Through the stress test in some areas, the experience of accumulating prevention and control and risk elimination can be explored to explore the best mode of opening up and provide practical basis for external negotiations.

In its "13th Five-Year plan" proposal, Henan explicitly proposed: Shen Jian China (Henan) free trade pilot area, and build China (Zhengzhou) cross-border trade e-commerce comprehensive test area.

As a center, a multi-level, fully covered and three-dimensional port system should be established to support qualified provincial cities to build comprehensive bonded zones.

On the battlefield of expansion, Sichuan, Chengdu, Hubei, Wuhan, Shaanxi Xi'an, Shandong Qingdao, Guangxi Beibu Gulf, Jilin Jilin and Jilin announced this year's "competition". In the current 20 provinces' "13th Five-Year" planning proposals, 11 provinces mentioned the construction of the FTA pilot area.

For example, Sichuan proposed that China (Chengdu) inland freedom should be created actively during the "13th Five-Year" period.

Experimental area; Shandong Province proposed to accumulate experience and lay the foundation for the construction of Shandong free trade pilot area.

In fact, more than 11 provinces have been trying to test the FTA.

"Some provinces are more low-key, things are being done, but not necessarily written into the" 13th Five-Year plan ".

A Ministry of Commerce told reporters, "there are more provinces to declare."

On the one hand, the local governments eager for the landing of the "FTA pilot area", on the one hand, make plans and pay close attention to the declaration. On the other hand, they are holding a learning experience to draw on the experience of the Shanghai free trade area, and promote the mature mode.
