Shoe Industry'S Anti Dumping Focal Point Mandelson'S "Highlight"

The annual EU China Summit is far from meeting the dialogue requirements of the two major EU trading partners.

Today, Bo Xilai, Minister of Commerce of China, will greet his "old friend", the real power of the European Commission, Peter Mendelson in Beijing.

In the face of China, Mandelson's role may be somewhat complicated.

Despite the pressure on textiles, Mandelson still advocated the spirit of free trade. But on the question of whether to give China a full market economy status, Mandelson was hardworking and became a staunch defender of the EU's own interests. He even said that "the Chinese government should not expect to be fully recognized by the market economy status as soon as possible."

It has been Mandelson's third visit to China since he became the EU Trade Commissioner in November 2004.

In June last year, Bo Xilai and Guangdong in Shanghai "night to fight" negotiations on textile issues 1st anniversary, Mandelson will be the first stop of the visit to Guangdong.

The EU is able to take a field trip to understand the EU's investment in China and grasp first-hand information, so as to provide evidence for its assessment of China's trading partners' trade policies.

As the highlight of this trip to China, Mandelson will hold closed door consultations with Chinese Commerce Minister Bo Xilai today.

According to relevant sources of the Ministry of Commerce, China EU bilateral economic and trade relations, China's complete market economy status, protection of intellectual property rights and WTO Doha development agenda will be the main topics of consultation.

In addition, the EU is planning to conclude a memorandum of understanding with China on the new framework for trade relations between China and Europe.

Among them, intellectual property rights protection and cracking down on fake and shoddy commodities will be listed as key contents.

In his speech on the 5 th, Mandelson stressed again and again that they would be very concerned about the protection of intellectual property rights.

In addition to intellectual property rights, the industry is more concerned about China EU Auto parts friction and anti-dumping sanctions against Chinese footwear.

At present, the 60 day consultation on auto parts between China and Europe has expired, but the two sides have not yet reached an agreement. The United States, the European Union and Canada may submit the issue to WTO this month. The EU anti-dumping case against Chinese shoes will be announced in October, but the EU has started levying provisional anti-dumping duties since April.

The question of full market economy status may be mentioned first.

In the middle of last month, Chinese Commerce Minister Bo Xilai and finance minister Jin Renqing had both expressed their views during the meeting with MCrie Vee, the EU's internal market and service member who visited China. "We hope that the EU will recognize China's full market economy status as soon as possible."

This may be regarded as a prelude to China's new round of impact on the full market economy status.

In addition, the increasing EU trade deficit with China is also something Mandelson has to talk about.

According to the latest trade statistics released by the 12 countries in the euro area, the trade deficit between the euro area countries and China has reached US $97 billion over the past year.

According to the proportion of GDP in the trade deficit, this proportion is equal to that of the United States.

Fortunately, trade between China and Europe is more general strategic consultations of mutual benefit, and the attitude may not be as tough as that of the United States.

Mandelson seems to have a high weight, but in fact he is more like a "peacemaker" who balances the interests of all parties.

He knows how to show importance and kindness in front of China, and will also pose a "China threat" in the face of EU Member States.

At present, the volume of trade between China and Europe has exceeded 250 billion US dollars. Such a huge volume of trade has forced both sides to reconsider the cooperative relationship between China and Europe in trade, investment and even broader fields. Therefore, it is hard to say that a regular visit to "conventional issues" will not produce "unconventional" results.
