Fujian'S Exports Of Lacquer Fabric Bags Decreased By 32% In The First Quarter.

China is one of the largest chemical exporting countries in the world.

However, the latest statistics from Fuzhou customs of the frontier city of foreign trade show that the export of bags and toys related to chemical products in Fujian has declined sharply due to environmental factors such as environmental protection and safety.

In the first quarter, Fujian's exports of suitcases and handbags for recycled leather or lacquer fabrics were 9 million US dollars, down 32% compared to the same period last year. The export volume of toys with plastic as the main raw material was 20 million 778 thousand US dollars, down 30.3% compared with the same period last year.

Why is the export of commodities involved in a dilemma?

Industry analysts pointed out that there are two main reasons: first, foreign environmental protection, safety and other green barriers emerge in an endless stream; two, the cost of export is high.

In recent years, countries such as Europe and the United States have introduced environmental protection, safety and other standards to improve access threshold for related commodities.

In June 1, 2007, the EU's "registration, evaluation and licensing of chemicals" (REACH regulations) was formally implemented. The direct impact is that the tannery materials available will be reduced. The chemical plant will require customers to use chemicals more carefully; retailers will pay more attention to the commodities they are handling; and the products imported into the EU must provide more stringent testing proofs than chemical testing at this stage.

Look at the United States. Since last year, the United States has implemented a recall system for China's export toys on the basis of the quality and safety of our export toys.

In January, the United States issued 10 related bulletin on toys made in China in 10 days, involving environmental protection and safety issues such as lead content and bisphenol A content in toys.

Affected by this, in the first quarter, Fujian's toy exports to the EU and the United States showed a downward trend, especially for US exports, which fell by more than 50%.

Moreover, there are various indications that the entry threshold for China's export market for chemical products will also rise again.

In February 22nd this year, the American toy industry association and the National Institute of standards jointly announced a new draft plan for toy testing and safety certification system to further improve the entry threshold for toys.

At present, the draft has ended the public appraisal period on 3., 24, and the final plan was announced and implemented by the American Toy Industry Association recently.

The plan requires toy manufacturers or designers to do hazard analysis and risk assessment of toy products.

According to the plan, the United States will also carry out grading examination and compulsory certification for toy manufacturers, and conduct safety tests on toy products.

In addition, the EU intends to join hands with the United States to establish a new global toy safety standard.

Against this background, the survival pressure of China's luggage and toy exporters involved in chemical products has been increasing.

The high cost of exports is another reason for the difficulty in exporting chemical bags and toys.

The appreciation of RMB, the rising cost of labor, the high price of raw materials and the increase of various certification costs led to an increase in the export costs of commodity related commodities, and the price advantage is being gradually weakened, making the profit margins of enterprises smaller.

Since the RMB exchange rate reform began in July 2005, the RMB has continued to appreciate, and has appreciated by 16.5% now. Since July 1, 2007, the export tax rebates for bags and toys have been pferred from 13% to 11%, and the price of crude oil in the international market has continued to run high, and the price of raw materials for bags and toys has risen.

The increase of cost has squeezed the profits of the production enterprises, weakened the competitive advantage of export commodities, and the production enterprises are struggling.

At the same time, China's luggage and toy manufacturing industry is facing fierce competition from the newly arisen manufacturing countries such as India and Vietnam, which are abundant in labor force and cheaper in price, and the risk of international orders shifting is increasing.

It is estimated that the cost of toys exported to the United States will increase by 25%.

In this regard, the industry suggested that governments at all levels should establish and improve the internal quality control system of the enterprises involved in chemical products production, strictly organize the production in accordance with the relevant regulations of the importing countries and China's newly promulgated "national toy technology safety standards" and other related standards. At the same time, we should strengthen the prosecution and control of the quality of chemical products involved, and strengthen the tracking of information on the main market access barriers, such as Europe and the United States, and guide the production enterprises to deal with them in advance.

It is necessary to foster enterprises to be bigger and stronger so as to enhance their competitiveness, enhance their marketing capabilities and resist the risks of international trade risks, and use trade associations to harmonize the prices of export products.

Enterprises should make more articles on the upgrading of product structure, and shift production priorities to products with high added value, so as to enhance their ability to resist international trade risks.
