    Xie Jing: Zhanjiang to Haian Railway (Guangdong Hai railway) is the only railway access to Hainan from inland. The Guangdong railway has been running for 16 years. With the further development of the free trade area (port), passenger flow and logistics growth will face greater transportation pressure.

    Speeding up the construction and construction of Zhanhai high speed railway can effectively supplement the Guangdong railway, relieve the transportation pressure of this line, enhance the transport level and capacity of Hainan Island's foreign railways, and meet the needs of the island.

    Zhanhai high speed rail can connect the central cities of Beibu Gulf city group such as Haikou and Zhanjiang, connecting the national high-speed rail network, will effectively break the bottleneck of Hainan Island's external traffic, reduce logistics costs, and effectively enhance the integration and intensive development level of the Beibu Gulf area. At the same time, Hong Kong and Macao will receive the bonus from Guangdong, Hongkong and Macau to speed up the joint development of the northern Bay area and the Hong Kong Macau Bay area, and fully integrate into the national "one belt and one way" development strategy.

This is because the project is connected to the Zhanhai railway and the backbone line connecting the inland area. It is also the fast track of Hainan's two largest economic center, Haikou to Sanya, "point to point", which is conducive to the construction of the high-speed rail network system of the island, and plays an important role in promoting the interconnection and development of the whole island and the inland area.

    The existing high-speed rail in Hainan is made up of the east ring high speed rail and the West Ring high-speed railway. It plays an important role in the transportation, economic and cultural exchanges in Hainan. However, the construction of the high-speed rail in the central region is still blank. The 6 cities and counties such as Ding An and Tuchang cannot enjoy the convenience and development opportunities brought by high-speed rail. Most of these cities and counties are underdeveloped counties and cities, and they are also weak links in the construction of free trade zones.

    The 350km/h high-speed rail from Haikou to Sanya is drawn from the eastern end of Haikou new passenger station (New Station), and crossing South Vietnam across the Yangtze River via Ding An, Tuchang, Qiongzhong, Five Fingers Group and so on, this section will be incorporated into Zhanhai high speed railway extension line, which will help fill the gap of high-speed rail construction in the central region. We should speed up the development of the central region and build a transportation network system covering the whole island and the Beibu Gulf region, which will eventually promote the development of Hainan's whole region and lay the foundation for the construction of the whole free trade area (FTA).

    General aviation market is not too small.

    Twenty-first Century: what advantages do Hainan have to offer to speed up the development of general aviation in Hainan? What does this mean for Hainan's tourism and marine economy?

    Xie Jing: the government's work report also mentioned that we should increase the infrastructure construction of general aviation. Hainan province has a total land area of 35 thousand square kilometers, and the sea area is about 2 million square kilometers (accounting for 2/3 of the whole country). Its unique geographical location determines the necessity and inevitability to speed up general aviation and improve the three-dimensional air traffic network.

    In advancing the construction of free trade pilot area and free trade port with Chinese characteristics in Hainan, navigation can guarantee the landing of the "three districts and one center" national strategy and create a service system covering many fields. It is conducive to improving the three-dimensional water transport network in Hainan and filling in the traffic short board. It is also conducive to the development of the marine economy and the development of resources in the South China Sea.

    Hainan is building an international tourist consumption center. At present, Hainan's low altitude tourism, commuter ferry, short distance transportation, emergency rescue and other emerging services need to be explored. The long navigable industrial chain and high input / output ratio can promote Hainan to form a service industry system with general aviation flight activities as the core, covering catering, tourism, retail, real estate and other industries, and cultivate new hot spots of tourism consumption, helping Hainan build an international tourism consumption center.

    In terms of marine economy, according to the construction plan of Hainan free trade pilot area, Hainan will build resources for developing islands and reefs, and the development of navigation on the water will help to develop the resources of islands and reefs.
