Ningbo: Foreign Trade Service Enterprises Can Declare Special Subsidies

Yesterday, I was informed that the Municipal Foreign Trade and Economic Cooperation Bureau and the Municipal Finance Bureau jointly issued a notice.

Up to 50% of project expenditure.

The public service platform for foreign trade refers to the institutions that provide information, technology innovation, quality inspection, regulations and standards, management consulting, business counseling, market development, personnel training and equipment sharing for foreign trade enterprises in base, region and industry according to the principle of openness and resource sharing.

This plays an important supporting role in solving the common needs of foreign trade enterprises, unblocking information channels, improving management and management, improving the quality of development, enhancing market competitiveness and realizing innovation and development.

The cost of equipment, technology, information materials and software acquisition in the public service platform of the foreign trade service enterprise that has been declared and approved by the government will be subsidized by a certain proportion of the actual input of the project, and the support level can reach up to 50% of the actual expenditure of the project.

The foreign trade public service platform, which has many service enterprises, large investment quota, high industrial linkage and good service effect, will receive key support.

In accordance with the following conditions, financial subsidies can be declared: the legal entities registered in Ningbo or other social economic organizations approved by law; the public service function of the platform is obvious; there are more than 10 professional staff; the preferential service agreement is signed with the main administrative departments of the foreign trade and economic cooperation base; the total number of service enterprises in Ningbo is more than 10, and the total number of services is more than 100 times, the platform's turnover is more than 500 thousand yuan, and the proportion of service income is 20% higher than that of the turnover.

It is reported that this preferential policy is specially arranged by the central government to support the construction of foreign trade public service platform at the export base, aiming at promoting the pformation of foreign trade development mode and structural adjustment, and improving the quality and level of China's foreign trade development.

Reporting conditions

9 major service providers can declare

According to the regulations, the service providers of the 9 major fields for foreign trade enterprises in our city can submit declarations to the competent foreign trade departments and the financial departments.

These 9 areas include:

1. product design and trade promotion platform for export enterprises to provide product design and exhibitors at home and abroad;

2. providing public inspection and testing platform for public service such as inspection service, inspection report, and inspection and inspection requirement.

3., develop a public technology R & D platform for forward-looking, basic common technology R & D and experiment collaboration.

4. establish a traceable system for quality traceability of agricultural products in accordance with the requirements of good agricultural practices (GAP), hazard analysis and critical control points (HACCP) or organic products and other related standards;

5. provide unified environmental protection platform for environmental protection such as sewage and garbage disposal.

6. to provide a public display platform for product exhibition and display facing the international market.

7. provide public logistics platform for warehousing, pportation and other logistics services;

8. to establish policies and regulations, scientific and technological information, patent data, technical standard data and other resource repositories, and provide public information platform for data analysis, market information, laws and regulations, production and marketing docking, and consulting services.

9. provide public accreditation service platform for quality management system certification, product certification service and related technical consultation.

According to the briefing, our city will take advantage of this preferential policy to focus on cultivating and supporting the Ningbo municipal important foreign trade public service platform with obvious industrial advantages, Ningbo characteristics and great potential for development.

The declaration will expire before January 20, 2011.
