市委、市政府實行以“減程序，減時限，減費用，零障礙，低成本，高效率”為主題的工業(yè)項目行政審批改革，推出的九大舉措是：完善工業(yè)項目代辦平臺，由市行政服務(wù)中心投資代辦工作人員對工業(yè)項目進行全程免費代辦；盡可能實行并聯(lián)審批；精簡申報資料，取消非法定資料；縮短審批時限；工業(yè)項目審批中涉及到的行政事業(yè)性收費一律實行零收費；由市行政服務(wù)中心統(tǒng)一與相關(guān)中介機構(gòu)約定服務(wù)價格，并按照工業(yè)項目審批的四個階段測算中介機構(gòu)的收費金額，投資者分階段一次性在代收銀行交清費用；推行告知承諾制，針對現(xiàn)行法律法規(guī)，對凡宜于由傳統(tǒng)的前置審批改為告知承諾制的，改為告知承諾；優(yōu)化項目核準，盡量減少投資主體項目申請成本，核準類（市級）項目申請報告書由投資主體負責(zé)；設(shè)立中介機構(gòu)服務(wù)區(qū)，在市行政服務(wù)中心設(shè)立中介機構(gòu)服務(wù)
