    Intelligent manufacturing is undoubtedly the trend of the times.

    As China enters the late stage of industrialization, upgrading the manufacturing industry's pillar position in the national economy, and further enhancing the international competitiveness of the industry, it is urgent to accelerate the development of the high quality manufacturing industry. Among them, intelligent manufacturing is the main direction to promote the high quality development of the manufacturing industry. It is the key measure to create new kinetic energy, create new advantages, continuously enhance core competitiveness, and upgrade the industry to the middle and high end.

    From a global perspective, developed countries all regard intelligent manufacturing as the strategic choice to consolidate the leading position in the manufacturing industry. Germany promotes the industry 4, the United States speeds up the layout of the industrial Internet, and Japan releases the new robot strategy. Our country is also struggling to catch up and gaining the leading position in individual fields.

    But how do we view the development level of Intelligent Manufacturing in China? What is the status quo of the development of intelligent manufacturing all over the world? In January 17th, twenty-first Century, the Industrial Research Institute released the 2019 China intelligent manufacturing index (CIMI) report. This is the first smart manufacturing index released by domestic think tanks. Among them, CIMI is the abbreviation of China intelligent manufacturing index China Intelligent Manufacturing "Index".

    The report shows that globally, China's intelligent manufacturing has a strong foundation. In China, the index of smart manufacturing is the highest in Guangdong, and the level of development varies from place to place.

    China ranks first in the world

    Intelligent Manufacturing (IM) is a human-machine integrated intelligent system composed of intelligent machines and human experts. It can carry out intelligent activities in manufacturing process, such as analysis, reasoning, judgement, conception and decision making, and so on, so as to expand, extend and partially replace the mental work of human experts in manufacturing process through cooperation between human beings and intelligent machines.

    From the focus and status quo of the key countries, manufacturing industry has become a strategic core. With the digital economy becoming the main theme of the development of the times, the transformation of manufacturing industry and the development of digital economy are achieving historic convergence.

    At present, the countries that made smart power manufacturing (such as the United States, Germany, China, Japan and South Korea) are at the forefront of intelligent manufacturing level. Among them, as the economic support for intelligent manufacturing, the developed countries in Europe and the United States have obvious advantages in terms of per capita GDP, which are superior to those in China, India and other Asian countries. They include the technological researchers, innovation index and distribution of emerging technology companies in every million people.

    To sum up, the United States has become a leader in global intelligent manufacturing by virtue of its strong innovation capability and numerous innovative enterprises.

    China relies on a complete manufacturing industry system, a wide range of application scenarios, the largest number of manufacturing higher education and vocational education talents, and the rapid growth of emerging technology enterprises. Whether the "lighthouse factory" landing or the distribution of innovative enterprises, China is showing a strong explosive force.

    However, there are still some gaps between China and the European and American countries in the intelligent manufacturing of R & D personnel, technological support and innovation.

    Guangdong ranks first in intelligent manufacturing

    Specific to mainland China, smart manufacturing index ranks first in Guangdong, and Jiangsu and Zhejiang provinces and Beijing are in the forefront. The smart manufacturing index in the Yangtze River Delta and the Pearl River Delta is quite impressive. However, the central region, such as Henan, Hubei and Hunan, also shows considerable potential for development, and some subdivision areas even come from behind.

    In terms of policy environment, Henan has promulgated a series of supporting policies, including the three year plan for the development of intelligent manufacturing and industrial Internet development, the implementation plan for deepening the integration of manufacturing and the Internet, as well as a series of supporting policies covering 5G, artificial intelligence and so on. Secondly, Hunan, Hebei and Fujian have also launched policies to seize the heights of intelligent manufacturing.

    In terms of industrial environment, Beijing, Jiangsu and Guangdong have advantages in intelligent manufacturing. Although the infrastructure and supporting facilities in Shandong are not as good as those in Jiangsu and Zhejiang provinces, it has gained a certain level of national resources support because of its large number of state-level intelligent manufacturing pilot demonstration projects and technological innovation demonstration enterprises. But in general, Beijing, Jiangsu, Zhejiang, Guangdong and other places are in the forefront of infrastructure and national level project support.

    In terms of industrial development, Guangdong is far ahead, with Jiangsu, Zhejiang and Anhui ranking the top while Shanghai has a negative growth. Among them, the industrial added value of Yunnan, Guizhou and Inner Mongolia increased significantly, Jiangsu and Chongqing had strong manufacturing base, and Zhejiang and Shandong had strong new product development capability.

    The development of intelligent manufacturing is inseparable from technical support. Beijing leads the whole country with significant advantages, followed by Jiangsu, Guangdong and Shanghai. The economically developed areas are more forceful in R & D investment. Shandong, Shaanxi and Hubei are also in the forefront of scientific research investment, which means that local intelligent manufacturing development has certain technical conditions.

    Green manufacturing is often ignored by many areas as an important indicator of intelligent manufacturing level. In twenty-first Century, the Industry Research Institute estimated that green manufacturing in Guangdong and Jiangsu and Zhejiang was outstanding and Tianjin was the last. Corresponding to previous indicators, this also means that in areas with higher technology input, the transformation and upgrading of manufacturing industry can be accomplished better, so that it has more green manufacturing capability.

    Shenzhen is the best city in the world.

    Shenzhen is outstanding both in terms of industrial development, industrial environment and green manufacturing. Shenzhen also has absolute advantages in scientific research investment and manufacturing enterprises. Shenzhen is undoubtedly the benchmark for intelligent manufacturing in China from the perspective of comprehensive strength.

    For example, in the two level index, Shenzhen's industrial development index ranks first, industrial environment index and green manufacturing index rank second. In terms of the three level index, Shenzhen's research investment index and manufacturing enterprise economic index all lead the other cities. Statistics show that in 2018, the total annual GDP of Shenzhen was about 24222 billion yuan, an increase of 7.6% over the previous year, of which second industry added value of about 996 billion 200 million yuan, an increase of 9.3% over the previous year, which is higher than that of Shenzhen's first and three industries.

    From the specific industry perspective, Shenzhen's computer, telecommunications and other electronic equipment manufacturing industry added value growth rate is 14%, leading all industries. This also reflects Shenzhen's outstanding manufacturing capability in the new generation of IT industry, and has become an important fulcrum for leading the growth of the second industry.

    In terms of scientific research, Shenzhen has added 189 innovative carriers at all levels throughout 2018, including 165 key engineering centers and enterprise technology centers. Specifically, there are 5 national enterprises' technology centers and 37 provincial engineering (Technology) research centers.

    Shenzhen's superior intelligent manufacturing environment attracts famous manufacturing enterprises to invest and build factories. In May 2019, Lenovo announced in Macao Lenovo global supplier conference that it will invest $300 million to build a new intelligent manufacturing base in Shenzhen. The plan will be completed in 2-3 years, and the new base will form an iron triangle with Lenovo's two manufacturing bases in Wuhan and Hefei.

    Other regions have their own characteristics.

    However, apart from Shenzhen, which has strong comprehensive strength, considering the segmentation index of industrial environment, Hefei has the best industrial environment and surpasses Beijing, Shanghai and Guangzhou to become a livable city in manufacturing industry. This is due to the color performance of Hefei in terms of urban patent applications and R & D investment.

    In twenty-first Century, the Industrial Research Institute pointed out that in 2018, the annual gross domestic product of Hefei was 782 billion 291 million yuan, of which the added value of the second industry was 361 billion 225 million yuan, an increase of 9.5% over the same period last year. Despite the overall industrial volume, Hefei has a big gap than Shenzhen, Beijing and Shanghai. But Hefei is not inferior in terms of science and technology.

    In the large and medium-sized cities of China, the number of patent applications per 10000 people in Hefei ranked first, ranking second per 10000 yuan GDP research investment index. By the end of 2018, Hefei had 47 academician workstations, 210 key laboratories and 210 engineering laboratories, including 17 key state (Engineering) laboratories. In addition, Hefei also has 139 engineering and technological research centers at the provincial level or above, 322 technical centers at the provincial level or above, and 218 innovative (pilot) enterprises above the provincial level.

    In Hefei, there are also outstanding intelligent manufacturing representatives. For example, Lenovo Group subsidiary, Lenovo (Hefei) Electronic Technology Co., Ltd. is the largest PC R & D and manufacturing base in Lenovo. Founded in 2011, it is a state-level green factory, a state-level industrial design center, and a state-level intellectual property advantage enterprise.

    Bai Peng, vice president of Lenovo Group and chief executive officer of Libao technology, told the Industrial Research Institute in twenty-first Century that Libao technology handled more than 5000 orders per day on average, of which more than 80% of orders were customized products of less than 5 units. From raw material distribution to factory inspection, even if there is only one quantity demand for a product that has been configured, it can combine these complex demands efficiently and complete production in the shortest cycle to meet the more complex production needs than the current general flexible manufacturing.

    In terms of industrial development index, Chongqing, Guangzhou and Tianjin rank among the top five, indicating that these enterprises are more active in urban general equipment manufacturing, special equipment manufacturing, automobile manufacturing enterprises, electrical machinery and equipment manufacturing, instrumentation manufacturing, and computer, communication and other electronic equipment manufacturing industries.

    In addition, the central city of Wuhan has the foundation and potential for intelligent manufacturing development. In fact, Wuhan itself is a big manufacturing city. It owns a number of key enterprises, such as Wuzhong, Huazhong CNC, Huaqiang laser, Rui Ke laser, Changjiang Changjiang, Wuchuan, Changzhou group, Shenglong electric and China Railway Science and technology, and has a number of intelligent core industries.

    At the same time, Wuhan is also actively putting forward the strategic conception of building a modern manufacturing base, making full use of two domestic and foreign markets and two resources to assemble a large number of modern manufacturing enterprises and famous brands including the world's top 500 manufacturing enterprises and 100 domestic manufacturing enterprises, and build a modern manufacturing base in China's western region. This has also provided considerable impetus for the development of intelligent manufacturing.

    For example, Lenovo's Wuhan industrial base is a typical intelligent mobile Internet industrial base integrating R & D, manufacturing and sales. Lenovo Group MBG China manufacturing senior director Qi Yue told the twenty-first Century Industrial Research Institute, Lenovo Wuhan industrial base now used software systems are all automated systems, including production orders ECC, production execution MES and so on. In addition, advanced technologies such as IoT, 5G, big data, cloud platform and artificial intelligence have been applied to the intelligent construction of Lenovo Wuhan industrial base.

    More attention should be paid to the development of multiple factors.

    By measuring the index of smart manufacturing all over the world, the report also gives suggestions for the development of the intelligent manufacturing industry.

    The report points out that the development of intelligent manufacturing should attach importance to policy incentives. A series of intelligent manufacturing related policies have been introduced at the central level, but the implementation of relevant policies in different parts of the country is still uneven. As a region that needs to develop intelligent manufacturing, we should pay attention to the incentive effect of the industry at the policy level, and actively optimize the business environment of the manufacturing industry so as to match the development of the industry.

    At the same time, infrastructure and supporting facilities are equally important, so we must lay a solid foundation in developing intelligent manufacturing. Intelligent manufacturing is not only the manufacturing industry itself, but also involves the combination of information technology and other aspects. Therefore, it is the most important part of Intelligent Manufacturing in regional development. Regional development intelligent manufacturing can not only focus on single industry, need to build a sound infrastructure, pay attention to regional cooperation and synergy, and play a cluster effect.

    In addition, technical support is an important factor to measure the development level of intelligent manufacturing. It is suggested that we should focus on the areas of intelligent manufacturing and increase the input of technology and talents. Only by relying on high and new technology can the transformation and upgrading of the traditional manufacturing industry be completed, and the development of intelligent manufacturing will take place. The development of new and high technology is closely related to factors such as capital and talent, and requires a lot of input.

    While developing intelligent manufacturing, we also need to balance the relationship with the environment. Therefore, the report stresses that green manufacturing objectives need to be further improved. There is no complete positive correlation between the priority cities of green manufacturing and the cities with intelligent manufacturing development. This shows that China's intelligent manufacturing is still at the initial stage, and "green manufacturing" is still a goal waiting for the efforts of all parties.
