Hongkong Relaxes Textile Visa Requirements For Pshipment Of Non Sensitive Markets

Circular No. 1/2011 indicates that the government of Hongkong is ready to cancel the visa requirements for import and export textiles and all pshipment textiles involved in the "non sensitive market".

The subsidiary legislation, import and export (general) (Amendment) Regulation 2011, was gazetted in March 25, 2011.

After completion of the relevant legislative procedures,

Relaxed visa

The arrangement will take effect on May 20, 2011.

The Hongkong trade and Industry Department will make a further announcement on the exact date of implementation of the revised arrangement.

This circular summarizes the implementation details of the above proposed textile visa arrangement.

During this period, the existing visa arrangements, including arrangements involving "non sensitive markets" and pshipment of textiles, remain in force until further notice.

The trade mark should pay attention to the following amendments to the textile visa, which will be implemented after the completion of the relevant legislative procedures.

Involving sensitive markets

Import and export of textiles

The visa requirements will remain unchanged.

In other words, following the proposed amendments, the following textiles are required to be provided with textile import / export licences or textile notices submitted under the textile Trader Registration Scheme:

Textiles imported from the mainland of China, and exports (including re exports) to China and the United States.

The visa requirements other than those mentioned in the fourth paragraphs mentioned above, and all p shipment textiles, will be revoked after the implementation of the proposed amendments.

(I) import and export of textiles involving "non sensitive markets"

Comprehensive license

After the relaxation of visa arrangements, all comprehensive licences will lapse, and the integrated licensing online service of the Hongkong trade and Industry Department website will be terminated.

Generally speaking, the Hongkong trade and Industry Department will start accepting the application for a comprehensive permit (i.e., after May 13, 2011) after the three full working days before the relaxation of the visa arrangement takes effect.

If a trade union has to apply for a comprehensive permit in the above-mentioned period, we must pay attention to the relevant arrangements.

If necessary, the firm can make an advance application to the Hongkong trade and Industry Department on the comprehensive license which is about to expire.

The Hongkong trade and Industry Department will continue to process the application for amendment or cancellation of the comprehensive permit until the relaxation of the arrangement comes into force.

Textiles license for individual shipments

After announces the implementation date of the relaxation of the visa arrangement, the Hongkong trade and Industry Department will stop accepting new applications for export licences (Textiles) and import licences (Textiles) involving the "non sensitive market" only after the new measures take effect.

The Hongkong trade and Industry Department will continue to accept the revised requirements or cancellation requirements after the shipment of the "non sensitive market" permit.

All approved licences involving "non sensitive markets" and not used as carriers will automatically fail after the relaxation of the arrangements.

No claim for refund will be accepted.

Due to the revision of the visa arrangement, traders should carefully deploy textiles import and export related to "non sensitive market".
