Recently, the Xiaoshan District of Hangzhou City, Zhejiang province launched the joint law enforcement inspection of printing and dyeing industry, and environmental protection, trust, safety supervision, fire protection and other related departments jointly launched the attack, compared the 40 standards of pollution treatment and acceptance of dyeing and printing industry, and inspected the rectification of enterprises.

For the problems found in the inspection, enterprises are required to complete the rectification before the end of June.

Enterprises that have not yet completed renovation before July 31st will be shut down until rectification.

Improvement of acceptance standards forced enterprises to control pollution

In fact, Xiaoshan's large-scale and vigorous rectification of printing and dyeing industry is no longer the first time.

In 2014~2015, the printing and dyeing industry has been upgraded in Xiaoshan. After more than a year's efforts, 31 environmental protection law enforcement activities have been organized in the region. 4290 enterprises (Times) have been inspected, 434 administrative penalty decisions have been issued, 13 printing and dyeing enterprises have been shut down, 50 enterprises have been upgraded and 25 million 240 thousand yuan have been cooperated.

Yu Yigang, chief of the pollution control section of the Environmental Protection Bureau of Xiaoshan District, Hangzhou, Zhejiang, said the inspection was also very strict in terms of backward production capacity, cleaner production and safety management of hazardous chemicals.

It is understood that, according to the requirements of "a batch of production stoppage, a batch of production regulation, a set of regulations, and a set of demonstrations to create a batch", Xiaoshan district will shut down the enterprises or projects that have not been examined and approved by the relevant departments of the Xiaoshan district.

For enterprises with excessive sewage discharge, unclear diversion of rain and sewage and prominent hidden dangers of fire safety, the enterprises will stop production.

For enterprises with more than 40% wastewater discharge capacity and initial pollution discharge facilities such as setting machines and so on, the production of wastewater discharged in 1~4 months will be limited.

For those enterprises that do not have the above problems, but there is still a certain gap between them, the enterprises should carry out standard regulation.

The cost of dyeing is rising rapidly, and the market price is chaotic.

The strong supervision of sewage treatment, industrial waste water and comprehensive control of pollutant discharge has made the iron and steel industry of printing and dyeing industry enter the "new normal".

"Affected by environmental protection policies, now acid manufacturers have closed the market without quotation. Most enterprises stop production and wait for the environmental protection department to check. This situation has made the price of HA acid rise rapidly, from 29 thousand yuan / ton to 45 thousand yuan / ton, or 55%, and even the enterprise quoted price 60 thousand yuan / ton.

Driven by the rising price of acid, the price of reactive dyes is also rising, and the price range is roughly 3000~7000 yuan / ton.

Market analysis firm Zhuo Chuang consulting said that the price rise of this round is threatening and the extent to which it will rise will not be predicted.

But at the same time, the company also said that the dye companies actually do not have many shipments, and the market volume is limited, the price is much more, and the market price is more chaotic.

"The price of dyestuffs is very high now, and printing and dyeing enterprises with foreign trade channels can choose low-priced foreign products, so I expect that the actual price increase of dye will not be very obvious in the near future."

Wu Tianxiang, general manager of Huaxing Polytron Technologies Inc, holds the opposite view. He believes that some printing and dyeing enterprises are now facing a cut-off or limited production.

"The main dyestuffs used are dyestuffs made in China, and the quantity of foreign brands is still very small.

The printing and dyeing industry has the habit of buying and selling but not buying. It is helpful to promote shipments if we continue to raise prices, but the help is limited. After all, the price of dyes is relatively high now.

However, the rise in dye prices is not the biggest headache for printing and dyeing enterprises.

"Dye cost is basically controlled by about 20% of the printing and dyeing cost, only a small part. Now the cost of labor is very high, and the demand for environmental protection is increasing."

Liu Qinggui, the responsible person of the Weaving Co., Ltd., said that the fluctuation of the dye price is adjusted according to the market market, and the printing and dyeing enterprises can take the reduction measures by themselves, or pfer the cost of raw materials to the downstream enterprises.

Compared with the rising expenditure of dye, the upgrading of environmental protection equipment is the "highlight" of printing and dyeing enterprises.

An anonymous person told reporters that his printing and dyeing enterprise has spent nearly 100 million yuan on environmental protection equipment.

"Strict control of local regulatory requirements, printing and dyeing enterprises will undoubtedly face greater pressure, will also spend a lot of money for rectification.

More importantly, local standards are changing frequently, resulting in the rapid upgrading of environmental protection equipment. The equipment in the previous two years can meet the corresponding emission standards, but this year it has become invalid and has to be repurchased. "

"Printing and dyeing wastewater has the characteristics of great changes in water quality, high organic content and high color fastness. Direct discharge brings great harm to human health and living environment.

It is also understandable that the state is strictly controlled.

In the course of the interview, most of the business leaders expressed their understanding of the recent rectification and inspection of the printing and dyeing industry, but at the same time, they hoped that the relevant departments could have a long-term plan for printing and dyeing enterprises related emission standards.

Industry experts remind enterprises that if they want to achieve a long war, they must be able to achieve all targets above national standards, leading industries and local standards.
