Africa has become a hot investment place for many international enterprises in recent years, including the textile industry, attracting the attention of various enterprises.

At the fourth annual meeting of African investors, William, deputy director of standard bank investment in South Africa, said that in the past 10 years, the amount of foreign direct investment attracted by Africa has increased dramatically. It is estimated that this year is expected to exceed US $60 billion, which is a hot spot of global investment.

In addition, the African free trade agreement (FTA), which covers 26 African countries, is progressing smoothly and is expected to be completed in 2015. The final entry of FTA will prompt African countries to establish the goal of a single customs union in the near future.

Through the improvement of investment and expansion of competition, Africa's trade in the region is expected to increase rapidly.

In addition to the favorable factors of the international environment, African countries have also adopted various measures.

Policies, attracting financial assistance from international organizations and other measures to strengthen the development of domestic textile industry, in order to seek stronger international competitiveness.

    Tunisia in North Africa

The textile industry received financial assistance from the international trade centre.

The World Trade Organization (WTO) and the international trade centre of the United Nations (ITC) recently launched a plan called HOW-TEXHA with the Tunisian Ministry of trade and handicraft industry, which pledged to provide 3 million 200 thousand denal aid funds to strengthen the competitiveness of Tunisia's textile and clothing industry, and overcome the challenges facing the industry in the current era, to promote diversification of the export market and to open up new markets.

The first phase of the plan (2014~2017) helped Tunisia's 100 small and medium-sized textile and garment enterprises to improve their international competitiveness.

The international trade center will make direct commercial assistance to Tunisia's textile and garment industry, and strive to improve the raw material supply situation and increase the added value of the textile and garment industry in the country.

Nejla Harrouch, Minister of trade and handicrafts in Tunisia, said the plan will focus on creating a diversified market, increasing the share of Tunisia's textile industry in the international market, and enhancing the innovative capacity of the textile and garment industry, especially in the development of the industrial textiles industry.

Alanchard Kany, Secretary General of the international trade center, said Tunisia textile industry has great potential for promoting its economic growth.

The plan will strive to bring about commercial development, employment promotion and employment of graduates and women in small and medium-sized enterprises.

Urging local purchasing to promote industry development

The Uganda Manufacturers Association (UMA) urged government departments to purchase textile products produced by their textile industry to promote the production of Uganda textiles, drive the consumption of their fabrics and promote the development of the textile industry in the country.

The Uganda Manufacturers Association hopes that the National Textiles purchased by government departments mainly include school uniforms, socks and T-shirts.

Ssebagala Kigozi, executive director of the Uganda Manufacturers Association, said that government departments, such as the army, prisons and public security bureaus, should purchase and use uniforms and hosiery products from the local government. Because compared with imported products, Uganda's local products are of better quality, and this will enhance government departments' favor of local textiles and promote the development of local manufacturing industry.

Sigma knitting company is a textile manufacturer which mainly produces uniform and hosiery products. Anant Parmar, general manager of the company, said that the Egyptian government has taken a series of actions to support the development of its industry. Uganda should also learn from this practice of the Egyptian government departments to strengthen local product procurement and promote industrial development.

    Industry

In order to promote the development of domestic textile and garment industry and increase foreign exchange earnings, the Minister of Bulawayo Mike Bimha held a plan for the development of cotton production to ready-made garments export in Zimbabwe (Bulawayo).

The cotton and textile industry sector in Zimbabwe has been supported by the International Trade Centre (ITC) and the common market of East Africa and South Africa (COMESA).

The international trade centre supports this plan by setting up a "development and export strategy" for Zimbabwe.

In order to revive the advantages of Zimbabwe's entire textile industry in terms of product quality and product value added, the Zimbabwe government has formulated a development plan in particular. The new plan will cover all links from cotton producers to cotton production, spinning and then finishing, and these industrial chain links once occupied an important position in Zimbabwe's industry.

The plan will also have a certain impact on food safety in Zimbabwe. The waste seeds produced after cotton ginning can be used as animal feed and cottonseed oil for human life. When the Zimbabwe textile industry chain includes state-owned enterprises, small and medium-sized enterprises, rural areas and cities, many stakeholders will benefit from it.

These stakeholders will also support the implementation of the plan by giving priority to the development of a series of market oriented links, including the development of "Zimbabwe made" products with added value, diversity and attractiveness in the European, Asian and African markets.

Through this plan, there will also be about 250 thousand small cotton farmers in Zimbabwe to help increase the planting capacity of cotton by 71%, and cotton output to 450 thousand tons per year, and develop an export target to achieve the export volume of US $110 million for textiles and clothing by 2019.

Mike Bimha said, "Zimbabwe has a large number of skilled labor producing high-quality cotton, in addition to promoting product exports, it will also enhance the competitiveness of Zimbabwe products in the global market."

    Benin, West Africa

Providing small loans to cotton growers to increase cotton production

According to the report of the Benin microfinance office, the Benin government recently implemented a loan program for the cotton growers in the country to improve the cotton production in Benin.

The plan will help cotton farmers to carry out cotton business during the cotton growing season and avoid cheap cotton sales through the cotton off-season.

The government of Benin hopes that with this plan, the annual output of cotton in Benin can reach 600 thousand tons and provide sufficient raw material supply for the cotton factories and ginning plants in the country.

According to the latest report released by the Ministry of agriculture, animal husbandry and Fisheries in Benin, the land cultivation area in Benin increased from 400 thousand hectares to 442 thousand hectares, which will increase Benin's cotton production in 2014~2015 to a certain extent.

In 2013~2014, the production of cotton in Benin was 307 thousand tons, compared with 240 thousand tons in the last year.

It is understood that 80% of Benin's cotton is now exported.
