However, a considerable number of small and medium-sized enterprises have a wait-and-see attitude, and some of them simply decide not to export to Europe.
Since the beginning of last year, the Ministry of Commerce, the local commercial departments and other relevant trade associations have begun to contact the REACH regulations. The Fujian footwear and footwear import and Export Chamber of Commerce and China Textile Industry Association and other organizations began to introduce and train enterprises to deal with the REACH bill.
The Minmetals Import and Export Chamber of commerce is the only REACH Advisory Service Center authorized by the Ministry of Commerce in China.
At present, there are a total of three domestic intermediaries specializing in providing REACH regulatory advisory services to enterprises, and the other two are the China Inspection and quarantine REACH solution center and China chemical network.
According to the regulations, China's export to EU products should be pre registered and formally registered in two procedures.
Exporters like garments, toys and other finished products only need pre registration through authorized agencies in the country, and the chemicals contained in the products can be registered, which is very cheap.
For chemical products exporters, there are two procedures for pre registration and formal registration.
Exporters of chemical products need to register their chemical substances one by one. If they are allowed to use the ingredients identified by the European Union, they will only pay basic registration fees.
For new chemicals, the cost of detection may be as high as 450 thousand euros.
If chemical components are not allowed in the test, the product can not be registered, and alternative chemicals are needed.
At present, the European Union has not announced a list of highly concerned substances that are not allowed to be used.
It is reported that the EU chemicals authority will issue a list of highly concerned substances in 2009, about 1900 kinds.
According to the EU rules, the pre registration stage will be as of November 30, 2008.
The enterprises whose annual export volume of chemicals are more than 1000 tons should be registered within 3 years. The output is 100 tons -1000 tons, and the registration should be completed within 6 years. The products that have not been registered on schedule can not be sold in the EU market.
According to EU estimates, REACH regulations will increase the cost of exports to the EU by 5%-10%.
At present, China's laboratories have not yet obtained the international GLP standard certification, so export enterprises need to carry out related experiments abroad, which greatly increases the cost of testing.
But according to the French international inspection bureau, China is preparing more than 60 such laboratories.
At present, Fujian, in cooperation with the French international inspection bureau, has chosen two Fujian sports shoes and plastic shoes manufacturers as a model to carry out preparations for the REACH regulations.
Pan Yangzheng introduced that footwear manufacturers as finished products enterprises should deal with REACH regulations mainly by collecting and collation of enterprise information and completing pre registration.
However, due to the domestic market is not standardized, production enterprises can not get raw materials from the upstream business of chemical substances.
For example, a sports shoe factory may involve more than 1000 raw materials.
Many small shoe enterprises are scattered in the supply channels, and some raw material suppliers do not have the technical ability to provide information about the chemicals they use.
Collecting information in an irregular market requires a lot of manpower and energy. Many enterprises are unable to make up their minds. Some small businesses simply choose to give up.
Sun Huaibin, director of the economic research center of the China Textile Industry Association, believes that although the REACH regulations treat the enterprises inside and outside the European Union equally, it is very difficult for developing countries to reach such high technical requirements in the short term. The textile industry does not exclude the possibility of finding dyes and other raw materials in Europe.
Minmetals chamber of Commerce revealed that, while Chinese enterprises were struggling to deal with REACH regulations, the United States chemical distributors association and the United States Congress came forward to negotiate with the European Union. After they failed to make representations, they submitted written protest and application to WTO, opposing the entire legislation and considered it a disguised trade barrier.
At present, China is watching the progress of controversy between the United States and the European Union.
