In order to carry out the spirit of the National Conference on rectification work, and according to the division of views on the formulation of measures for regulating and standardizing charging measures involving enterprises, the fourteen departments of the national development and Reform Commission, Ministry of industry and information technology, Ministry of public security, Ministry of supervision, Ministry of civil affairs, Ministry of finance, Ministry of land and resources, Ministry of environmental protection, Ministry of housing and urban and rural construction, Ministry of pport, Ministry of audit, State General Administration of quality supervision and quarantine, State Council rectification office, State Corruption Prevention Bureau jointly issued the notice on carrying out regulation and regulation of charges related to enterprises (2010]794).

The notice pointed out that the CPC Central Committee and the State Council have always attached great importance to lightening the burden of enterprises. In 1997, the CPC Central Committee and the State Council issued the decision on the issue of arbitrary charges to enterprises, fines and various apportionment, and so on. After the continuous centralized cleaning up and rectification, the CPC Central Committee and the State Council achieved remarkable results.

However, in recent years, there has been a rebound in the phenomenon of arbitrary charges involving enterprises. Some places have gone beyond the power to introduce policies related to enterprise charges. Some institutions, trade associations, market intermediary organizations and other administrative authorities have attached administrative power to compulsory service charges. Some local government departments' arbitrary charging problems have occurred frequently, seriously damaging the vitality of enterprise development, endangering the survival of small and medium-sized enterprises, and reflecting the strong number of enterprises.

The circular requires that all regions and departments concerned should adhere to the principle of "tackling both symptoms and root causes and comprehensive treatment", and thoroughly investigate and find out the bottom points so as to ensure the effectiveness of governance.

We should conscientiously clean up and standardize the administrative and business charges and business service charges of enterprises, resolutely abolish illegal, unreasonable charging items, reduce excessive charging standards, strictly enforce the admission and fee management of social organizations, and correct compulsory enlisting behavior; accelerate the decoupling of industry associations, market intermediary organizations from administrative departments, promote orderly competition in intermediary services market, increase supervision and inspection of charges related to enterprises, actively carry out special measures to lighten the burden of enterprises, establish and improve long-term mechanisms for regulating and regulating enterprises' charges, and effectively lighten the burden of enterprises.

The notice stressed that all regions and departments concerned should fully understand the importance of regulating and standardizing the charging work related to enterprises, enhance their sense of responsibility and urgency, give full play to the functional roles of various departments, establish departmental linkage mechanisms, work out specific work plans, strengthen public opinion propaganda, and expose typical cases, so as to effectively grasp this work.

The relevant departments of the State Council will organize joint inspections in a timely manner to urge all regions and departments concerned to put their work into practice.
