　　日前從檢驗檢疫部門獲悉，2009年石獅轄區(qū)有4批童裝被歐盟通報，通報原因均為兒童服裝上的帽繩和腰繩長度超標、小部件易脫落。對此，檢驗檢疫部門提醒石獅出口童裝企業(yè)：要及時掌握進口國童裝的相關標準和預警信息，加強與國外客戶的溝通，同時也要加強與檢驗檢疫部門的聯(lián)系，以規(guī)避可能存在的風險，減少不必要的損失。

The reason for being notified and recalled is: there is a risk of asphyxia (the length of the rope for children's tops and caps exceeds the standard), the chemical hazard (two methyl fumarate is detected), the risk of injury (the waist length of children's clothing is over standard), the illegal use of azo dyes in clothing products, and so on, the main reason is the unreasonable design of rope and small parts.

The 4 batch of the Shishi children's clothing was notified that the export enterprises did not know the relevant standards of the European Union, designed and produced the products according to the customers' samples, and sold them to the customers in the domestic market and exported them to the European Union.

In recent years, the safety of rope and small parts has become the main reason for the notification and recall of children's clothing in our country.

The European Union BSEN14682 standard specifies the requirements for the hooks and neck bands, waist regions, waist regions, sleeves and other areas of ropes and girdles for children under the age of 14. The ASTMF1816 standard also specifies specific sizes for 2T-12 collar, hat band and 2T-16 waist and bottom girdle.

However, most of the children's clothing manufacturers do not pay enough attention to the foreign laws and regulations, and do not know enough about them. If they do not make risk assessment, they will receive orders and processing according to the design samples of foreign customers. Once they can not be exported or are recalled, they will bear the last risk for foreign businessmen.

According to the analysis of the industry, compared with the zero notification of children's wear exported by Shishi in 2008, the EU's inspection on the safety of imported children's clothing is increasing.

It is understood that the EU mainly adopts two channels to implement the notification and recall measures for imported children's clothing. First, when customs clearance is conducted, customs inspection is carried out to children's clothing that does not conform to the EU standard, which directly refuses customs import. Two, when the market is sold, the Consumer Protection Association of the European Union asks the distributors to withdraw from the market.

Shishi was informed of the 4 batch of children's clothing came from the above two channels.

To this end, the inspection and quarantine department recommends that children's clothing manufacturers in our city should firmly establish the sense of "the first responsible person for product quality and safety" and improve the level of production management. Children's clothing manufacturers should take the initiative to collect relevant standards at home and abroad to ensure smooth export.
