    Chong Quan said that 8 measures will be adopted in the following three aspects: optimizing import structure, facilitating import convenience and improving the promotion system, encouraging import expansion and promoting trade balance.


    (1) actively importing resources, advanced technology and key equipment in accordance with the requirements of industrial policies;


    (2) properly handle trade frictions and disputes, and encourage greater autonomy to import trade surplus countries;


    (3) further optimize import tariff structure and guide enterprises to expand imports;


    (4) continue to improve the level of trade facilitation.

    Simplify and relax import management, reduce import costs and costs;


    (5) constantly improve the import public information service system, improve policy pparency, and create a favorable trade environment;


    (6) organizing exhibitions, fairs and promotion meetings of various import commodities to promote Sino foreign economic and trade cooperation and exchanges.


    (7) actively studying the use of various financial and tax means to support the expansion of imports, including the provision of import financing facilities for enterprises and so on;


    (8) continue to organize various forms of investment and trade promotion groups and actively go abroad to promote investment and trade activities.


    Although the expansion of import strategy and policy has been clear, but in the view of relevant experts, the biggest obstacle for China to encourage imports is administrative barriers.

    "The different import fields are divided into different ministries and committees, which has increased the cost of coordination. The blind expansion of imports or the impact on the industry is the two major issues that China needs to pay attention to in the process of expanding imports."


    In fact, the integration of departmental power to achieve cooperation between ministries and commissions has attracted the attention of policy makers.
