The fiberboard industry for shoes is a resource recycling industry. Raw materials are plant fibers, of which 80%-90% comes from the two fibers of waste paper, such as carton trimming, plastic paper trimming, waste cotton lint and other recyclable waste paper or paperboard, as well as the waste generated from the use of special fiberboard for shoes. Through production and processing, the waste materials are turned into high value-added shoes materials. According to the Ministry of Finance and the State Administration of Taxation on printing and distributing, enterprises that meet the requirements of the shoe fiber board industry can enjoy preferential policies of 50% value-added tax. However, at present, this policy has not been effectively implemented in all parts of the country, and the enterprises strongly reflect this.

The fiberboard for shoes is a kind of industry that is in line with circular economy. Its raw materials are derived from resources recycling products, environmental protection and finished products are environmentally friendly, and the shoe fiber board industry has created strong social and economic benefits. However, the export of fiberboard for shoes is not enjoying the tax rebate policy. Many international competitors enjoy the export tax rebate policy, resulting in unfair competition between domestic enterprises and international counterparts in the international market. Domestic enterprises strongly appealed to enjoy the export tax rebate policy, thereby enhancing the international competitiveness of products.

Fiberboard is an indispensable and important component in the production of shoes, especially leather shoes. The quality of fiberboard is directly related to the quality of finished shoes and the wearing experience of consumers. With the change of consumption trend, the fiberboard of shoes is developing in a small number of directions, which puts forward new requirements for the R & D and quick response of shoes. At the same time, the market has put forward higher requirements for the quality of fiberboard. International buyers generally have relatively strict procurement standards, and have clear requirements for various physical and mechanical properties, such as chemical content of limited substances. Domestic market GB/T 22803-2008 "shoemaking board", QB/T1472-2013 "shoe fiberboard flexural index" and other standards, can no longer meet the needs of industrial upgrading and development. At the same time, some mid bottom processing plants are not strict in quality requirements during the production process, which will have a greater impact on the quality of footwear products.

The meeting also discussed and exchanged the current problems of overcapacity, environmental protection, energy conservation and emission reduction, upgrading and other issues. The impact of other materials on the fiberboard bottom was analyzed, and the participating enterprises were confident of the industry's development prospects. The key issues reflected in this meeting will be listed as the annual focus of the working group.
