The Shortage Of Labor Shortage In Clothing And Footwear Industry Is Becoming Increasingly Prominent In The Eastern Region.
In recent years, with
Supply and demand of labor force
Changes and the rapid economic development in the central and western regions have led to profound changes in the direction of labor force and the structure of the employment area. In particular, the return of migrant workers to their homes and employment on the spot has been increasing. The employment situation in the eastern region has become more severe, and the shortage of employment has become increasingly prominent.
Economic growth in the eastern region has slowed down and the attractiveness of employment has declined.
In 2009, the eastern region's GDP grew by 10.8% over the same period last year, and the growth rate was slower than the 0.9 and 4.2 percentage points in the central and western regions.
From 1 to October 2010, the added value of above scale industries in the eastern region increased by 12% over the same period, the growth rate was 3.8 and 2 percentage points lower than that in the central and western regions respectively, and the fixed assets investment in cities grew by 21.5% over the same period last year, and the growth rates were lower than the 5.6 and 4.7 percentage points in the central and western regions respectively.
To adapt to this, migrant workers from the central and western regions are more likely to return to the local area for employment nearby.
Employment is unstable and labor disputes are frequent.
On the one hand, the manufacturing industry in the eastern region is relatively concentrated and mainly engaged in manufacturing.
Clothing, shoes and hats
Export processing of low-end products is vulnerable to fluctuations in the international market; on the other hand, the vast majority of migrant workers have not signed long-term labor contracts.
Some employees of small and medium-sized enterprises are unable to work at ease because of poor production and living conditions.
Some enterprises have strong labor intensity and long working hours, often in the busy season, hiring workers in bulk and layoffs in the off-season, reducing their sense of belonging and causing instability in their employment.
At the same time, labor disputes enter a multiple period, and unexpected and mass labor disputes occur frequently.
Migrant workers
Shortage of employment
The problem tends to be normalized.
Since the second half of 2009, with the recovery of China's economy rising, employment demand in the eastern region has increased rapidly, and the shortage of labor shortage has become increasingly prominent.
In the first 3 quarters of 2010, the number of enterprises in Zhejiang increased by more than 1 million 50 thousand, and the rate of seeking employment was 1.99.
Since 2010, the rate of seeking personal help in Fujian has always been over 1.
In the coming period, the economy in the central and western regions will remain relatively fast, and the attractiveness of migrant workers will continue to grow, and the shortage of labour in the eastern region will become more seasonal.
Migrant workers' income increased slowly.
The income growth of migrant workers in eastern China has slowed down, and the income gap between the central and western regions has been shrinking.
According to the National Bureau of statistics, in the third quarter of 2010, the average monthly income of migrant workers in the eastern, central and western regions was 1665 yuan, 1617 yuan and 1611 yuan respectively, representing an increase of 210 yuan, 228 yuan and 229 yuan respectively.
The highest average monthly income gap between the eastern and central and western regions is only 54 yuan, while the income growth rate is lower than that of the central and western regions by 2 percentage points.
Vocational skills training is seriously lagging behind.
The industrial upgrading in the eastern region is accelerating, and the skills of workers are increasingly demanding. However, the existing training facilities and training capabilities differ greatly from the actual needs.
