Since the implementation of the new export tax rebate policy, the export of mechanical and electrical products in Hebei has increased rapidly; the export of high-tech products has gone up again; the export of iron and steel products has changed from "quantity" to "quality" - the structure of export products is gradually becoming "excellent" and "light", and the import and export of foreign trade has shown a good and fast development momentum.

Over the past two years, a series of adjustment policies have been introduced to adjust the export tax rebate rate according to the export tax rebate rate.

According to the statistics of Hebei's export situation in 2007, a total of 1091 varieties of the province's exports were involved, accounting for 80% of the total exports of the province, 43 percentage points higher than the whole country, and the export volume was about 14 billion 765 million dollars, accounting for 86.6% of the total export volume of the province.

The major commodities that are more affected are iron and steel, mechanical and electrical products, clothing, coal, textiles, leather and fur products, coal, medicine, agricultural products and so on.

In the past, the export proportion of high value-added products such as electromechanical products in Hebei was far lower than the national average level. After the adjustment of the export tax rebate rate, the export enterprises and products of the province had a negative impact, which also promoted the enterprises in the province to further speed up the adjustment of the export product structure.

According to the relevant officials of the State Administration of Taxation, after nearly two years of policy guidance, the "baton" effect of the export tax rebate policy has been fully demonstrated in Hebei province. Electromechanical products and high-tech products have leapt to the first and third largest export commodities in the province.

Hi tech products are important export products supported by the state, but for many years they have been the weak points of Hebei's exports.

Since last year, Hebei has made a series of supporting policies with the opportunity of adjusting the export tax rebate rate, prompting a number of high-tech enterprises, such as Tianwei Yingli new energy Co., Ltd., Dai Ka Wheel Manufacturing Co., Ltd. and Great Wall Motor Company, to export rapidly.

In 2007, the export of high-tech products in the province was 1 billion US dollars, an increase of 106% over the same period last year, accounting for 5.9% of the total foreign trade export. This year, 1 to May, the export volume was 767 million US dollars, up 150.5% from the same period last year, and the proportion reached 9.1%.

At present, among the top ten export enterprises in Hebei Province, 30% of the export enterprises of high-tech products have replaced the "two high and one capital" export enterprises of the past steel, coal and other state control.

At the same time, the export of mechanical and electrical products has also increased rapidly.

In 2007, the export of mechanical and electrical products in the province was 5 billion 112 million US dollars, an increase of 51.2% over the same period last year, and exports to US $2 billion 847 million from 1 to May this year, an increase of 63.9% over the same period last year, accounting for 33.6% of the total, and the contribution to the province's exports is as high as 53.3%.

At the same time, Hebei steel products export growth began to fall.

As a major province of steel production and export, steel has been the second largest export commodity of Hebei province.

The export cost of iron and steel products increased by more than US $100 after the policy of "two high and one capital" production and export was restricted by the state.

Coupled with the increase in export tariffs and the sharp rise in the cost of shipping, forcing enterprises to speed up the optimization of product mix.

In the first half of 2007, the growth rate of steel exports in Hebei province reached 282.7%. In July 1st, the growth rate dropped to 111.5% after adjusting the tax rebate rate.

In 2007, steel exports amounted to 5 million 720 thousand tons, and exports amounted to US $3 billion 389 million, accounting for 19.9% of the total export commodities in the province.

From 1 to May this year, the province exported 2 million 445 thousand tons of steel, a 4.2% decline in the same period, and an export volume of US $1 billion 967 million, an increase of 43.6% over the same period last year, and the price rose 44.6%.

This shows that the export of Hebei's steel products is gradually changing from "quantity" to "quality" to win.
