In the fifth Plenary Session of the 17th CPC Central Committee, the newly concluded party correctly analyzed the new changes and characteristics of the situation at home and abroad, and emphasized the "12th Five-Year" period.

It should be noted that during the rapid development of China's textile industry in recent years, the contradictions and problems accumulated over a long period of time are becoming increasingly prominent.

Scientific development must enhance the independent innovation ability of the textile industry.

In recent years, the contradiction between high output growth and low profit rate has exposed the weak ability of independent innovation in the textile industry. The development of high technology, functional fiber and composite materials is lagging behind, and the high performance textile machinery and equipment mainly rely on imports. Even the top 500 textile enterprises, the average profit margin is less than 6%, which still has a big gap compared with the advanced foreign enterprises.

In recent years, the textile industry has strongly advocated independent innovation, increased the contribution rate of brand and the contribution rate of science and technology, and has achieved certain results.

But it is worth noting that the formation of innovation mechanism needs a more perfect overall environment.

During the "12th Five-Year" period, efforts should be made to promote the industrialization of scientific research achievements, encourage independent innovation, further deepen institutional reform, fundamentally improve the innovation environment, and stimulate the endogenous driving force of the development of the textile industry.

Scientific development must accelerate the readjustment of the industrial structure of the textile industry.

At present, the industrial structure and layout of the textile industry are not reasonable, and the product structure, regional structure and market structure are facing new adjustments.

During the "12th Five-Year" period, we should introduce new information technology, material technology, biotechnology, new energy technology and intelligent production technology to introduce the whole process of production, R & D, marketing and management of textile industry, and vigorously develop industrial and technological textiles. We should speed up the pformation of enterprises from scale expansion to quality and efficiency, curb structural overcapacity, plan scientifically and allocate industrial pfer under the premise of market allocation of resources, actively respond to market changes in internal and external needs, adjust the market share, explore new models for expanding domestic and foreign sales channels, and step up the strategic pace of "going global".

Scientific development must achieve the goal of energy conservation and emission reduction in the textile industry.

The energy consumption, water consumption and waste water discharge of the textile industry account for 4.3%, 8.5% and 10% of the total industrial energy consumption, total water consumption and total wastewater discharge respectively, and the task of energy conservation and emission reduction is arduous.

During the "12th Five-Year" period, the textile industry must rely on the development of low carbon technology, cleaner production technology, environmental treatment technology, resource conservation and resource recycling technology, and realize the sustainable development of textile under the premise of achieving the overall national goal.

Scientific development must strengthen the construction of talents in textile industry.

At present, the labor resources in the textile industry are tightening up, and the level of enterprise management decision-making needs to be improved.

During the "12th Five-Year" period, we adhered to the principle of "people-oriented", advocating respect for knowledge, respecting labour, respecting creation and respecting talents, expanding the ranks of all kinds of leading talents, and improving the quality of personnel in the whole industry, which is related to the development plan of the industry.
