In July 31st, the 5 textile and garment enterprises with a total investment of more than 800 million yuan were concentrated in the cotton textile and agricultural products processing park of Yuli Industrial Park in Xinjiang. The projects mainly involved spinning, weaving, clothing and home textiles. They are expected to be completed and put into operation within two years. After the commissioning, more than 4500 people will be employed, and the industrial output value is expected to reach 1 billion 600 million yuan.

"The supportive effect of the policy is gradually emerging," said Xinjiang.

It is attracting more and more overseas enterprises to enter Xinjiang to promote the rapid development of the textile and garment industry.

Xie Qing, deputy director of the Xinjiang Uygur Autonomous Region Economic Commission, said that the scale of the cotton textile signing project reached 6 million 820 thousand ingots (including rotor spinning) in the first half of this year. The relevant departments of the autonomous region have issued policies and regulations for supporting the development of the textile and garment industry, such as pre job training and social security subsidies for Xinjiang employees. The people's Social Welfare Department of the autonomous region has allocated 70% pre service training subsidy funds.

The 130 key projects identified in the 2015 action plan for industry driven employment have been carefully sorted out to provide financial support for the 61 key projects that have been started construction, to guide social investment of nearly 13 billion 500 million yuan, and to promote employment of 20 thousand people; to support a number of infrastructure projects and standard factory building projects in the park, to implement the support fund of 220 million yuan, and to promote social investment by 1 billion 500 million yuan; after examining the first batch of 157 textile and garment enterprises, the autonomous region's finance has already allocated a 4 million 830 thousand yuan subsidy for electricity in the first quarter; and a second batch of 109 textile and garment enterprises have been awarded special electricity prices since April 1, 2015.

In June 25th, the general office of the State Council issued the guiding opinions on supporting the development of Xinjiang's textile and garment industry to promote employment. The central government will increase investment in the development of Xinjiang's textile and garment industry, and increase support for clothing, knitted, home textile items and related projects in southern Xinjiang.

From January 2015 to June, the textile industry in our region achieved an industrial added value of 1 billion 204 million yuan, an increase of 9.8% over the same period last year. The textile and garment industry achieved a value added tax of 130 million yuan, an increase of 54 million 500 thousand yuan, an increase of 72.7% over the same period last year.

In the first half of this year, a number of projects landed or started construction, including the two phase of Korla Jinfu company, the 50 air spinning projects, the Korla Fuli Zhen Lun company's 1 million ingot project, the Ying Ji Shaxian County Ruyi textile 250 thousand spindles cotton spinning project, the Hutubi Yuhua company 30 air jet spinning and 110 thousand ingot ring entries, Kuitun Tianhong company 1 million spindles project and so on.

In the construction of "three cities, seven gardens and one center", a number of new cotton spinning, cotton weaving, knitting, woven carpet, clothing, home textiles and other projects have been started.

The textile industry in Xinjiang is really on fire. A key enterprise cluster in cotton spinning industry is gradually forming, and the industry dividends continue to be pmitted downstream.

By the end of the year, the total volume of cotton spinning in our region will exceed 10 million spindles (including rotor spinning).

On the one hand, the Middle East textile enterprises are speeding up their layout. On the other hand, Xinjiang minority garment enterprises are taking the opportunity to sail.

"Now, we have 68 stores in Xinjiang and 12 direct outlets in North Xinjiang."

This year, 300 garment industry entrepreneurs who have strong entrepreneurial intentions and capabilities in Xinjiang have organized a three month production, management and marketing training for well-known clothing brand enterprises in China, laying a solid foundation for the next venture.
