Since 2019, risk challenges have increased significantly at home and abroad. Under the firm leadership of the Party Central Committee with Comrade Xi Jinping at the core, the Ministry of Commerce, together with all departments and localities, resolutely implements the deployment of stable foreign trade work, improves policies and measures, promotes the optimization of trade structure, nurture a new mode of foreign trade, and actively expand imports and steadily push forward the development of trade and quality. The growth of China's foreign trade has brought about a qualified answer, successfully completing the goal of stabilizing and upgrading quality in the "government work report". Generally speaking, China's foreign trade presents 5 new characteristics:

First, trade scale and international market share have reached a new level. Total import and export volume totaled 31 trillion and 540 billion yuan, an increase of 3.4%. Among them, exports of 17 trillion and 230 billion yuan, an increase of 5%, imports of 14 trillion and 310 billion yuan, an increase of 1.6%, imports and exports, exports and imports reached a record high. It should be pointed out that China's exports accounted for a steady increase in the international market share. According to the latest WTO statistics, in the first three quarters, our export growth rate was 2.8 percentage points higher than the global market share, and the international market share increased by 0.3 percentage points to 13.1% in 2018.

Two, new progress has been made in improving trade quality and structural optimization. The layout of the international market was obviously optimized, and the growth of imports and exports of the "one belt and one way" country increased by 10.8%, representing an increase of 2 percentage points to 29.4%. Imports and exports of the European Union, ASEAN, Latin America and Africa increased by 8%, 14.1%, 8% and 6.8% respectively. The domestic regional layout is more rational, and the central and western regions account for 18.3% of the total exports. Among them, processing trade exports accounted for nearly 23% of the central and western parts of China. With the upgrading of commodity structure, the export of mechanical and electrical products accounted for 58.4%, and the export of high quality, high technology and high value-added products such as integrated circuits and automobiles increased by 25.3% and 8.2% respectively. The contribution of general trade increased, and the proportion of exports increased by 1.5 percentage points to 57.8%, which enhanced the value of industrial chain and trade competitiveness. All kinds of business entities are full of vitality, foreign enterprises accounted for 39.9% of imports and exports, and continue to play a backbone role. Private enterprises accounted for 43.3% of imports and exports and become a new main force in foreign trade development.

Three, the ability to innovate in trade is constantly improving, and new advantages in foreign trade competition are emerging. Technological innovation, institutional innovation, mode and format innovation have been continuously strengthened, and the new mode of production has become a new kinetic energy for foreign trade growth. There are 24 new cross border electricity supplier comprehensive test areas, 3.5% of which are cross-border e-commerce retail and market purchasing trade exports, and 1000 more overseas warehouses. First, 8 processing trade bonded maintenance projects are supported, and 10 provinces and cities are encouraged to carry out pilot projects for second-hand car exports and achieve bulk export. The leading role of foreign trade in promoting industrial upgrading is more prominent. More and more enterprises are investing more and more in research and development, continuously innovating, enhancing their ability of developing diversified markets independently, and continuously improving their international competitiveness.

The four is to make new contributions to national economic and social development. As one of the "three carriages", foreign trade has provided a strong driving force for the steady growth. In the first three quarters, net exports of goods and services contributed to 19.6% of GDP growth. The number of foreign trade driven employment is about 180 million, and the total revenue from the import link tax is 11.6%. Merchandise trade surplus of US $421 billion 510 million, an increase of 19.8%, is an important source of current account surplus, effectively protecting the balance of payments. The expansion of imports has promoted the rational allocation of resources worldwide, optimized the domestic supply system, improved the level of export products and services, and satisfied the needs of people's beautiful life.

The five is to inject new vitality into the global economic recovery and trade growth. China's initiative to open the world to the market has become the second largest import market in the world for 11 years in a row, and imports account for more than 10% of the world's total imports. Since the international financial crisis, China's imports contributed 1/6 of the global import increment, and boosters and stabilizers of the global economic recovery. At the same time, the rapid development of foreign trade has promoted the integration of China's economy and the world economy. China has become the main trading partner of more than 120 countries and regions, and is increasingly closely related to economic and trade contacts and mutually beneficial contacts with other countries in the world, playing an increasingly important role in global economic governance and multi bilateral economic and trade cooperation.

Next, guided by Xi Jinping's socialist ideology with Chinese characteristics, we will fully implement the Central Committee's plan for stable foreign trade work, take the development of high quality trade as the commanding point and pay close attention to the implementation of policies. We should vigorously foster a new mode of trade new industry, support the innovative development of frontier trade, take the initiative to expand imports, reduce the comprehensive cost of trade, improve the level of trade facilitation, promote stable and upgrading foreign trade, help China build a moderately prosperous society in an all-round way, and make positive contributions to world economic recovery and trade growth.
