At the meeting, the head of the organization Bureau of the CPC Central Committee said that the party building of private enterprises has been relatively weak for a long time, which is not consistent with the rapid development of private enterprises and the increasing proportion of GDP. Now, many private enterprises have achieved tangible coverage in Party building, but have not yet achieved effective coverage, and many private enterprises do not know how to do party building.

Since the official operation of the red bean group in December 2010, the party building quality system has been actively implementing the operational indicators, strengthening training publicity, implementing the annual work plan system and strictly assessing, and pushing forward steadily.

On the basis of widely soliciting opinions and suggestions from a wide range of Party members and cadres and workers, the red bean group has established the party building quality policy of "turning the party's political advantages into the development advantages of red beans" and the "quality political core of building and implementing Scientific Outlook on Development", and set the quality objectives of the red bean industry benchmarking; further clarified the object and working process of the party building work; further clarified the management functions, responsibilities, objectives and powers of the system according to the standard requirements; and formulated the system documents of Party Building Quality Handbook, 17 procedural documents and business guidance books.

In the past six months, there are three characteristics of the quality management system of the party building in the red bean group. One is to set up a series of scientific and standardized procedures to control all the process of Party building so as to make the party building work process more standardized, advanced, scientific and appropriate.
