Textile and garment industry meets new climax

It is understood that in the second half of last year, the Finance Department of the autonomous region, the development and Reform Commission and the Commission of letters and commissions issued 7 policies and regulations to support the development of the textile and garment industry in Xinjiang, including the use of cotton, freight subsidies, value-added tax and low electricity prices. Recently, the implementation rules for pre employment training and social security subsidy policies for Xinjiang employees were also issued.

These policies and regulations and the state's direct subsidy policy for cotton prices in Xinjiang will not only turn Xinjiang textile and garment enterprises into losses, but also have a clear effect on attracting mainland enterprises to invest in factories in Xinjiang. This will provide a "policy depression" for the development of our textile and garment industry to promote employment.

In 2014, 87 thousand textile and garment industries were trained (including textile, clothing, hand embroidery, carpet weaving), and 40 thousand new jobs were added.

Create a good environment for the development of textile and garment industry

At the relevant meeting held recently, Huang Wei, member of the Standing Committee of the Autonomous Region Party committee and executive vice chairman of the autonomous region, stressed that to increase employment as a goal, we should earnestly implement the central and autonomous regions policies to support the development of textile and garment industry, and implement the ten key actions of the park's infrastructure construction, construction of printing and dyeing wastewater treatment facilities, construction of textile and garment standard workshop, promotion of key projects, growth projects of textile and clothing, investment promotion, employment training, market development and financial support.

Reporters from the autonomous region development and Reform Commission, the Commission of letters and the financial department and other departments learned that the autonomous region is further studying and formulating new policies and measures to establish enterprise loan risk compensation funds and expanding textile and clothing exports, creating a more favorable environment and articles for the development of textile and garment enterprises, and determining the implementation measures for establishing the credit risk compensation fund for textile and garment production enterprises before June this year, the Interim Measures on the pport subsidies for the export of real estate textile and clothing products through the Xinjiang port, and the detailed rules and regulations on supporting the export of textiles and clothing products through the westbound international freight trains.

At the same time, it has also begun to adjust and revise the industrial development plans of various regions. In order to compile the "13th Five-Year" development plan of the textile and garment industry of the autonomous region, we should revise and improve the industrial development plans of various regions, coordinate the industrial development of all regions and local and corps, integrate the development of industrial parks and industrial clusters, and gradually form a reasonable layout, clear division of labor, dislocation development, and distinctive textile and garment industrial parks and industrial clusters, so as to avoid homogenization and low level development.

In order to make new breakthroughs in undertaking industrial pfer, the autonomous region is also studying and innovating the mode of attracting investment in the textile and garment industry, giving play to the leading and exemplary role of the enterprises in the early stage in attracting investment, and striving to attract a number of eastern and central leading brand enterprises, leading enterprises and industrial clusters in the whole industry chain to develop in Xinjiang so as to promote the cooperative pfer of production service enterprises.

The support and protection of manpower and talents is the prerequisite for the development of textile and garment industry.

This year, the autonomous region will establish a real name system for pre job training and social security subsidies covering the whole of Xinjiang, and carry out pre job training for new recruits based on enterprise training.

We should vigorously develop entrepreneurial talents and managerial talents of ethnic minorities.

In the whole year, we will complete the 67 thousand person pre job training task, complete the training of 300 entrepreneurial and managerial talents and 50 textile and garment professional teachers in Xinjiang.

In addition, the reporter also learned that the autonomous region will focus on developing markets for clothing, clothing, textile and other products in the surrounding provinces and neighboring countries, and gradually increase the market share.

With the goal of opening up the west to the market, we have opened the international freight forwarding class for textiles and clothing West. We expect to open 10 rows of textile and apparel lines to Central Asia, Russia and Europe in the whole year, and gradually improve the modern logistics system and further reduce the logistics cost.

Promoting textile and garment industry development everywhere

Recently, the Akesu municipal government and the Akesu textile industrial town (Development Zone) Management Committee jointly signed the signing ceremony with Shandong high rise textile limited company. The company will invest 350 million yuan in three phases to build 100 thousand ring ring spinning, 42 (416) air jet spinning and 600 air-jet looms in Akesu Textile Industrial City (Development Zone). This is the second large-scale textile and garment industry project signed in Akesu this year.

In the Turpan area, the recently organized organizations such as the letter Committee, the development and Reform Commission, the Bureau of human resources and Social Sciences, the Finance Bureau and other departments, the relevant responsible persons of the counties and cities, and the relevant business representatives convened the regional development of the textile and garment industry to promote the employment promotion in Shanshan county. The leading group of the textile and garment industry in the region signed the responsibility document of the 2015 textile and garment industry development goals with the counties and cities respectively, and requested the comprehensive implementation of the Turpan regional development plan for the textile and garment industry to promote employment (2014 to 2023). The local special plan for the development of the textile and garment industry was formulated, and a group of excellent textile and garment enterprises were introduced to Turpan to speed up the construction of the textile and garment industry infrastructure and projects.

According to the outline of the plan, Turpan will have to invest more than 1 billion yuan in fixed assets this year, add 300 thousand spindles of cotton spinning, 500 looms and 1 million more garments, improve the employment capacity of the textile and garment industry and strive to achieve 1500 new jobs.

In March 24th, Chai Fenglan, standing committee member and deputy governor of Bayinguoleng Mongolia Autonomous Prefecture, said that relying on the overall planning of Korla's textile and garment industry, Bazhou will continue to accelerate the construction of infrastructure facilities in this year, and plans to invest 1 billion yuan in road and pipeline infrastructure.
