Pre Registration Of REACH Regulations Should Be Attached Importance To.

"Nearly a year after the implementation of the EU REACH regulations, many related enterprises still do not understand this regulation."

Lu Yanguang, deputy director of Jiangsu entry exit inspection and Quarantine Bureau, is worried about this.

According to the forecast, the REACH regulations will affect more than 30 thousand enterprises in China, so that the cost of China's exports to EU products will be increased by about 5%, the cost of imports of EU products will increase by about 6%, the total import and export volume of chemical products in China and Europe will drop by 10%, and China's gross domestic product will decline by 0.4%, which may lead to 200 thousand unemployment.

The EU REACH regulation is the "registration, evaluation, authorization and restriction" system which came into effect in June 1, 2007. It is a mandatory management regulation for the EU to prevent all chemicals entering its market.

The regulation has two characteristics: first, the responsibility for chemical safety in the past has been pferred to the producers, which requires producers, importers and downstream users of chemicals to be responsible for the safety of their products in all aspects.

Two, no data, no registration, no market. Unless registered under the REACH regulations, chemicals in chemical substances, preparations or substances should not be manufactured or put into the market in the European Union to prevent harm to human health and the environment.

Che Wenyi, director general of the Jiangsu entry exit inspection and Quarantine Bureau, said that the REACH regulations will replace more than 40 European Union's existing directive and regulations on chemicals, so far as the most complex regulations on chemicals management, and the biggest technical barriers to trade since China's accession to the world trade organization.

It mainly manages the registration, evaluation, licensing and restriction of more than 30 thousand kinds of chemicals and their downstream textile, light industry, pharmaceutical and other 5 million products.

Lu Yanguang said that due to the cumbersome procedures and requirements of the REACH regulations, it has directly affected the export of related products in China.

However, many small and medium-sized enterprises have a wait-and-see mentality. Many SMEs feel that the registration costs are too high, and even choose some products to withdraw from the European market. For Chinese importers, because the registration fees are added to the cost, the price of chemicals imported from the European Union will reach a certain standard, which will also affect the development of downstream related industries.

From June 1st to November 31st this year is the pre registration stage stipulated by the European Union. At present, the pre registration time from the EU is only one month or more.

Experts said that only the participation of pre registration can enjoy the registration pition period, and enterprises can participate in pre registration as long as they provide chemical formula.
