The notice of the seventh meeting of the sixth supervisory board of the Limited by Share Ltd (hereinafter referred to as the "company") was delivered to all the supervisors in written form in October 4, 2010. The meeting was held on the spot at 9:00 a.m. on October 14, 2010.
The meeting was presided over by Mr. Chen Yuhuai, chairman of the board of supervisors of the company. The meeting should be attended by 5 supervisors and attended by 5 supervisors.

2, passed the motion on the location and mode of operation of the raising fund for the Xinjiang Akesu lint processing base and the pure cotton combed yarn production line.
In order to protect the company's future cotton supply and obtain more preferential policies, the company decided to change the implementation site of the Akesu lint processing base and the pure cotton combed yarn production line project from Akesu Kuche County of Xinjiang autonomous region to the alar city of Xinjiang autonomous region, and changed the mode of operation from the original sole proprietorship to a joint venture operation.
The company plans to set up a joint venture company with the seven agricultural corps of Xinjiang production and Construction Corps and the alar farm to invest 451 million yuan to set up a joint venture company, of which Xinye textile invested 315 million yuan, and its shareholding ratio was 69.84%. The seven agricultural group and the alar farm each invested 68 million yuan, with a shareholding ratio of 15.08%.
The joint venture will complete 200 thousand spindles of pure cotton combed yarn production line in three years.
The registered capital of the joint venture company is invested in two phases, and the fund raised is 203 million 847 thousand and 500 yuan for the first phase of the 100 thousand ingot project.
In the spirit of being responsible to all shareholders, the board of supervisors verified the relevant issues of the location and mode of operation of the fund raised after the change.
The changes in the location and mode of operation of this part of the fund-raising investment project have not changed the direction of the fund-raising investment and the contents of the project implementation, will not affect the normal conduct of the company's capital raising investment projects; the changes in the location and mode of operation of the project to raise funds are conducive to the supply of raw materials and meet the requirements of the company's business development strategy; the board's deliberations on the decision-making and procedures for the implementation of the location and mode of operation of the raised funds are legitimate and compliance.
