    "12Th Five-Year" Textile New Technology And Equipment Favored

    Recently, the NDRC issued the guidance catalogue of industrial restructuring (2011 Edition) (hereinafter referred to as the 2011 version).

    After deleting, adjusting and adding, the textile industry structure adjustment catalogue includes 14 categories of encouragement, 17 restrictions and 23 elimination.

    The Guiding Catalogue of industrial structure adjustment is an important basis for the government to guide investment direction, manage investment projects, formulate and implement policies of Finance and taxation, finance, land, import and export, etc.

    In 2005, with the approval of the State Council, the NDRC issued the guidance catalogue of industrial structure adjustment (2005 Edition) (hereinafter referred to as 2005 version).

    It is difficult to reflect the characteristics of the new technological revolution in the global and Chinese textile industry. A considerable number of entries have not fully adapted to the requirements of improving the capability of independent innovation, restraining low-level repetitive construction and developing green circular textiles, and urgently need to be revised and adjusted.


    Large scale expansion of restrictions and elimination

    Among them, intelligent, super simulation, and functional polyester and fiber production, using high speed, new spinning technology such as compact spinning, low torque spinning, siro spinning and embedded spinning to produce multi species fiber blended yarns, using advanced technology and equipment such as high-speed mechanical and electrical integrated shuttleless loom and fine needle spacing machine to produce high-grade woven and knitted fabrics such as high count, high density, jacquard and so on, using automatic equipment such as automatic winding, thin winding connection and collective doffing to produce high quality yarns, and using high technology such as braiding, nonwovens composite, multi-layer online composite, long-acting multi-purpose finishing to produce industrial textiles, which meet the needs of various fields of national economy, are all included in the encouragement category.


    In the restricted list, conventional polyester continuous production equipment with single line capacity less than 100 thousand tons / year, two methyl ester production process of conventional polyester, semi continuous spinning viscose filament production line, 25 kg / hour carding machine, rapier loom with weft insertion rate of less than 600 m / min, jet loom less than 700 m / min, weft loom less than 900 m / min, and intermittent polyurethane polymerization production device are listed in the list.


    Included in the elimination catalogue is the spinning and weaving equipment including all "1" spun heads; A512 and A513 series spinning frames; all kinds of domestic wool spinning frames produced before 1990, and those with no technical pformation, and imported and dyeing pretreatment equipment, drawing and setting equipment, rotary screen printing machines, continuous dyeing machines, etc., which have been used for more than 15 years and have been used for more than 15 years.


    It has been revealed that the focus of this revision and adjustment in 2011 is based on enhancing the capability of independent innovation of the industry, guiding the industry to use advanced technology to upgrade the technological level of the traditional textile industry, realize the autonomy of new equipment, promote the combination of textile and strategic emerging industries, accelerate the elimination and pformation of backward production capacity, and effectively promote the pformation of the development mode of the industry.

    All items listed in the catalogue are refined to specific products, technologies, processes and equipment in principle, and technical and economic indicators are as clear as possible to improve operability.

    For example, the "high-grade textile production, printing and dyeing and finishing finishing" in the original entry is divided into two parts: "high-grade textile processing" and "dyeing and finishing" after this revision, and the encouragement contents of each item are clearly defined.


    Reflecting the direction of industrial upgrading

    At the same time, the key links and important areas leading to scientific and technological progress in the industry can fill gaps in the domestic and meet the development needs of strategic emerging industries, and seize key technological achievements and technologies in the world.


    Xu Kunyuan, vice president of the China Textile Industry Association, said in an interview with reporters that the promotion of new technology, new technology and new equipment has become an important part of the technological progress of the textile industry in 12th Five-Year.
