    Jiangsu Chemical Industry Regulation Plan Comes Out! Enterprises Will Not Shut Down Until The End Of 2020.

    5, reduce the number of chemical production enterprises outside the park, increase the intensity of enterprises' rectification, reduction, pfer and pformation outside the park, and the enterprises with high safety risk, poor environmental protection management level and low technology level will close down before the end of 2020.

    Enterprises with high industrial relevance, safety and environmental protection should be promoted to move into the park, and the industrial chain of chemical industrial parks should be improved.


    6, reduce the number of chemical production enterprises below the scale. To further investigate and assess the enterprises below the scale, assess the risks of safety and environmental protection, enterprises that fail to meet the standards will close down before the end of 2020, and enterprises that meet the standards will encourage the development of chemical industrial parks (concentrated areas).


    7, high level layout of quality chemical projects. For small chemical enterprises with high management standards, advanced technology, high product quality, and safety and environmental risk control, municipal governments should be listed as key monitoring points for chemical industry.

    The main responsibility of enterprise pollution prevention and control should be implemented. Every district and city government should supervise and guide enterprises to step down the risk control and remediation of land pollution.


    2, improve the development level of chemical industry park, clarify the industrial location of the park, and focus on developing 1-2 leading industrial chains, relying on leading enterprises to develop enterprises and projects with strong correlation between upstream and downstream, high technology level, and green and safe control.

    Further strengthening the chain, extending the chain and strengthening the chain will focus on building a number of high level chemical industrial parks.

    The park must strictly implement all kinds of national and provincial plans, strictly control the scale of land use in the park, and increase the intensive utilization rate of the land.

    According to the requirements of "classified control, hierarchical management and step by step implementation", the areas where the inflammable, explosive, toxic and hazardous chemicals, hazardous wastes and other materials and personnel enter and enter the park will be closed by the end of 2019, and the whole closed management of the park will be basically realized before the end of 2020.

    3, we must strictly control the management of chemical concentration zones. We should ban the production and use of enterprises or projects with explosive characteristics listed in the catalogue of dangerous chemicals, and eliminate chemical projects with low end, high risk, high energy consumption and high pollution.

    Reconfirm the safety distance between production and storage facilities and densely populated areas and key protection targets in centralized areas, and make immediate rectification without meeting the requirements.

    Large chemical enterprises outside the park should be managed according to the relevant requirements of the Chemical Industrial Park (concentration area).


    In strict terms of access to chemical industry, the plan calls for investment in new chemical projects not less than 1 billion yuan in principle, strengthening negative list management, prohibiting new (expanding) chemical projects for pesticides, pharmaceuticals and dyestuff intermediates, strengthening essential safety requirements of enterprises, and resolutely eliminating high-risk chemical facilities and facilities that are in service.


    1, improve the access threshold for industries, strictly enter the threshold from the aspects of safety, environmental protection, technology, investment and land use, and develop chemical projects with high standards, good market prospects, high technology level, advanced safety and environmental protection, and strong industrial driving force.

    3, strengthen the essential safety requirements of enterprises. Establish a scientific, systematic, active, advanced and comprehensive accident prevention system to ensure that all links of technology, technology, equipment, personnel and management are safe and controllable.

    The process and technology adopted by enterprises must demonstrate safety and reliability according to regulations.

    The general layout of the enterprise must conform to the requirements of the national standard. If there is a big change, safety risk analysis and evaluation demonstration must be carried out.

    Enterprises must design, set up and run automatic control systems according to regulations, implement automatic control pformation of all processes, and encourage the creation of intelligent factories (devices).

    We must resolutely eliminate high-risk chemical facilities and facilities for extended service.
