市委、市政府實行以“減程序，減時限，減費用，零障礙，低成本，高效率”為主題的工業項目行政審批改革，推出的九大舉措是：完善工業項目代辦平臺，由市行政服務中心投資代辦工作人員對工業項目進行全程免費代辦；盡可能實行并聯審批；精簡申報資料，取消非法定資料；縮短審批時限；工業項目審批中涉及到的行政事業性收費一律實行零收費；由市行政服務中心統一與相關中介機構約定服務價格，并按照工業項目審批的四個階段測算中介機構的收費金額，投資者分階段一次性在代收銀行交清費用；推行告知承諾制，針對現行法律法規，對凡宜于由傳統的前置審批改為告知承諾制的，改為告知承諾；優化項目核準，盡量減少投資主體項目申請成本，核準類（市級）項目申請報告書由投資主體負責；設立中介機構服務區，在市行政服務中心設立中介機構服務
