Vietnam Visits Exporters Of US $24 Per Unit Price Per Garment
In October 6th (2008), the Ministry of Commerce and industry (MOIT) announced that 2 teams will be set up to visit the enterprises producing and exporting textiles and garments to the United States.  The inspection teams will be responsible for testing the production capacity and production facilities of Vietnamese manufacturers of the US textile products. The object of the inspection is the low export price (less than 24 US dollars per dozen FOB) in the first 8 months of this year, and the large number of textile products exported to the United States and imported semi-finished textile products. The inspection team will report the results to MOIT within 10 days after the inspection. 
The members of the inspection team are from MOIT, which means that MOIT can obtain the inspection results as soon as possible. It also helps to prevent the export of cheap products from Vietnam to the United States and the occurrence of trade fraud. 
Last year, MOIT set up an inter departmental inspection team to carry out the same tasks. In May this year, the United States Customs and Border Protection Agency sent a delegation to Vietnam to visit factories to examine the production and export situation of 50 Vietnamese textile and garment enterprises. 
Since Vietnam joined the World Trade Organization (WTO) in January 2007, the US Department of Commerce has monitored imported textiles and garments from Vietnam. 
According to the import surveillance plan, if there is sufficient evidence to show that Vietnam has unreasonable low price goods sold to the United States, the United States can initiate an anti-dumping investigation on Vietnam's products. 
The United States government has conducted 2 reviews of the number and price of imported garments imported from Vietnam in the fall of 2007 and this spring. 
In the 2 individual review work, the United States did not find sufficient evidence to show that Vietnam's dumping of American garments was damaging the United States. The US authorities will conduct the last review of the imported garments in Vietnam this autumn, and the deadline for the implementation of the surveillance plan for Vietnamese imported garments will soon expire. 
The United States is the largest market for textiles and clothing exports in Vietnam, accounting for more than 50% of Vietnam's total exports. In the first half of this year, Vietnam exported US $2 billion 394 million of textiles and garments to the United States, up 17% from the same period last year.
