Hainan Introduced Policies To Encourage Yangpu To Develop Port Industries And Marine Economy

The fifteenth session of the Standing Committee of the four National People's Congress of Hainan province voted to adopt the regulation of Yangpu Economic Development Zone (Revised Draft) on 1 th. The revised draft has formulated policies and measures for improving the positioning of Yangpu Development and promoting the development of Yangpu leading industry, mainly involving the development of port industry, marine economy, and modernization of port and waterway infrastructure.

First, developing port industries and advanced manufacturing industries.

We should develop port industry at a high starting point and high level, and develop industries such as oil and gas chemical industry and other heavy chemical industries, fine chemicals, new energy sources, pulp and paper making, shipbuilding and marine engineering equipment.

We should vigorously develop advanced manufacturing, tourism equipment manufacturing, processing industry and modern service industry that is compatible with the industry of Yangpu Economic Development Zone.

Two is the development of marine economy.

It supports the construction of the South China Sea oil and gas resources exploration and development service and processing base in the Yangpu Economic Development Zone, as well as the national strategic petroleum reserve base, encourages the development of commercial oil reserves and refined oil reserves, and vigorously develops new industries such as marine bioengineering and marine energy utilization.

Three is to strengthen the modernization of port and waterway infrastructure.

We will accelerate the construction of deepwater channel dredging projects, large deep-water container terminals, public crude oil terminals, chemical dangerous goods terminals and large bulk cargo terminals.

The four is to develop shipping and logistics industry.

Yangpu Economic Development Zone should make use of its location and policy advantages, relying on the existing industrial base, to create crude oil, refined oil, natural gas, chemical products, pulp and paper and other means of production pactions and logistics centers.

We encourage the development of international shipping, warehousing, logistics and trade in Yangpu Economic Development Zone.

Border trade is encouraged.

Five is the development of financial services.

Financial institutions at home and abroad are encouraged to set up business organizations in Yangpu Economic Development Zone, and support the development of various financial institutions.

We encourage the financial institutions in Yangpu Economic Development Zone to develop and promote various financial products and businesses that are conducive to the healthy development of the financial market and meet the requirements of the state's financial supervision, and promote the development of private banking, direct investment in brokers, offshore finance, trust leasing, merger and acquisition loans and so on.

It supports the pilot of RMB settlement in cross border trade in Yangpu Development Area.

Explore and develop modern services such as financial insurance, and promote the development of the third industry.

Yangpu Economic Development Zone is a national economic development zone approved by the State Council in 3 1992, covering an area of 30 square kilometers.

At the end of last year, the State Council issued some opinions on promoting the construction and development of Hainan's international tourism island, and clearly put forward the development orientation of Yangpu as a shipping hub, logistics center and export processing base for Southeast Asia.
