    The people's governments of all provinces, autonomous regions and municipalities directly under the central government, ministries and commissions under the State Council, and institutions directly under the State Council:

    In recent years, the rapid development of cross-border e-commerce in China has formed a certain scale of industrial clusters and pactions.

    Supporting the development of cross-border e-commerce is conducive to achieving better and better progress through the use of "Internet + foreign trade", giving full play to the advantages of China's manufacturing giants, expanding overseas marketing channels, increasing imports rationally, expanding domestic consumption, promoting the pformation and upgrading of enterprises and foreign trade, increasing employment, promoting public entrepreneurship, creating new economic growth points, and accelerating the implementation of the national strategy of "one belt and one road", and promoting the development and upgrading of an open economy.

    To promote the healthy and rapid development of cross-border e-commerce in China, with the approval of the State Council, the following opinions are put forward:

    First, support domestic enterprises to make better use of e-commerce to develop foreign trade.

    We should speed up the establishment of a policy system and regulatory system to suit the characteristics of cross-border e-commerce, and improve the facilitation level of all sectors of trade.

    Inter enterprise trade is encouraged to realize the whole process online paction as soon as possible, and expand the scope of tradable goods.

    Support cross-border e-commerce retail export enterprises to strengthen cooperation with overseas enterprises, through the standardized "overseas warehouse", experience store and distribution network stores and other modes, into the overseas retail system, gradually realize management standardization, management specialization, logistics production intensive and supervision scientific.

    Through cross-border e-commerce, reasonable increase in consumer goods imports.

    Two, encourage powerful enterprises to become bigger and stronger.

    Cultivate a number of influential public platforms, provide quality services for more domestic and foreign enterprises to communicate and negotiate; cultivate a group of highly competitive foreign trade comprehensive service enterprises, provide comprehensive support for cross-border e-commerce enterprises; cultivate a group of highly known Jianping Taiwan enterprises, encourage enterprises to accelerate their brand cultivation and expand marketing channels by using self built platform.

    Three, optimize the matching customs supervision measures.

    On the basis of summing up the previous pilot work, we will further improve the management mode of entry and exit goods and articles for cross-border e-commerce, and optimize the customs import and export operation process of cross-border e-commerce.

    To study the feasibility of simplifying classification of cross-border e-commerce export commodities and improve cross border e-commerce statistics system.

    Four, improve the inspection and quarantine supervision policies and measures.

    For cross-border e-commerce import and export commodities to implement centralized declaration, centralized inspection, centralized release and other convenient measures.

    We should strengthen the supervision over the quality and safety of cross border e-commerce, implement the filing management system for the main bodies and commodities of cross-border e-commerce, highlight the main responsibility of the quality and safety of enterprises, and carry out the supervision of commodity quality and safety risks.

    Imported commodities should comply with the requirements of China's laws, regulations and standards, and should be investigated and dealt with according to law in violation of biological safety and other related regulations.

    Five, clearly regulate the import and export tax policy.

    We will continue to implement the current value-added tax and retail tax rebate or tax exemption policy for cross border e-commerce retail sales.

    The tax policy on retail import of cross-border e-commerce will be formulated separately by the Ministry of Finance in accordance with the principles of promoting domestic consumption, fair competition, promoting development and strengthening import tax administration, together with the General Administration of customs and the State Administration of taxation.

    Six, improve the payment and settlement management of e-commerce.

    We will steadily push forward the cross border foreign exchange payment mechanism of Payment institutions.

    Domestic banks and Payment institutions are encouraged to conduct cross-border electronic payment in accordance with the law, so as to meet the cross-border electronic payment needs of enterprises and individuals both at home and abroad.

    Promote the use of RMB valuation and settlement in cross-border e-commerce activities.

    Support domestic bank card clearing institutions to expand overseas business.

    Strengthen the monitoring and prevention of online pactions of electronic commerce

    We should strengthen cross-border domestic and international regulatory cooperation and promote the establishment of a cooperative monitoring mechanism and information sharing mechanism.

    We encourage foreign trade enterprises to provide comprehensive services such as customs clearance, logistics, warehousing and financing for cross-border e-commerce enterprises.

    Support enterprises to establish global logistics supply chain and overseas logistics service system.

    We should give full play to the functions of various foreign business organizations and provide information services and necessary assistance for enterprises to carry out cross-border e-commerce.

    Nine, regulate cross-border e-commerce operation.

    We should strengthen the building of the integrity system, improve the credit evaluation mechanism, realize the information exchange, mutual recognition of supervision and mutual aid between law enforcement departments, and build a cross border e-commerce paction guarantee system.

    We should promote the establishment of a risk prevention and early warning mechanism for cross-border e-commerce pactions, and improve the protection of consumer rights and after-sales service system.

    The main responsibility is to create a fair and competitive market environment.

    We should strengthen law enforcement supervision, increase the protection of intellectual property rights, and resolutely crack down on various violations and violations committed in cross-border e-commerce.

    Through effective measures, efforts should be made to achieve cross border e-commerce in the development of gradually standardized, healthy development in the specification.

    Ten, give full play to the role of industry organizations.

    We will promote the establishment of a national cross border e-commerce industry organization, and guide local industry organizations to carry out related work effectively.

    We should give full play to the role of industry organizations in government and enterprises, and guide enterprises to compete fairly and law-abiding.
