Reporter: what is mass centralized purchase? Why should we carry out bulk centralized purchase?
Wang Baoan:
Bulk centralized purchase is a procurement mode that is generally applicable, unified in technical specifications and easy to collect, and is purchased by centralized purchasing agencies after purchasing by the buyers according to the specified standards.
At present, there are two types of items for central units to implement batch pilot purchase, namely, desktop computers and printers.
Before the implementation of mass centralized purchase, the central unit's computers and printers are mainly purchased through agreement supply mode, that is, the purchaser directly negotiates with the supplier in the agreement supplier, the agreement product and the corresponding ceiling price.
The original intention of designing this way is mainly to meet the needs of small and piecemeal purchase of various units.
Judging from the implementation effect of the past few years, the agreement supply has played an important role in the convenience of purchasers, improving procurement efficiency and promoting the reform process of the government procurement system, but there have also been many problems, for example, the price of some items agreement is higher than the market price, the buyer agrees to choose the high allocation model in the agreement supply, the whole turn to zero and avoid the public bidding, and the purchasing personnel have obvious inclination to supplier selection.
In addition, the agreement supply as a pitional system in the reform process does not well reflect the essential requirement of fair competition and scale efficiency in government procurement. Its operation mode is precisely what we need to adjust in the next step of deepening reform.
In March of this year, the office of the Central Committee of the Communist Party of China and the general office of the State Council issued the notice on further work on economy of the party and government organs, and clearly put forward the high grade and high configuration products which are strictly forbidden to exceed the basic needs of the Office, and further strengthen the government procurement management, and do a good job of strict economy and other work requirements.
In order to carry out the two notifications, the Ministry of Finance issued the "budget standard for the purchase fee of general office equipment and furniture of the central administrative unit (trial run)" ([2011]78) in the first half of this year (Financial Bank No.), and provided a clear budget standard for the 13 types of office equipment. On this basis, we also issued the "notice on further promoting the pilot work of centralized procurement by the central unit" (Financial Treasury [2011] 87) to promote the pilot work of the mass procurement of office equipment of the party and government organs and subordinate units.
Therefore, from a large background, mass centralized procurement pilot is not only an inevitable requirement to promote the reform of government procurement system to curb excessive procurement, but also an important measure to implement the strict requirements of the Central Committee and the State Council and promote the building of a clean and honest government.
Bulk centralized purchase is the real sense of centralized procurement.
Reporter: mass centralized procurement has been officially launched. What is the current pilot situation?
Wang Baoan:
Since the pilot work was formally launched in August, the two stages of centralized procurement have been completed, and the third batch procurement is proceeding according to plan.
Overall, the pilot work of bulk centralized procurement has been progressing smoothly and achieved positive results.
First of all, from the pilot scale, the pilot sector has increased rapidly. The first phase has 27 departments, the second phase has added 17 departments, and the third phase has increased 13 departments.
Second, the price advantage is obvious.
Data from the central government organ procurement center and the procurement center under the Central Committee of the CPC Central Committee show that the bid price of desktop computers in bulk centralized procurement is lower than the agreement supply price 10-15%, which is 10% lower than the market price. The price of printers in bulk centralized purchase is lower than that of the agreement supply price 7-8%, which is 10% lower than the market price.
Thirdly, the central unit has a high degree of recognition for the pilot projects.
Many departments think that centralized procurement is conducive to standardizing the purchasing behavior of subordinate organizations, and effectively promoting the establishment of internal supervision mechanism by departments.
It can be said that centralized procurement of bulk demand and centralized procurement are centralized procurement in the true sense and the direction of deepening centralized procurement.
Reporter: the key to bulk centralized procurement is the unification of demand standards. In this regard, how is the Ministry of Finance resolved?
Wang Baoan:
The unified demand standard is indeed very important. In fact, in 2009, the Ministry of finance has decided to implement mass centralized procurement and entrust centralized procurement agencies to direct the pilot project. However, due to the lack of unified demand standards and other reasons, bulk centralized procurement has never been able to advance substantially.
At the beginning of this year, we began to solve the demand standard from two aspects. First, we studied the configuration reference from the product point of view.
The determination of configuration reference is not only conducive to the unification of demand standards, but also to the tendency of brand choice and to destroy the market environment of fair competition.
For this reason, we have studied and analyzed the characteristics of market mainstream models and the demand of central units on many occasions with various centralized purchasing agencies. According to the principle of "meeting basic office requirements" and "high market maturity", we have determined the basic configuration of desktop computers and printers.
The configuration reference mainly includes 8 desktop computer configurations and 2 printer configurations, basically covering commonly used desktop computers and printer types.
The two is to define the rules of different configurations from the perspective of buyers' demand characteristics.
The pilot notice actually divides the three categories of allocation principles. The first is the allocation standard set by the Ministry of finance, which is the basic configuration of the general office equipment of various departments, and recommends that all departments should adopt it uniformly.
The second is the special allocation of departments.
According to the characteristics of the business or the special needs of the Department's informatization, all departments can determine their own departmental configuration on the basis of the reference configuration of the Ministry of finance, but require unified standards in the departments.
The third category is special project configuration.
A special configuration of this procurement project can be formulated for the purpose of specific use of individual units and the total amount of desktop computers over 500 thousand yuan or the total amount of printer over 300 thousand yuan.
In addition, in order to solve the problem of procurement of office equipment for individual purposes, the pilot notice has retained the procurement method of the agreement supply, but requires all departments to strictly examine and verify the quantity of the agreement purchase and procurement, which is controlled within 10% of the purchase amount of the item last year.

Two practical problems must be dealt with in pushing bulk centralized purchase.

From the perspective of budgetary expenditure management, the competent departments are the main body responsible for budget execution. The pilot notice clarifies the responsibilities of the competent departments in determining the procurement requirements, organizing procurement planning, establishing agreement procurement and procurement internal audit management system, and unified organization contract performance.
As far as we know, the Department of Taxation, the Ministry of agriculture, the Ministry of water resources and other departments specially organize training, preach the relevant policies of bulk centralized purchase, and instruct the agencies to prepare batch purchase plans.
Some units have also revised and perfected the internal information system, strengthened the internal audit system, strictly controlled the procurement of agreements, and established a unified auditing standard for scientific research and surveying and mapping.
China Meteorological Administration and other departments strictly enforce the performance agreement, pay close attention to the situation of subordinate organizations that fail to execute batch procurement results in a timely manner and correct them in time.
Therefore, this experiment has been actively responded and strongly supported by various departments, and was successfully pushed forward under the joint efforts of various departments.
Reporter: mass centralized procurement involves many subjects and long process. How can the pilot ensure the efficiency of procurement and how to implement the responsibility of the central unit?
Wang Baoan:
Handling the relationship between norms and efficiency is a realistic problem that has always been faced in the reform of government procurement system. We also try our best to take measures to balance it.
First of all, we should standardize operation procedures and clarify responsibilities.
The centralized procurement, centralized preparation of the central government procurement plan every month, centralized procurement agencies organize monthly procurement activities, through this "rolling" operation procedures, in a timely manner to meet the needs of most central units.
Secondly, in view of the urgent procurement tasks that may occur in various units, we also provide an emergency procurement channel, that is, for the urgent procurement needs arising from temporary tasks and emergencies, after approval by the competent authorities, they are allowed to purchase through agreement supply channels.
The implementation of entrustment responsibility between centralized procurement institutions and units is another important issue to be solved in this pilot project.
Centralized purchasing organizations organize procurement activities according to the purchasing needs of various departments, and procurement activities and procurement results have legal effect. If the central units fail to perform, they will inevitably bring a series of problems such as subsequent civil compensation.
For this reason, the pilot notice clearly stipulates that the competent authorities should organize relevant work such as contract signing and performance of the units concerned, and coordinate and coordinate the handling of the breach of contract.
In the early stage of the pilot, some units refused to sign the procurement contract on the grounds that the winning brand was not the ideal brand of the unit, and some units submitted the bulk purchase plan, but did not strictly enforce the batch purchase results, and reduced and increased procurement demand at will.
Here, I would like to take this opportunity to emphasize that, in view of the problems existing in these performance, departments should strengthen supervision over performance, and the Ministry of finance will notify the competent authorities to deal with some units that refuse to correct.
The next step will be to improve centralized procurement and gradually extend to the whole country.
Reporter: next, how will the Ministry of Finance improve the centralized procurement?

The pilot work of mass centralized procurement is just beginning. No matter whether the central unit is familiar with the relevant policies, the degree of adaptation, or the system design itself, it needs further running in and improving.
Next, the Ministry of finance will focus on the following tasks: first, in the aspect of procurement demand management, we need to gradually establish an update mechanism for reference configuration.
The central unit has already reflected that the reference configuration does not cover the models they need, for example, the printer only has A4 paper black and white printer, and lacks A3 paper and color printers.
Some suppliers also pointed out that the reference configuration relates to the immediate interests of suppliers, has the guiding role of the industry development, suppliers are more familiar with the market and technology, and the formulation of reference configuration should absorb their participation.
To this end, the Ministry of finance will study and set up a group of experts, including centralized purchasing agencies, central units and suppliers representatives, to timely understand product information, study the market demand of central units, and regularly update the reference configuration.
Secondly, in the aspect of the organization of purchasing activities, we should further define the standard and flexible combination of purchasing methods.
Due to the distinct upward and downward characteristics of monthly procurement demand of various departments, for some special models, the procurement demand in some months is not up to the standard of public bidding quota.
On this basis, we will adhere to the principle of openness, fairness and impartiality, and work together with centralized purchasing agencies to study various ways of purchasing, so as to ensure the timely completion of centralized procurement activities every month.
Third, in the performance of contracts, we should study the assessment mechanism for purchasers and suppliers.
For the successful bidder, we will establish a record system for supplier performance, and will be included in the "blacklist of government procurement suppliers" for individuals who seriously violate the purchaser's promise and refuse to correct them.
We will also establish relevant notification and punishment system for the central units that do not perform strictly.
In addition, considering that many central units, especially the grass-roots central units, need a familiar process for the relevant policies and operation procedures of mass centralized procurement, the next step is to increase the intensity of training and publicity, improve the importance of the central unit's work and familiarity with the business, and ensure the centralized and orderly procurement of bulk products.
Reporter: will the centralized procurement of central units expand the scope of items? Will this practice be popularized nationwide?

Bulk centralized purchase is an effective measure to standardize procurement behavior and achieve scale benefit. However, at present, the items for mass centralized purchase are only desktop computers and printers, and the budget standard for furniture purchase cost of general office equipment of central administrative units includes 13 kinds of office equipment and furniture, many of which have the characteristics of versatility, uniform technical specifications and convenient collection, such as filing cabinets, security cabinets, bookcases, conference tables, fax machines, telephone sets, scanners, etc.
The Ministry of finance will, on the basis of the experience of this year's pilot experience, gradually select suitable items and make reference configuration, and expand the scope of implementation of batch purchase.
In addition, at present, most of the centralized procurement items in most parts of the country are using the agreement supply mode. Although many places have introduced the "two bidding" and other measures to solve the problems existing in the agreement supply, fundamentally speaking, there are still deficiencies in ensuring fair competition and scale efficiency.
Based on these considerations, the Ministry of finance will gradually expand to the whole country on the basis of the pilot expansion of the central units.
