Textile industry is a responsibility oriented green industry. Establishing and improving the industrial system of green low-carbon cycle is an important symbol and basic bottom line to realize the high-quality development of the whole industry“ Since the 13th five year plan, the whole industry has made remarkable achievements in energy conservation and emission reduction, pollution prevention and control, comprehensive utilization of resources, green manufacturing system, etc., and has made positive contributions to basically building a textile power“ During the 14th Five Year Plan period, under the background of the world's unprecedented great changes and China's construction of a "double cycle" new development pattern, under the guidance of national carbon peak and carbon neutralization goals, it will be the general trend and important policy for the textile industry to promote the green and low-carbon circular development and promote the comprehensive green transformation of the industry. In accordance with the relevant work deployment of the state and the industry in the development of the "14th five year plan", and on the basis of summarizing the green development situation of the textile industry during the 13th Five Year Plan period, the guiding opinions are hereby formulated.
1、 Status quo and situation
(1) green development achievements of the 13th five year plan
The 13th Five Year Plan period is the sprint stage of building a strong textile country. The textile industry has implemented the tasks and requirements of "green development plan for Industry (2016-2020)", "outline of building a strong textile country (2011-2020)" and "development plan of textile industry (2016-2020)", and basically realize the sustainable development of textile power and green development goals of textile industry in the 13th five year plan.
1. The utilization efficiency of energy resources has been continuously improved. During the 13th Five Year Plan period, on the basis of increasing production capacity, the textile industry maintained a slight increase in energy consumption, and the comprehensive energy consumption per 10000 yuan output value decreased by 25.5%. The energy structure was continuously optimized, and the proportion of secondary energy reached 72.5%. Roof photovoltaic power generation technology has been applied, using natural gas to replace traditional coal-fired boilers. The water intake decreased year by year, and the water intake per 10000 yuan output value decreased by 11.9%.
2. The level of cleaner production has been greatly improved. During the 13th Five Year Plan period, the textile industry has increased the research and development and promotion of energy-saving and environmental protection technology and equipment. The preparation technology of bio based fiber materials such as Lyocell fiber, bio based polyamide fiber, polylactic acid fiber and chitosan fiber has made breakthroughs, and the preparation scale and level of raw liquor colored fiber have been greatly improved; PVA free sizing technology has been developed; The automation level of continuous woven fabric printing and dyeing equipment is continuously improved; Low energy consumption air flow dyeing machine, gas-liquid dyeing machine and low bath ratio overflow dyeing machine have become the mainstream batch dyeing equipment.
3. Remarkable achievements have been made in pollution reduction. During the 13th Five Year Plan period, the total amount of wastewater discharge, chemical oxygen demand and ammonia nitrogen emission of textile industry decreased by more than 10%. The level of waste gas treatment and sludge harmless disposal was further improved. The awareness of chemical management and control of enterprises is constantly improved, and the ecological safety of products is generally enhanced.
4. Breakthroughs have been made in the comprehensive utilization of resources. Water jet weaving wastewater reuse, printing and dyeing wastewater quality separation treatment, membrane water treatment and other wastewater recycling technologies have been widely applied in the industry, and the heat recovery technologies such as printing and dyeing wastewater heat recovery, setting machine tail gas heat recovery are widely used. The industrialization of recycled polyester fiber by chemical method has broken through the technical bottleneck. The industrialization technology of recycling fiber by physical method and physicochemical method has won the national science and technology progress award. The zero abandonment activity of old clothes has been further promoted, and the efficiency and level of classification and recovery, scientific sorting and efficient utilization of waste textiles have been steadily improved.
5. Green manufacturing system is gradually formed. Further promote the social responsibility management system (CSC9000T) of China's textile and garment enterprises, expand the dimensions and connotation of social responsibility, and cover the factories invested by domestic enterprises overseas. 55 textile enterprises join the fashion climate innovation 2030 action. Green design concept has been widely recognized in the industry. Since 2016, a total of 251 green design products, 91 green factories and 10 green supply chain enterprises have been listed in the list of green manufacturing system construction by the state, and more than 40 green standards have been formulated and released. Leading enterprises, especially brand enterprises, have played an exemplary role, The whole life cycle green management is accelerating to integrate into the textile industry chain system.
Since the 13th five year plan, the green development of textile industry has made some achievements, but there are still many problems that hinder the development and need continuous attention. It mainly includes: low investment in green environmental protection innovation, lack of innovative talents; The green collaborative development of industrial chain is relatively weak, and the green management ability of product life cycle needs to be improved; The construction of green manufacturing system is slow, the supporting role of public service platform for green development is not strong, the effective supply capacity of green products is insufficient, and the guidance of green sustainable consumption is not enough; The industrial chain system construction of waste textile recycling is slow.
(2) Green development situation in the 14th five year plan
1. Meet the new challenges of global climate change. The environmental and ecological risk caused by global warming is one of the serious threats to human survival in the century. Reducing carbon dioxide emissions has become a common responsibility and strategic measure of all countries and regions in the world. Under the guidance of the general trend of domestic consumption upgrading, green, health, safety and comfort are increasingly becoming the basic living needs of consumers for textiles and clothing. Especially after the test of the new pneumonia epidemic, people pay more attention to life safety and health, The trend of green consumption will provide the correct market orientation for textile industry under the domestic big cycle.
2、 Overall deployment

(2) Basic principles
1. Adhere to the market principle. We should strengthen the dominant position of enterprises, adhere to the market orientation, stimulate the market driving force of green development of enterprises, grasp the new trend of green and healthy consumption, turn green resources into green financial resources, form a benign interaction between the effective supply of green products and the upgrading of consumption concept, and cultivate a new ecology of green development market mechanism.
2. Adhere to the principle of innovation. Actively promote the innovation of green development concept, technology, system and mechanism of the industry, lead the overall situation with green technology innovation, strengthen the integration of industry, University, research and application innovation, strengthen interdisciplinary and interdisciplinary cooperation, promote the in-depth integration of environmental protection equipment, information technology, biotechnology and other innovative achievements, promote the breakthrough of key technologies in key fields, and explore a new mode of green development service, Enhance the new driving force of green and low-carbon cycle development.
3. Adhere to the systematic principle. From raw materials, R & D, manufacturing, products and sales, we will implement green transformation in an all-round way, expand the construction of green factories, green parks and green supply chains, gradually form a green investment, green design, green production and green circulation system in the whole industry, and coordinate the domestic and international markets to enhance the green competitiveness of enterprises.

We should adhere to the principle that the development of the industry should be adapted to the utilization of resources and energy, the security of ecological environment, the unity of industrial structure and regional functional orientation, the combination of current problems and long-term development of the industry, and the coordination of domestic demand market and international development.

By 2025, with the positive progress made in the construction of ecological civilization and the fulfillment of environmental responsibilities, the green transformation of production mode will achieve remarkable results, the industrial structure will be significantly optimized, and the level of green and low-carbon circular development will be significantly improved.
1. The efficiency of energy utilization has been significantly improved. The growth rate of energy consumption was further slowed down. The energy consumption of main products reached or approached the world's advanced level. The energy consumption per unit of industrial added value decreased by 13.5% compared with that in 2020. The proportion of clean energy in the energy consumption structure increased, and the intensity of carbon emission decreased significantly.
2. The level of resource utilization has been significantly improved. Water consumption continued to decline, water consumption per unit of industrial added value decreased by 10% compared with 2020, and the water reuse rate of printing and dyeing industry increased to more than 45%. The recycling system of waste textiles was further improved. The annual processing amount of recycled fibers accounted for 15% of the total fiber processing.
3. The level of cleaner production continues to improve. Advanced and applicable cleaner production technologies have been basically popularized, the total amount of major pollutants has been continuously reduced, the emission intensity has been greatly reduced, and the waste gas has been effectively controlled.
4. The green manufacturing system is more perfect. We will fully implement green management of life cycle, build a number of green factories, green parks and green supply chain demonstration enterprises, and launch more green textile products. Green fiber logo and certification system should be included in the green design of products, leading enterprises should be encouraged to purchase green products, open more sales channels of green products, and guide green consumption.
3、 Key tasks
(1) promote energy optimization and upgrading, and actively promote low-carbon development
1. Promote the optimization and upgrading of energy consumption. We will strengthen the clean and efficient utilization of coal from self provided boilers, effectively promote the process of coal to gas and coal to electricity in enterprises or parks, encourage enterprises to continue to increase the proportion of secondary energy consumption, use renewable energy such as solar energy and wind energy as supplementary energy, and accelerate the construction of distributed energy centers. We will promote enterprises and parks to do a good job in carbon dioxide emission accounting, and carry out the pilot demonstration of "double reduction" of air pollutant emission and carbon emission reduction.
2. Promote the steady improvement of energy efficiency. Strengthen the constraints of energy conservation and carbon reduction standards, guide and support the construction of low energy and low water consumption projects. We will use energy consumption quota, water intake quota, industry standard conditions and other standards and regulations to promote the green upgrading and transformation of the industry, focus on improving the design and development ability of green products, and actively develop textile products with high added value and low energy consumption. We will carry out leading actions of energy efficiency leaders and set up demonstration models of energy efficient utilization enterprises.
3. Strengthen energy management and continue to improve. We will promote the construction of energy management system for key energy consuming enterprises, regularly carry out self inspection of energy measurement, energy efficiency evaluation and benchmarking, and energy-saving training for equipment managers to explore energy-saving potential. We will carry out special actions to improve energy efficiency of key energy consuming enterprises, and encourage the use of energy-saving equipment such as high-efficiency and low-consumption motors, fans, pumps and compressors. Strengthen the heat preservation and maintenance of key energy consuming equipment, improve the energy efficiency and waste heat utilization level of the machine, and encourage the use of intelligent spinning, weaving, dyeing and finishing, garment processing and other technical equipment to improve labor productivity. We will accelerate the formulation of energy-saving and low-carbon standards for the industry, and encourage green design of factory buildings.
(2) Strengthen pollution reduction to ensure industrial ecological security
1. Strengthen cleaner production. With green technology driving all links of the industrial chain to reduce the emission of polluting products as the core, the systematic pollution prevention and control of the whole production process and textile park should be deepened. We should formulate a list of substitutes for toxic and harmful substances, strengthen the development and application of non-toxic and harmless substances, pay attention to the treatment of emerging pollutants, strengthen the R & D and application of degradable fiber materials, and guide the technological progress of the industry and the optimization and upgrading of industrial structure. We will increase the use of clean energy and promote the cascade utilization of energy. Efforts should be made to reform cleaner production and continuously reduce the output of key pollutants such as chemical oxygen demand, ammonia nitrogen and nitrogen oxides.
2. Improve water use efficiency. We will vigorously promote advanced and applicable water-saving technologies, technologies and equipment, promote the efficient utilization of water resources and the recycling of waste water, encourage textile enterprises to increase the development of unconventional water resources such as circulating water and reclaimed water, and build demonstration projects for industrialization of unconventional water resources utilization. Speed up the improvement of industry water-saving standards, and promote the benchmarking of water use efficiency of enterprises. We will carry out leading actions of water efficiency leaders, strengthen water management and water system integration and optimization, and create a number of typical water-saving demonstration projects and benchmarking enterprises.
3. Strengthen collaborative governance. We should have a deep understanding of the new situation and new characteristics of pollution prevention and control in the new stage, take continuous improvement of ecological environment quality as the core, and carry out coordinated pollution reduction and carbon reduction around the industrial chain supply chain. Promote the industrial agglomeration of chemical fiber manufacturing, chemical fiber filament weaving, printing and dyeing and other key industries, promote centralized heating and steam supply in textile parks, conduct unified wastewater treatment and sludge disposal, improve environmental infrastructure upgrading and supporting pipe network construction, promote the application of unorganized waste gas collection and treatment technology, and control the emission of volatile organic compounds. To control the total amount and intensity of pollutants discharged from textile industry cluster areas such as the Pearl River Delta, the Yangtze River economic belt and the Yellow River Basin, and prevent and control the ecological security and environmental risks of the industrial chain.
(3) Strengthen the comprehensive utilization of resources and continuously promote circular development
1. Promote the recycling transformation of the park. Accelerate the recycling transformation and upgrading of the existing textile park, extend the industrial chain, improve the industrial relevance, realize centralized water supply, central heating and centralized pollution control, and build a circular industrial chain of "waste cloth regenerated staple fiber, reclaimed water recycling, sludge incineration power generation, waste heat and pressure utilization". Promote the agglomeration, park and regional collaborative layout of waste fiber recycling enterprises, and improve the cleaning level of the industry.
2. Promote the reuse of waste textiles. Introduce market-oriented mechanism to promote the development of recycling industry of waste textiles, promote the opening and establishment of "second-hand market" of used clothes, and construct the certification system of recycled products. Promote the construction of waste textile recycling and sorting demonstration base based on central cities, connect with market-oriented recycling and industrial reuse, and pay attention to guide and strengthen the research and development, achievement transformation and application promotion of key technologies and complete sets of equipment. Support renewable resources enterprises to optimize the layout of logistics outlets by using big data, cloud computing and other technologies, establish online and offline integrated recycling network, and accelerate the integrated development of Internet and resource recycling.
3. Strengthen industry standardized management. 1. Strengthen green management of product life cycle. We should encourage enterprises and parks to implement green development strategy, accelerate the upgrading of green transformation, strictly implement relevant laws and regulations on environmental protection, promote the disclosure of enterprise environmental information, and build green factories and green parks. Build green supply chain management system from procurement, production, logistics, sales, recycling and other links, and cultivate green supply chain demonstration enterprises. We will accelerate the implementation of the extended producer responsibility system and establish a life cycle traceability mechanism for key products.
2. Establish a green and standardized standard system. Efforts should be made to strengthen the guidance and restriction of standards, promote the implementation of green standards, guide enterprises to use green technology for upgrading and transformation, and promote the evaluation of the implementation effect of standards and the application of achievements. Timely formulate and revise energy consumption quota, water intake quota and pollutant emission standards of key products, further improve the cleaner production evaluation system of textile industry, and promote cleaner production audit of key industries such as printing and dyeing, chemical fiber, etc. We will formulate a roadmap for R & D and promotion of common key technologies for energy conservation and emission reduction in the industry during the 14th Five Year Plan period, build a green database for the industry, strengthen the cleaner production audit and industry standard management of printing and dyeing and chemical fiber enterprises, and improve the basic capacity of green development.
