Chen Shujin: in the pilot work of industrial clusters, the China Textile Industry Association has applied its influence and constantly improving service capabilities to carry out the central idea, guide the cluster area to take the road of scientific development, and focus on upgrading the industrial level in the development and developing it in the process of upgrading. Through several years of efforts, we can see that the textile industry cluster is indeed progressing and improving.
The significance of these ten changes lies in: first, it reflects the common characteristics of the success of various industrial clusters in recent years; two, it is in line with the construction of an innovative country, good and fast development, and desalination. Communication between state and cluster
Through the channel of textile specialty, it is also an important task for the pilot work of industrial clusters to transmit the policies, guidelines and ideas to the development of the industry and industry in the industrial cluster area, and guide the transformation of the development pattern of the textile industrial cluster area.
Chen Shujin: the China Textile Industry Association has helped the state draw up the outline of the 11th Five-Year development plan for the textile industry, the outline of the textile industry readjustment and revitalization plan, the textile industry "12th Five-Year development plan" and the "guiding opinions on advancing the textile industry transfer". In addition, the association has repeatedly sought support policies for small and medium-sized enterprises in the textile industrial cluster area, such as the Ministry of finance, the national development and Reform Commission, the Ministry of industry and information technology, etc. in 2007, a one-time subsidy was granted to the public service platform construction projects in more than ten major textile industrial cluster areas. Since 2009, it has provided support for some textile industry innovation platform construction projects.
At the same time, the association has actively reflected the demands of the clustered areas to the State Council and relevant departments. Since 2008, the association has organized large scale investigation teams to study industrial clusters in March each year, seeking first-hand information and information to the state. The association has played a good role in bridge and link between the state and the local government and enterprises.
Establish and perfect public service platform
Helping to establish and improve the industrial cluster's public service system is the top priority of the China Textile Industry Association's cluster pilot work. It is also an important symbol of the textile and garment industry cluster construction, which is different from other industry cluster construction. Chen Shujin: as an important measure to promote the upgrading of clusters, the China Textile Industry Association began to pilot the construction of public service platform in the industrial cluster area since 2003. First of all, the first textile industry innovation platform model was built in Xiqiao Town, Foshan City, Guangdong province. After successful experience, it was promoted throughout the country. Up to now, there are more than ten platforms directly involved in the construction and service provided by the association. Among them, the China Textile Industry Association detection network has set up a testing laboratory in several parts of Guangdong, Xiqiao, Guangdong, Jiangmen, Zhejiang Haining, Zhejiang Xiaoshan, Zhejiang Shaoxing, Shaoxing, Zhejiang, and so on. It has provided international standard third party fair inspection, technical consultation, standards and testing training for the vast number of industrial clusters.
In order to further promote the development of the industrial cluster's public service platform and provide more comprehensive and in-depth services for the enterprises, the China Textile Industry Association has strengthened the guidance for the platform construction. In October 2010, the interim management of the demonstration service platform for small and medium enterprises in the textile industry was promulgated, and the demonstration work of the public service platform of the industry demonstration was officially launched. Today, some cluster innovation platforms have declared the National SME public service demonstration platform.
Optimizing pattern and upgrading industrial cluster level
As you have just said, the state's Guiding Opinions on industrial transfer and the "12th Five-Year plan" and "power program" that are being researched and developed will optimize the industrial layout and enhance the industrial cluster as one of the key tasks for the future development of the textile industry. Can you tell us how to optimize the existing pattern and enhance the industrial cluster level in the future?
Chen Shujin: for the eastern region, we should transform the traditional industries with new and high technology, upgrade the level of the existing textile industrial clusters, cultivate distinctive regional brands, develop the textile industry with strong technical and high added value to meet the needs of regional economic development, cultivate new economic growth points, improve and improve the service function of the textile specialized market in the East, meet the needs of one-stop procurement of customers at home and abroad, and encourage the transfer of textile industry in line with the law of industrial development in the eastern region.
For the central region, we should give full play to its advantages such as location, talent and resources, actively develop the characteristic textile economy in the county and town areas, rationally configure the resources of elements, undertake the industrial transfer in the eastern region, strengthen the construction of infrastructure and service platforms in the base or the park, foster dominant leading industries, attract similar and highly related enterprises to concentrate on the bases or parks, and promote the formation and development of industrial clusters.
For the western region, we should take advantage of land, raw materials, resources, energy and labor, seize the strategic opportunities for western development, undertake industrial transfer, and develop special industrial clusters such as cotton spinning, wool spinning and silk.
The central and western regions should encourage the development of all kinds of ownership, attract domestic and foreign private capital to enter, create various supporting conditions, place various services in place, and strive to develop cluster economy at a higher starting point.
Eastern clusters need to break through the bottleneck of resources
The cluster economy has made great contributions to the local economy's pulling, protecting people's livelihood and improving the fashion concept. What are the most outstanding problems and challenges in the current development process?
Chen Shujin: at present, the problem of resource bottleneck is still very prominent. As the textile industry cluster is concentrated in the economically developed coastal areas, the resources pressure is increasing.
In terms of land resources, land resources in coastal areas are increasingly scarce, coupled with strict control of land use targets, land prices are rising rapidly, which limits the development of textile industry. Some construction enterprises of the clustered enterprises use land instead of land for land use permits, and enterprises do not dare to make further investment. They also directly affect loan financing and investment promotion, which has become an important problem that restricts the development of enterprises. In some clusters, a large number of backbone enterprises have moved out and industrial agglomeration has declined.
In terms of funds, although some cluster enterprises have set up financing guarantee institutions for SMEs, financing difficulties remain a common problem in clusters, which limits the development and promotion of SMEs. Although some enterprises have market, but lack of liquidity, they can not expand production. Some enterprises want to carry out technological transformation, but they are unable to get loans.
Recruitment difficulty is a major problem facing the textile industry in recent years. In some coastal areas, this year's performance has become more prominent. The basic performance is: the shortage of skilled workers and the large gap in the employment of enterprises. The recruitment of clothing enterprises is more difficult than that of textile enterprises. The Eastern enterprises are more difficult than the enterprises in the central and western parts of the country, and small and medium-sized enterprises are more difficult than big enterprises. Due to the difficulty of recruiting workers, labor costs in most areas have increased considerably. The survey shows that the wages of workers have increased by 10%~30% over the past year, and the cost of labor has increased continuously and the burden of enterprises has increased.
