    In accordance with the relevant laws and regulations of the Civil Airport Management Ordinance and the actual situation of the city, these Provisions are formulated.


    The second provision applies to the Capital International Airport and other civil airport clearance protection areas.


    The Civil Aviation Administration of the Municipal People's government and the civil airport area shall, in accordance with the relevant provisions, demarcate the area for the clearance of the civil airport in the city and publicize it to the public.


    The third people's Government of the civil airport clearance protection area is responsible for the clearance and management of civil airports in the relevant areas.


    The municipal port authority is responsible for the comprehensive coordination of the clearance and management of civil airports in the city.


    Fourth district and County People's governments and civil airport management institutions should establish and improve inspection, reporting, reporting and other systems. It is found that the act of affecting the clearance of civil airports should be stopped immediately and dealt with according to law so as to eliminate the impact on flight safety.


    The district and County People's governments and civil airport management institutions should strengthen publicity and education for the clearance of civil airports, so as to enhance citizens' awareness of clearance protection.


    All units and individuals shall fulfill the obligation of clearance protection according to law, and have the right to stop and report illegal activities that affect flight safety.


    The Fifth District and County People's governments should set up warning signs at the civil airport clearance area with the civil airport management agency.


    The sixth municipal civil airport clearance protection area shall not engage in the following activities:


    (1) building buildings or other facilities that affect flight safety, such as shooting ranges, strong explosives storehouses, etc.


    (two) setting up lights, signs or objects that affect the use of visual aids in civilian airports or the line of sight of pilots;


    (three) planting plants that affect flight safety or affect the use of civil airport AIDS;


    (four) release flying birds that affect flight safety;


    (five) unauthorized free balloons and tethered balloons are allowed to rise or fall in violation of regulations.


    (six) engage in aviation model flight activities in violation of regulations;


    (seven) to fly kites, lanterns or other lifts in violation of regulations.


    (eight) crop stalks, garbage and other substances that are incinerated to produce large quantities of smoke.


    (nine) emitting large quantities of smoke, dust, flame, exhaust gas and other substances that affect flight safety;


    (ten) setting off fireworks and fireworks in violation of regulations;


    (eleven) to build buildings, plant trees, or engage in excavation, accumulation of objects, and other activities that affect the safety of civil airport operations within 5 meters outside the confining area of civilian airports; {page_break}


    (twelve) other acts regulated by the competent civil aviation authority under the State Council that affect the clearance of civil airports.


    The seventh municipal planning administrative departments shall, together with the Civil Aviation Administration and the civil airport management institutions, determine the height limit and other control requirements of the construction works in the clearance area of the civil airport according to the relevant technical specifications of the civil aviation.


    The municipal planning administrative department shall examine and approve the construction projects that exceed the limit height or do not meet other control requirements in the clearance area of the civil airport, and shall obtain the consent of the Civil Aviation Administration Organization and the civil airport management agency.


    If eighth buildings, structures or facilities reach the height limit and other conditions that affect the flight safety stipulated by relevant civil aviation technical regulations, they shall set up flags and signs according to relevant national standards.


    If a flight obstacle light or sign has been installed in buildings, structures or installations, the administrator shall ensure normal use.

    If the flight obstacle lights or signs are damaged and the manager fails to repair them in time, the airport management authority may repair them first, and the related expenses shall be borne by the manager.


    No unit or individual shall prevent the installation of flight obstacle lights or signs, and shall not affect the normal use of flight obstacle lights or signs.


    The ninth passage of birds that affect the safety of flight safety outside the area of the civil airport clearance protection shall not pass through the area of the civil airport clearance protection.


    The tenth pigeon association and other organizations should do well in the organization and management of the members, public houses, clubs, etc., and educate and supervise them to strictly abide by the relevant regulations when flying pigeons and organizing competitions and competitions, and shall not affect flight safety.


    The pigeon association and other organizations should cooperate with the civil airport management institutions to conduct regular checks on the members and pigeons shed in the area of civil airport clearance protection. Members of the homing pigeons flying in the clearance area of the civil airport should be stopped and invalid. They should be reported to the civil airport management agency or the district and County People's governments in a timely manner.


    The pigeon association and other organizations shall not develop new members of the residential area in the clearance area of the civil airport.


    The eleventh district and County People's governments shall, together with the municipal meteorological department and the civil airport management agency, determine the height and area of the unmanned free balloons and tethered balloons in the airspace protection area of the civil airports, and release them to the public.


    The people's governments of the districts and counties shall, together with the competent departments of sports and civil airports, determine the height and area of the restricted flight models in the area of the clearance of civil airports, and publicize them to the public.


    The people's Government of the district and county shall, together with the civil airport management authority, determine the height and area of the kite flying, Kun Ming lanterns and other lifts, and announce them to the public.


    The district and County People's governments shall, together with the municipal public security organs and the civil airport management institutions, determine the restricted height and area of fireworks and fireworks in the area of the clearance of the civil airport, and publicize it to the public.


    Twelfth civil airport management institutions shall strengthen inspections and find that the act of affecting the clearance of civil airports should be stopped immediately and report to the people's governments of the districts and counties.

    The district and County People's governments that have received reports should take effective measures in time to eliminate the impact on flight safety.


    Thirteenth article sixth that violates these Provisions shall be punished by the district and County People's governments in accordance with the regulations on the administration of civil airports.


    The fourteenth article violates the provisions of the eighth second paragraphs, and the administrator does not guarantee the normal use of flight obstruction lights or signs. The civil airport management institutions shall notify them to make corrections and report to the district and County People's governments in a timely manner.

    The people's Government of the district or county shall be ordered to make corrections within a prescribed time limit, and a penalty of 20 thousand yuan shall be imposed if the overdue correction is not made.


    In violation of the provisions of the eighth and third paragraphs of the present Provisions, preventing the installation of flight obstruction lights or signs, or affecting the normal use of flight obstacle lights or signs, the civil airport administrative organ shall report the people's governments of the districts and counties.

    The people's governments of the districts and counties shall be ordered to make corrections, and if they refuse to make corrections, they shall be fined 20 thousand yuan.


    The fifteenth district and County People's governments may entrust the district and county administrative departments, the Township People's governments, and the sub district offices to implement the administrative penalties related to these Provisions, and publish the contents of the entrusted administrative organs and the contents entrusted to carry out administrative penalties.


    The sixteenth Provisions come into effect on November 1, 2010.
