China Chile Certificate Of Origin Has A New Version. FTA Upgrade Textile Enterprises Get Bonus Again

The protocol between the government of the People's Republic of China and the government of the Republic of Chile on the revision of the free trade agreement and the supplementary agreement on trade in services in the free trade agreement was formally implemented in March 1st.

After the entry into force of the protocol, the Chinese side will immediately cancel tariffs on textiles and clothing, and the products that will implement zero tariffs on each side will reach about 98%. The China Chile Free Trade Zone will become the highest free trade zone in China's trade in goods so far.

This is the second escalation agreement implemented by China after the escalation of the China ASEAN Free Trade Area. It is also the first FTA upgrade agreement signed by our country and Latin American countries, which has effectively promoted our country to become Chile's largest trading partner, destination country and source country of imports.

The escalation of the Sino Chile FTA will help further tap the potential of bilateral economic and trade cooperation, and also benefit the radiation market and expand the "one belt and one road" initiative to Latin American countries.

In addition, the protocol also revised and supplemented the rules of origin, economic and technological cooperation, and added rules of electronic commerce, competition, environment and trade.

The China Chile FTA was signed in 2005 and implemented in 2006.

In order to promote cooperation between the two countries in the field of services and investment, the two sides signed a supplementary agreement on trade in services and investment in April 2008 and September 2012 respectively.

In November 2016, China and Chile launched negotiations on the escalation of the FTA and signed the protocol in November 2017.

After the "upgraded version" came into effect, Jiangsu Nantong Linmao Trade Co., Ltd. exported to Chile's infant clothing, customs duties dropped to zero.

It is understood that the company issued 2018 China Chile preferential certificate of origin 262, amounting to $12 million 750 thousand, this year is to achieve a good start, from January to February issued the China Chile preferential certificate of origin 122, the amount of 6 million 20 thousand U.S. dollars, an increase of 26% over the same period.

Certificate of origin, as a documentary proof of the origin or manufacture of goods, has increasingly become a magic bullet for exporters to save money and is also one of the "made in China" overseas tools.

Since March 1st, the format of certificate of origin and the way of filling have also changed.

Compared with the old version, the upgraded certificate of origin provides more convenience for the enterprise to apply for: the certificate is changed from no more than 20 products to no more than 50 products; no longer is required to fill in the certificate amount; the completely obtained standard of origin is changed from "P" to "WO".

The customs and Excise Department reminded the foreign trade enterprises of spinning and weaving enterprises that they should familiarise themselves with the requirements for the new certificate of origin of the China Chile Free Trade Area as soon as possible, and timely receive the new China Chile blank certificate of origin at the front desk of the customs, so as to ensure that the "tax reduction voucher" meets the requirements, and that products that enjoy preferential tariffs should actively apply for the certificate of origin.

At the same time, the Customs Department will also implement the "certificate report" and "follow the sign" for the certificate of origin submitted by the enterprise, so as to ensure the fast and effective release of the "bonus" in the upgrading of the FTA.
