The "13th Five-Year plan" issued recently by various provinces, regions and municipalities showed that Zhejiang, Heilongjiang, Sichuan, Shaanxi, Guizhou, Gansu, Guangxi and Hainan put forward suggestions for actively establishing the free trade pilot park or free trade experimental port area.

To further optimize the layout of the free trade area, we should speed up the construction of the free trade area around the country, strive to establish free trade zones with all the neighboring countries and regions, and actively build a free trade area with the countries along the "one belt and one road" to form a "one belt and one way" market, and gradually form a global free trade area network.

We will strive to establish free trade zones with most emerging economies, developing countries, major regional economic blocs and some developed countries.

In accelerating the construction of a high level Free Trade Zone, the opinion points out that we should increase the level of opening up of trade in goods, expand market access for trade in goods, expand the opening of services to the outside world, promote orderly opening of financial services and other fields, open up foreign investment access restrictions in areas such as child care, pension and other fields, relax investment access, promote the pilot projects of RMB capital account convertibility, promote rules negotiations, and speed up negotiations on new issues such as intellectual property protection, environmental protection and e-commerce.
