In order to vigorously carry forward the spirit of model workers, stimulate the enthusiasm of the majority of textile cadres and workers to strive for excellence, and make greater contributions to the realization of the dream of textile power, the Ministry of human resources and social security and the China Textile Industry Federation decided to select and commend a number of national advanced textile industry groups, labor models and advanced workers.

According to the notice, the scope of national textile industry advanced collective selection is: national textile industry enterprises and institutions, social organizations, enterprise production workshops (sections), production teams and temporary collectives, etc. National textile industry labor model selection scope: national textile enterprises in-service workers. Selection scope of advanced workers in the national textile industry: cadres and workers in textile institutions, textile industry management departments and social organizations across the country.

According to the notice, a total of 350 "national textile industry advanced collectives", "national textile industry labor model" and "national textile industry advanced workers" were commended. The selection and commendation shall be based on the difference recommendation, and the recommended quota shall be determined according to 120% of the commendation quota.

"Notice" stressed that the selection and commendation of the strict implementation of the "two trials and three publicity" system, that is, the implementation of the first review and review of two reviews, respectively in the unit, provincial and national publicity, including the unit's self-evaluation and recommendation, provincial evaluation agencies review and recommendation, the national evaluation leading group's preliminary review, the provincial evaluation organization's publicity and reporting, and the national evaluation The selection and commendation leading group reexamines the publicity and holds the commendation meeting altogether six working stages.

"Notice" stressed that the selection focus on the production of grass-roots line. The proportion of advanced collective selection is: the working departments of enterprises and institutions, the production workshops (sections) and the production teams and groups shall not be less than 60%. The selection proportion of advanced individuals is as follows: the number of model workers should not be less than 90% of the total number of advanced individuals, among which the front-line workers should not be less than 60% of the model workers; the responsible person of the enterprise should be controlled within 20%. The proportion of advanced workers in the total number of advanced individuals shall not exceed 10%, of which the proportion of department level cadres shall be controlled within 20% of the total number of advanced workers.

"Notice" pointed out that the selection and commendation adhere to the principle of combining spiritual reward with material reward and giving priority to spiritual reward. The selected advanced collectives shall be awarded the title of "national advanced textile industry collective" and awarded medals and certificates. The selected advanced individuals are awarded the titles of "national textile industry model worker" and "national advanced textile industry worker" respectively according to regulations, and are awarded medals and certificates, and enjoy the treatment of provincial and ministerial level commendation and reward winners.

It is reported that the Ministry of human resources and social security and the China Textile Industry Federation have jointly established a leading group for the selection and commendation of national advanced collective labor models and advanced workers in the textile industry, which is responsible for the organization, leadership and evaluation of the commendation work. The leading group has an office, which is responsible for the daily work of selection and commendation. The office is located in the China Textile Workers' Ideological and Political Work Research Association. The departments (bureaus) of human resources and social security of all provinces, autonomous regions and municipalities directly under the central government, and the competent departments of the textile industry (or textile and clothing industry offices and associations) shall establish corresponding evaluation institutions to be responsible for the selection, recommendation and examination of their respective regions or units.

The textile industry has a glorious tradition of selecting and commending textile model workers, which is carried out once every five years and has been launched four times since the new century.
