are used in normal or reasonably foreseeable circumstances.
Therefore, restricted items include all kinds of furniture leather, leather auto accessories, leather handbags and handbags with leather arm.
< /p >
< p > 301/2014 stipulates that the EN ISO 17075 standard analysis method is the only internationally recognized method for the analysis of six valent chromium in leather.
The limit of the six valence chromium content of leather set by the standard analyzer is 0.0003% equivalent to the total dry weight or 3 milligrams per kilogram.
Setting restrictive standards will help monitor and enforce restrictive measures.
< /p >
< p > new restrictions have been included in the list of prohibited substances (and prohibited substances) in Annex XVII of the chemicals registration, assessment, authorization and restriction regulation (REACH code) and implemented throughout the European Union.
< /p >
< p > six chromium is not intentionally added to the production of leather and leather goods, but may be oxidized by trivalent chromium during tanning.
Nonetheless, if the tanning process is properly controlled, six valent chromium can be avoided.
< /p >
< p > according to regulation No. 301/2004, the forty-seventh annex XVII of the REACH code, which only limits the six valent chromium in cement and cement mixture, is added to the 3 paragraph, including: < /p >
< p > leather articles contacted with skin, if six < a href= "http://www.91se91.com/news/index_f.asp" > valence chromium < /a > concentration is equivalent to 0.0003% or more of total dry weight, or 3 mg per kilogram, shall not be put into the EU market.
< /p >
< p > leather articles with skin contact. If the six valent chromium concentration is equivalent to 0.0003% of the total dry weight or 3 mg per kilogram, it is not allowed to be put into the EU market.
< /p >
< p > - the two paragraphs above do not apply to second-hand goods placed in the market. These secondhand articles must be used for final use before May 1, 2015.
< /p >
At the end of the P, the European Commission warned that more restrictive measures could be imposed in the future.
Article eighth of regulation 301/2014 states that the effectiveness of restrictive measures will be based on the appropriate amount of chromium allergy reports.
< /p >
< p > the European Commission's regulation No. 301/2014 takes effect 20 days after the publication of < a href= > http://www.91se91.com/news/index_p.asp > EU < /a > Official Gazette.
The regulation has a 12 month pition period to allow economic operators to take necessary measures to comply with restrictions, including disposing of goods already in the supply chain, such as sellers' inventories.
