Overview Of The United States Customs Border Protection Bureau'S Publication Of Clothing Logo Requirements
The United States customs frontier Protection Agency recently published a publication to provide guidance and information on the dress code requirements. A number of publications were also published to explain tariff classification methods for knitted apparel, gloves and knitted or mittens.
These publications involve many complicated problems for reference only.
Clothing logo requirements
1. origin indications
The customs border protection bureau points out that unless there are precedents to allow other markings, all garments must be labeled with cloth labels.
For men's shirts, women's loose shirts, coats, sweaters, dresses and similar garments, labels of origin must be placed in the middle of the neckline of the garment and in the middle of the two shoulder joints. As for trousers, loose pants, shorts and skirt skirts, the labels of origin must be placed in a prominent position, such as the inner side of the belt.
The Border Protection Bureau of the customs decides that in some cases, the logo of the screen is printed directly on the cloth inside the neckline of the garment, and the double sided garment is also exempted from the collar label requirement.
For example, a women's short vest with double sides can be attached to the underside seam of the vest and permanently washed, and the ribbon label fastened to the neckline.
Other important provisions of the customs border protection bureau on clothing labels are summarized below.
Men's and women's wear two head or three head suits, if they are a complete set of business, and all the clothes are made in the same country, the label of origin can be sewn on the coat.
For men's dress shirts packed in pparent polyethylene bags, the label of origin must be stitched on the neckline so that the final purchaser can be clearly seen without dismantling the package.
If garments and belts are produced in the same country or region and imported and sold as a complete set of garments, only the labels of origin must be attached to the garments, but the origin of the belts should be reasonably marked.
More than one pair of work gloves distributed to employees (usually packed in polyethylene bags, 12 pairs per bag) can be exempted from individual signs. However, the packaging materials (polyethylene bags) of gloves must be correctly identified, and the customs and Excise Department's port director is convinced that gloves are only for designated purposes.
Neckties and scarves that are ornaments must be labeled with water labels, and labels must be placed at the eyes.
However, by weight, more than 70% of shawls, scarves, scarves, veils and veils of silk under 6214.10.10 under the coordination system are exempt from the 5007 woven silk fabrics.
The socks under the coordination system 6115.92.90, 6115.93.90, 6115.99.18, 6111.20.60, 6111.30.50 or 6111.90.50 must indicate the origin of the goods on the front of the packaging.
If neckties or scarves are used as accessories and women's loose shirts, they are imported and sold, and both of them are made of the same cloth and design. Only a T-shirt must be added to the logo.
In addition, the name of origin must be preceded by similar words such as "Madein" or "Productof", so that the final purchaser can see clearly so as not to be misled.

Imported textiles and clothing must be marked or tagging according to the textile fiber product identification act and the wool product labelling act, which must include the following English materials.
The fiber composition of the non trademark fiber names is arranged according to the weight percentage from large to small.
The names of fibers approved by the Federal Trade Commission or the international standardization organization can be used.
The name of the trade mark can be used together with the name of the non trademark fiber.
Fiber composition can be marked on the back of the label, but the information must be easily found.
Fibers that account for less than 5% of fiber weight should not be identified by name, but should be listed as "other fibers" except for fibers with specific functions.
The place of origin of the product.
The origin must be displayed on the label front of the center of the neckline inside the garment. As for other textiles, the origin must be marked on the label which is stitched to the eye position.
The name of an importer, distributor, retailer, or foreign producer.
Importers, distributors and retailers may use the RN or WPL numbers issued by the Federal Trade Commission.
Only the enterprises in the US can obtain and use the RN number. Foreign producers can use their names or American importers, distributors or RN or WPL numbers that directly participate in the distribution of products.
An enterprise may recognize its trademark name, but the trade name must be registered in the US Patent Office, and the enterprise shall also provide a copy of the trademark registration certificate to the Federal Trade Commission before using the trademark.
Except for origin and fiber composition, clothing must be accompanied by a permanent label providing care instructions, gloves and other products will be exempted.
Tariff classification method for gloves and non knitted or knitted Mittens
The customs border protection bureau suggests that gloves can be divided into 5 different taxable items depending on the external materials that give the main characteristics of gloves.
If the material outside the glove is uniform, it is easier to decide which tax item to choose if all leather or knitted materials are used.
For example, under the 3926 systems of plastic gloves under the coordination system, rubber gloves are classified into 4015 items, leather gloves are classified into 4203 items, knitted gloves made of textile raw materials are classified into 6116 items, and knitted or knitted gloves made of textile materials are classified into 6216 items.
If the outer part of the glove is made of two or more materials, the main characteristics of the glove should be determined. The latter generally depends on the palm (from fingertip to wrist).
The 6216 includes ordinary gloves, mittens, mittens, protective gloves or other long gloves that can cover the forearm or part of the upper arm. However, it does not include (1) Luffa friction gloves (4602 items) and gloves, mittens and Mittens made of paper, cellulose filler or cellulose fiber (4818 items).
Generally speaking, if the coating of gloves is visible to the naked eye, these gloves are classified as plastic coated gloves. As for the gloves made of various materials, the coated textile part gives the main characteristics of gloves.
Gloves made of cellulose plastic or cellulose rubber and textile fabrics are not included in 6216 items if the textile fabric is only reinforced.
Tariff classification method for knitted garment
Item 6110 of the coordination system covers knitted or knitted garments, pullovers, cardigan, vests and similar products.
