US Consumer Product Safety Commission Regulates Children'S Products Testing

According to the "Consumer Goods Safety Improvement Act", manufacturers of certain products (including importers) or private brands must submit products that are manufactured only after 90 days after the announcement of the inspection and certification provisions of the laboratory to the third party certification and accreditation bodies that have been accredited for testing, and must comply with the relevant compliance regulations according to the relevant test results.

The third party laboratory must be able to test the above.

A laboratory which has taken measures to prevent conflicts of interest must submit a training document to the committee to prove that its employees have received training. If an employee discovers that the manufacturer, his own brand or other interested person attempts to conceal or interfere with the test results of the laboratory, he will notify the US consumer product safety Committee in a confidential manner.

The additional provisions will be applicable if the children's products of the manufacturer or private brand are tested by the laboratory which holds the interests of 10% or more.

The application submitted by the laboratory must be formally accepted by the Committee. The laboratory can become a recognized laboratory which has adopted measures to prevent conflicts of interest.

Accreditation: (1) manufacturers or private brands operating in any country are, where feasible, subject to the choice of the laboratory which is not owned or controlled by the government of the state; (2) the testing results of the laboratories are not subject to improper intervention by anyone, including another government unit; (3) compared with the other certified laboratories in the same country, the laboratory does not receive a better treatment; (4) compared with the results of other certified laboratories in the same country, the other organs of the government do not attach much importance to the test results of the laboratory; (5) the laboratory does not interfere with other organs of the government in any way affecting its operation, or is responsible for other control.
